United Party for National Development (UPND) leader Hakainde Hichilema has accused the Patriotic Front of having infiltrated institutions that are mandated with safeguarding the welfare of Zambians.
Mr. Hichilema has cited the Human Rights Commission, the Zambia Police Service and other Law enforcement agencies as having been operating under political instructions.
The UPND leader says such developments are detrimental to the growth of the country’s democracy and good governance.
He says the government has instilled fear in public institutions which has resulted in them deviating from their objectives to serving the interests of ruling Patriotic Front.
Mr. Hichilema says even the Zambia Center for Inter-Party Dialogue (ZCID) which he says was vibrant under the MMD regime has gone mute.
He says since the PF assumed office in September 2011, ZCID has never presided over any complaints from the opposition as it is scared of the wrath of the PF.
The UPND leader was speaking in an interview with Qfm news.

HH you are correct and, please I implore you to take the matter up with the following international bodies; EU, SADCC, AU, Commonwealth and UN. Zambia is a member state to the above bodies except the EU, and its membership forces the above country to adhere to judicial committments as per requirements imposed by the above bodies on all member states. The EU is a donor body to Zambia and is also a significant market for Zambia’s exports and it is also an important supplier of Zambia’s essentialls i.e. machinery, books, food stuffs, soft ware etc. All member states should respect the independence of the judicial system and all public civil servants should deligently perform their duties without fear or favour. The ruling party should not compromise the public employees so as to be biased.

Zambia Police and other government institutions have never been independent. They have always served the interests of the government of the day. It is hypocritical to pretend otherwise. I recall a time during Rupiah Banda’s administration when Chief Justice Sakala refused to shake Sata’s hand at a church gathering because he was too scared of being retired by Banda. At the time Sakala should have been retired according to the constitution but Banda needed him to take care of his opponents and to help clear Chiluba.

The problem i have with some bloggers is rushing to comment without analysing the content and context of the story. There is more fear of dismissal or arrest for defaming the president than ever before since turining to multipartism in Zambia. Things should have changed from MMD into PF which promised good things not arresting complainants like the case was in MMD. i am surprised that a number of bloggers on this site are a bunch of `useful *****s`. i am a public service worker who agrees entirely with what HH is saying because that is exactly what is happening in govt. those that have gone beyond grade twelve will know that results do not come through decrees. rather its through inspiration and team work. so ba pf cadres show some civilisation for once and be objective in you analysis. i hope i am not asking for too much from bakaponya
