New Constitution Document not ready despite extension

Work on the draft Constitution has been finalised but the document is currently going through the final editing process, spokesperson of the Technical Committee on Drafting the Zambian Constitution Ernest Mwansa has said.

Mr Mwansa said in an interview at the weekend that those drafting the final document had completed compiling the final draft Constitution and were currently just making few adjustments to the document.

He said the draft persons had submitted the finalised document to the Committee to go through.

He said the committee later made adjustments to it which the draft persons were currently working on.

He said once the draft persons had made adjustments and the Committee went through it, it would be given to the editors to do the final editing.

“Once the editors go through the final draft Constitution the document would then be submitted to President Michael Sata and the public for scrutiny,” Mr Mwansa said.

Mr Mwansa, however, did not indicate when the document would be handed over to the President and the public, but stated that the public would be informed once all the works had been completed.

Government through the Minister of Justice recently gave the Technical Committee a one month extension to complete the document from the initial July 31, deadline to August 31, 2013.

However, despite the extension the Committee has not yet completed the task.

  1. The so called ‘Technical’ commitee on no technical matter s is a shameful arrangement to siphon money. Mwansa – even a space shuttle report would have been completed by now. We are tired and fed up of the execuses always given . You will die insincere you Mwansa.

  2. Please bring this document to me for proof reading, you will have it back within 48 hours with all corrections done.

    Does proof reading have to take 60 days??? Can we have young people whose brains work faster than these OLD RUGS please???

    • @oldrugs, we can’t risk giving you top proofread, we need young people! Just kidding, your point is valid! These guys are taking us for a ride, I wonder if its a combiantion of incompetence and a burning hunger for resource syphoning!

  3. this scenario will continue up to 2016 believe you me.
    it will be like, after proof reading – 60 days, they will start editing – 90 days, then they sit as a technical committee – 90 days, then submitted to his excellency for scrutine which will take six months, the same will be thrown back to the committee for additions and subtractions – 120 days, then taken back to his excellence …… blah blah
    by the time this document will be ready its already election period and will be shelved until after elections and thereafter, we will start the process all over again.

  4. Even uncle Bob on the other sideor the border, even though he can be cantankerous about the British has approved Dual Nationality for Zim Zimms. He is not as stupid as people make him to be.

  5. I smell a rat. All these delays may mean certain items are being altered. We know what we submitted. If what will be given to us is a sham, we shall reject it. This whole process is being hijacked……
