Southern Province Permanent Secretary Chileshe Mulenga has been transferred to the Ministry of Local Government and Housing in the same capacity. Dr Mulenga confirmed the development in an interview in Livingstone yesterday.

“Yes I can confirm that I have been transferred to the Ministry of Local Government and Housing where I will be the new Permanent Secretary.

“I still love Livingstone and Choma and I want the two councils to be the best in Zambia,” he said.

According to unverified information, former Local Government and Housing Permanent Secretary Bernard Namachila has been moved to Southern Province as provincial Permanent Secretary.

Dr Mulenga, who replaced Edwin Zumbunu, has been credited as one of the most hardworking Permanent Secretaries the Province has ever had.

He always spoke out against a culture of laziness and reporting late for work among civil servants while he disciplined some Government workers who reported for work in drunken state.

Early this year, Dr Mulenga facilitated the full relocation of the provincial capital of Southern Province from Livingstone to Choma and has been instrumental in promoting the growth of Livingstone and Choma respectively.

As the provincial tender committee chairperson, he signed several projects with contractors such as the construction of the Livingstone town centre market and an international bus station in readiness for the United Nations World Tourism Organisation (UNWTO General Assembly.

At the time of his transfer, he was spearheading the setting up of the first-ever Multi-Facility Economic Zone (MFEZ) in Choma.

  1. Ba Chileshe Mulenga nabena, how can you write an article and praise yourself ?? Hardworking permanent secretaries like Emmanuel Mwaba their actions speaks louder.

  2. Wrong timing to transfer such a hard working PS at a time when preparation for UNTWO have reached a climax. Anyway in PF government when you are given a job you don’t have to unpack your bags because you don’t know your next move when it’s coming. No certainity tata, baba pa bulendo.

  5. tour of duty. do these guys ever settle in their offices? one month catching up, just when you know the issue, you are transferred. Even worse, no time to do handovers.

  6. I may be wrong, but hasn’t this man been transfered like 2wice already in the past year? If so doesn’t every transfer attract major payouts from the GRZ, if this is so should we be sitting back and saying it is fine when money is being wasted on one chap?

  9. our councils need a hard worker like Dr Chileshe. thats the only way towns and cities are going to develop. its just unfortunate that such people are very few. most of our leaders are only interested in ensuring that their bellies are full.

  10. Other Permanent Secretaries should learn from him. I have personally worked with him and he is a guy with the vision to develop. He is generally a good servant and very professinal in the way he does things. Southern Province for true will miss him. Farewell DR.

    • But the President is funny. His Party has just won the Livingstone Parliamentary seat and he is transfering one of the harding working men in Zambia? What does he mean? Has he got Southern Province at heart or he just wanted to augument numbers in Parliament. If he had Livingstone or indeed Southern Province at large, this is the time he should have left the hard working PS so that he moves government policy and concentrates on the so many promises there candidate Lawrence Evans made during the campaign.

  12. The Bembas in the picture are fat and look at the owner of the Province,the poor messager from Mukuni area,how he emaciated the guy looks, pity. Boma is for Bembas but time is coming when they will face the spirit of tail.

  13. This transfer is very insulting and adds salt to the injury. This is because I see this as a “reward” to the Tongas at the instigation of Kabimba and Mwaliteta after Livingstone by election “victory” by PF. The new PS from the name, is Tonga. The Pronvincial political and civil service structure in Livingstone is predominantly and deliberately Bemba, courteous of Sata’s bellicose spirit. Now the posting of Namachila is pure patronage. Both PSs are very hard working and swapping them is for the sole purpose of political expediency, pure and simple. So much for PF!

  14. I agree with you Greyhound Moonde. What you expect next is a Tonga provincial Minister most likely from UPND like your name sake Monde or this Sinazongwe MP, as reward for the Tongas for “working with Government” in the Livingstone by election. “Development” indeed.

  15. Pliz allow appointees enough time to settle down, initiate some activities and see them through. Moving them like a ritual will not help this country, it is also a very costly exercise. It is difficult for people to be fully committed if they know they will be transfered any time.

  16. Due to presence of Sun Hotel, SProvince is a sexual playground for the Sperm bank and Wynter. So they need a user friendly PS to facilitate their sexual appetite and plunder of national wealth without questions..

  20. DR. CHILESHE MULENGA INSPIRES ME. IF WE CAN HAVE EVEN 5 PERMANENT SECRETARIES WHO ARE LIKE HIM, ZAMBIA CAN DEVELOP IN A VERY SHORT PERIOD OF TIME. HE’S A VERY HARD WORKING PERMANENT SECRETARY I HAVE EVER SEEN. I HAVE NO DOUBT HE’S GOING TO DO WONDERS IN THE MINISTRY OF LOCAL GOVT. MY APPEAL TO HIS EXCELLENCY, MR. MICHEAL SATA IS TO TRANSFER DR. CHILESHE MULENGA AGAIN TO MINISTRY OF EDUCATION. I WANT TO SEE HIM WORK ALSO WITH EDUCATION. HE’S A VERY HARD WORKING PS. IN THE MEANTIME, LET HIM CLEAN DUST IN LOCAL GOVT.
