Ignore Kabimba on draft constitution-TIZ

Transparency International Zambia has urged the Technical Committee tasked to draft the republican constitution to ignore the directive from Justice Minister Wynter Kabimba to only print ten copies of the draft constitution.

And TIZ Executive Director Goodwell Lungu has demanded that a supplementary budget should be worked out and included in the 2014 National Budget to facilitate the holding of a referendum.

Mr. Lungu says the directive to print ten copies of the draft constitution is a mockery because the copies will not be adequate for the country’s ten provinces.

Meanwhile, Mr. Lungu has suggested that the Ministry of Justice should print many copies of the draft constitution including soft copies which should be circulated to the public.

He has also appealed to all Zambians to start mobilizing themselves for the referendum which he termed as non-negotiable.

And Open Society Foundation Executive Director Sunday Chanda has advised the PF Government not to dupe Zambians over the Constitution Making Process.

Mr. Chanda says the PF Government should not hide under Section 5 of the Inquiries Act to dupe Zambians over the process.

Section 5 of the Inquiries Act requires any commission or committee appointed under the piece of legislation to report their findings back to the appointing authority who happens to be the president in this case.

But Mr. Chanda notes that Zambia has in the past failed to produce a constitution that could stand the test of time because of Acts like the inquiries Act, which gives the president the monopoly over the process.

He has asked President Sata to respect the wishes of the people on the constitution by not going the route of government producing a white paper indicating what it rejects and what it accepts.

He reminded Mr. Sata that the framers of this law never intended for it to be used for dribbling Zambians on important processes and that this law was never designed to subtract the wishes of the people from the constitution process.

Mr. Chanda says there is no moral justification for Government’s demands for 10 copies to be printed.

He states that all excuses given by the Minister of Justice Wynter Kabimba, on behalf of Government, are baseless and targeted at sabotaging the constitution-making process adding that these are maneuvers aimed at depriving Zambians of yet another opportunity for a constitution that would stand the test of time.

Mr. Chanda has since called upon the PF to drop the demands for 10 copies and revert to the original plan.

The Ministry of Justice has written to the Technical Committee to print only 10 copies of the draft.

  2. Goodwell Lungu seems to have just woken up from his long slumber!!! He has being going to bed with the PF all along what has happened now????
    I hope he will now be transparent enough!!!!

    • The heart if man is desperate wicked how will the so called new constitution be obeyed then? if wicked men have failed to believe the supreme word of God the Bible how will they obey the so perceived constriction.Personally I Hve no problem with the current constitution for I fear The Lord.Do not be deceived Zambians crooks are out there to bring chaos.Tell me which law in any part of the world is good here non EU members are not allowed to work in Western world unless you have a permit.We are subjected to immigration but others not.Viva PF

  3. Samson redeemed himself when he crushed the feasting philistines albeit blind. For me ba Sunday Chanda has redeemed himself for identifying himself with the cause of the people in the past few weeks. Leadership is about respecting people’s wishes and perhaps one day Mr Chanda, the people may find in you a servant and exalt you to……..I wont say it lest the jealous ones pull you down. Continue with the spirit of truth and humility and God will lift you up!

  4. For once, it looked like Zambia was going to have a very good constitution. But alas, we did not realize that politicians are moulded from the same type of clay! It now looks like we are headed for another major akatapula (dribble) like they say in Bemba! Like Ala Paton wrote, it’s indeed “CRY, THE BELOVED COUNTRY”.

  5. 10 Copies: Former King Cobra, Kabimba, Mmembe, KK, Sylvia, Scott, Chenda, Telesphore, Mutembo, and a copy for acting CJ, kwasila, kwamana, the A-Team. Who cares about team B? Mark my words: the main reason for printing 10 copies is the 50+ one clause.

I can see Kabimba being taught a hambling lesson.From what it appears he is the one in the forefront of these games but he is forgetting that he is likely to be hounded out of this useless party.That is when he will know the importance of a good constitution,the importance of free media like watchdog.The lesson being “think through things first”
    If anything at the rate things are going PF will soon be in opposition>That is when they will know the importance of a good constitution.

  9. The President H.E. Michael Chilufya Sata wants to save public resources by just having a few copies in circulation to be shared amongst all of us. Those that can find a copier are free to make a copy for themselves. He is saving the money for byelections and his medical expenses abroad.

You have now abandoned your family in Monze because of some colored woman. Yes, that woman has given you headache and maybe she is been black mailing you to do and say wrong things. Why have you been supporting PF all along but today you want to be an angel on a moral mountain? Reflect very seriously on your conduct and stop insulting RB and the MMD.   15. i remember telling Godwell Lungu in one of our personal discussion that SATA can never be trusted on the Constitution making Process in this country bcoz of what he did in 1996 when they dribbled KK and SATA himself and Guy Scot danced on the floor of Parliament singing Kaunda alala. So i hope u can remember my brother that i told u that SATA will manipulate this process. Am even surprised the thinking of the old man KK when he was saying SATA ulimwaume saana kuchilabaambi, when it was SATA who manipulated the 1996 constitution which blocked him to stand in that election.
