Parliamentary candidate cannot withdraw from contesting elections-Guy Scott

Vice President Guy Scott has said a parliamentary candidate cannot withdraw from contesting elections once that person successfully files in nomination papers with the electoral Commission of Zambia (ECZ).

Dr Scot said this in Parliament yesterday in response to a question from Patriotic Front (PF) Lupososhi Member of Parliament Chungu Bwalya who wanted clarification on information surrounding the upcoming Kafulafuta by-elections where MMD candidate Evelyn Mwanawasa had been reported to have withdrawn from the race.

Dr Scott said the Electoral Act was clear in that a candidate could not withdraw from the race after names had been endorsed unless in exceptional situations where the person is deemed to be critically ill.

Meanwhile, two political parties taking part in the fourth parliamentary by elections has shown confidence of scooping the seats.
United National Independence Party (UNIP) National Secretary Bishop Jevan Kamanga said his party has mounted vigorous campaigns in Mkushi North, Chipata Central, Kafulafuta, and Solwezi East.

Bishop Kamanga told ZANIS in an interview in Lusaka yesterday that his party will no doubt win all the parliamentary seats.
He however, urged the parties participating in the by-elections to carry out their campaigns peacefully as opposed to vote buying and voter intimidation.

And United Party for National Development (UPND) Deputy Spokesperson Cornelius Mweetwa said UPND will no doubt win the Solwezi East, Mkush -North and Kafulafuta Parliamentary seats.

Mr Mweetwa said the party is doing everything possible to defeat other parties come July 25, 2013.

He told ZANIS that it will be up to the people of the four constituencies to vote for the person they think will be able to represent them in parliament to their satisfaction.

He added that his party will not condone vote buying by any political party and that the citizenry arrest will be applied to whoever will be found wanting.

  1. NEW CONSTITUTION INDEED THAT A PARTY IN POWER CAN MANIPULATE AT WILL. LOOK AT WHAT IS HAPPENING WITH RETIREMENT AGE. BEFORE NEW CONSTITUTION IS OUT, AMMENDMENTS ARE ARE ALREADY TAKING PLACE KNOWING VERY WELL THAT THERE IS SOMETHING ON RETIREMENT IN THE CONSTITUTION TO COME. YOU CAN’T JUST TRUST ANYONE IN ZAMBIA. ANYWAY, LET’S WAIT AND SEE.

  2. Ummmmmmmmm, never knew how vocal Guy scott is, lilalanda kwati kalinwa imisu, am suspecting he’s from Chinsali, he must have bleached his skin and permed his hair, or kafwala wig, check him properly, ukulanda kwati kabemba, guys check him good, just suggesting.

Scott is right.It simply means the candidate wil no actively campaign though hr details already captured by ECZ.Voting wil go on bt without the active participation in terms of campaigns by Evlyne Mwanawasa.Nervers u re in upheal batle.PF is unopposed in kafulafuta.Wht a dramatic turn of events,politics & contolola!
