New conditions of service will be effected this month end, Government assures civil servants

GOVERNMENT has reassured public service workers that new conditions of service will be effected this month end.

Chief Government spokesperson Mwansa Kapeya has said the introduction of new salary increments and the impending implementation of conditions of service for public service workers will start this month in line with the new collective agreement.

Mr Kapeya said the real and bulk of the earnings of civil servants were not quantified in monetary terms, and therefore, not captured in the national budget under the personal emoluments category.

He said because of this, it was discovered that the difference between the highest and lowest paid employees, was too wide, in most cases.

He said in a statement in Lusaka yesterday, that it had been established that although the wage bill was restricted to a ceiling of eight per cent of the Gross Domestic Product (GDP) by 2010, the actual figure was far higher than reported.

“This was because other personal emoluments for public service workers were hidden under recurrent departmental charges and other budgetary lines, and the wage bill was therefore far higher than captured,” he said.

Mr Kapeya said the current salary structure that Government was doing away with, was characterised by deep-rooted inequalities, anomalies and inconsistencies.

He said it was for this reason that Government embarked on pay reforms to harmonise public service salary structures and conditions of service.

Mr Kapeya said during the pay reforms, Government had undertaken to bring to light all expenditures using transparent means and promote equity through the equal pay for equal work theme, as previous disparities denied workers in similar scales and grades fair wages and salaries.

Additionally the pay reforms were also designed to attract, retain and motivate personnel with requisite skills and experience in the public sector to ensure Government promoted efficient and quality service delivery in the public sector.

“The new pay reform process has ensured that Government eliminates wasteful expenditure across all ministries and other public institutions. By so doing, Government has abolished in-kind and fringe benefits hidden from the payroll and from Parliament’s approved budget to bring to the fore all earnings for public service workers in a transparent and accountable manner,” he said.

He said in the new pay reform process, Government had also focused on key personnel for whom current salary levels were well below market norms.

He said this was to ensure the country realised a cost-effective and accountable public service which was professional and motivated.

He said Government was determined to expand the economy sufficiently so that it could generate adequate resources to finance the development agenda it had embarked upon to improve people’s living standards.

“It ought to be recognised that in the past, the bulk of Zambia’s budget went to cover public sector wages and salaries leaving insufficient resources to finance development programmes. Government has also embarked on budget reforms to ensure citizens are involved in setting the development priorities for the country,” he said.

He was confident that the new measures would contribute immeasurably to accelerated social and economic development and the development of a highly motivated, professional and productive public service.

  2. well said. Truly it was annoying to find a certificate holder getting more money than a degree holder. Worse same training officers since the other fellow did similar course same qualification get 4 times yourself.

    Pay review Board. This will improve equity in
    Civil Servants Pay and make salary increases
    more manageable.

  7. SO A CDE IN CHARGE OF A HEALTH CENTRE AND A REGISTERED NURSE IN CHARGE OF ANOTHER HEALTH CENTRE IN THE SAME DISTRICT WILL GET THE SAME SALARY? BECAUSE SOME HEALTH CENTRES ARE RUN BY CDES. OR THE DISTRICT MEDICAL OFFICER WHO IS A MEDICAL DOCTOR AND THE DACO WITH A CERTIFICATE FROM NRDC OR THE DISTRICT FOREST OFFICER WITH A CERTIFICATE FROM MWEKERA COLLEGE WILL GET THE SAME SALARY IF THEY WORK IN THE SAME DISTRICT SINCE THEY ARE BOTH IN CHARGE OF GOVERNMENT DEPARTMENTS AT THE DISTRICT??

    • i agree with you ,,,,chisenga u kno wat pipo i ve went thru the GRZ-CSAWUZ collective agreement its nonsense these pipo are not following the organogram for protocols to orbsarved by juniors having same salary scale?eg.stores departments i was shocked with so many channels of duties,the highest in grade H,second grade F and last grade D in betweens each grades there juniors with less qualifications how do they admire skilss from their superiors afterlow there are on same basic pay.this is embalasing indeed.

  8. Govt please the economy does not grow through financing public workers salaries, you are about to bring inflation of unknown proportion and the hardships which accompanies inflation.

    • But only private sector should be finance? What a lame thought? Civil servant must suffer while those in the private sector must enjoy life?….really what a dull thought.

    • With due respect to you view of things, you should no that financing consumption without production distorts the economy. What PF has done in this case is to rush to financing the salaries for the civil servants before growing the economy significantly. What may not appreciate is that such a move is quickly followed by inflation which wipes out all the perceived gains of this kind of increment. Nevertheless, it is difficult to debate with people only concerned with the now just as the case with you Mr Truth hates. This amount of expenditure needed to be channel into the production sector of the economy, now using borrowed cash to pay is the waste kind of approach to any kind of a loan.

  10. Waiting to see for those in management. The white paper is a closely guarded secret. Wonder why it has remained a secret if really the salaries have been harmonised. No option but to wait and see.

  11. There are some serious irregularities especially in Education. For example, a class teacher will get the same salary as a lecturer at a college. A Principal at a college will get the same salary as a head of a secondary school. Therefore this new structure does not differentiate between tertiary and secondary education. One wonders where lecturers will be appointed from. Preschool schools probably, because it is more attractive to be at a high school than a college

  13. Thats wonderful with the government workers.but also the Pf Government should look at the ending of employment levels.like the opening of industries,e.g In Kabwe there are two big companies which needs Government attention.
