ACC wont investigate corruption allegations against senior Government officials, no sufficient evidence

THE Anti-Corruption Commission of Zambia (ACC) has said that they will not commission investigations into allegation that Justice Minister Wynter Kabimba levelled against some senior Government officials.

In a statement to the media, ACC Public Relations Manager Timothy Moono said that there were no sufficient grounds to warrant the commission into commencement of alleged corruption against senior Government officials by as announced by Justice Minister Wynter Kabimba.

Mr Moono said that the commission wishes to state that due to lack of specific and sufficient details in the allegations, no investigations have been instituted into the matter raised by Mr Kabimba.

“The Anti- Corruption Commission has received numerous calls from various sectors of the public, civil society organisations and other stakeholders to institute investigations into comments attributed to Justice Minister Hon. Wynter Kabimba alleging that some Senior PF Government Officials were corrupt,” he said.

Recently Mr Kabimba disclosed that there were senior Government officials who were involved in corruption.

  1. ACC cant proceed with investigation since they know that they have to get permission from cycle mata. Cycle Mata has destroyed the ACC.

    • Very typical and expected. PF is pathetically predictable.

      Kabimba made these allegations when the certainty of his stay in PF was very very slim. But since he now has managed to assert his position – he instructed the ACC not to go ahead with the investigations.

      Remember. The testimony attested by a dying person is normally admissible in court as unbiased evidence.

    • Some things are not even worthy talking about. We know that the ACC is controlled from state house. So who will investigate these bakkolwee?

    • The dropping of the investigations into corruption by the ACC should not be taken lightly. Mr. Kabimba is a very senior member both of the govt and the ruling party. Therefore dismissing the allegations without even investigating would mean two things:

      1. The Minister himself consented. This would be very sad because it means that the PF govt has no due respect for the law and the common man. Wynter knows there is corruption but opts to stop the probe just coz it suits him – Abuse of power.

      2. There was indeed insufficient evidence to make a case. This would bring into question the caliber of the justice minister – who rushes to make wild allegations against his rivals without proof.

      Either of the two cases should call for instant dismissal or resignation of Wynter for moral…

    • Agreed. Kabimba has blown the whistle; ask him, or in ZP language, let him assist with investigations. The initial investigation should involve recording of what the whistleblower has seen, heard and all other available evidence such as documents, samples and any relevant local knowledge. Alas!……our ACC won’t be bothered to do their own work.
      Any way; it is like asking the fish to empty it’s own pond; there is bigger fish there we knew it won’t happen.

    • The investigation has been dropped under instructions from MCS. The other camp had their own dossier of Kabimba, Scott’s and MCS’ cases of corruption.

  2. But why cant you summon Kamimba to give you evidence since he his the one who claimed the corruption! He no longer have those cadres he came with that time by the way! And why is the same guy quiet on the muder of his cadres? Knowing his loud mouth.

    • I mentioned that the boy who was one of the victims was riding a bicycle(killed). And one police women was beaten by the cadres. WDZ at least have confirmed that the boy is from chainda. If the police woman can board enough, she denounce these activities.

  3. You cannot have evidence before you look for it. The starting point is to summon the one alleging corruption and ask him for the evidence. It’s rather naive just to say there is no evidence. What do you call INVESTIGATION?

    • @kci, why should we work on assumptions when the same person telling us could have stated that they summoned him? “May be” is not going to help us!

  4. We know that no PF official will be prosecuted for corruption unless they fall out with Sata. Nonetheless we expect this lot to appear before the courts once they are booted out. With the nepotistic structure of this regime we expect some families and entire villages to be in prison in the not so distant future. This is the worst regime to have ever ruled over Zambia!

  5. But why not call this same Summer Kabimba to tell you who the corrupt elements he was talking about? Are so incompetent to do your job or you are also very corrupt just like your pay masters

Timothy Moono i pity you.Your job in this time will only land you into problems.Are you not marketable elsewhere instead of soiling your pants like this?Have you called Kabimba to ask him to explain himself?Or are you scared that he may come with panga wieldding cadres?An comming to this Kabimba and his fellow cadres like GBM this is the right time for them to be investigated and prosecuted before a compromised investigative wing and judiciary.Once out of power they are doomed.Ask Richard Sakala he will tell you.The man failed to appeal from what he considered injustice.

  7. Its not the duty of ACC to make conclusions that evidence in corruption allegations made by Justice minister against senior PF government officers is insufficient.
    These allegations were made by No. 3 man in PF government, justice minister, secretary general to PF party and a lawyer. How on earth can he make irresponsible wild allegations without evidence? ACC is not there to deny it, theirs is to probe to the bottom and put Kabimba in dock of his statement and elucidate truth to be told to the nation. Failure by justice minister to say truth over these serious allegations makes his job unattainable. He has to be removed by the president or it will be a mark of failure to govern the nation by the entire PF government.

  8. BE REMINDED THAT WYNTER IS A LAWYER, PF SECRETARY GENERAL AND JUSTICE MINISTER WHO TO SAY THE LEAST KNOWS VERY WELL WHAT HE WAS TALKING ABOUT. I THOUGHT IT WOULD JUST BE PRUDENT FOR ACC TO SUMMON WYNTER TO SUBSTANTIATE THE CORRUPTION ALLEGATIONS.

      A true Lawyer does not yap so carelessly the way Wynter does!

  9. That is why the President is calling you IFIPUBA, 1diots, failing to do your jobs when expected. I dont blame him. You make him say so. Ask one Ichipuba minister who is failing in his job to work on the President house in kitwe he had it thick.

  10. The answer is an emphatic NO. What’s going on here? Kabimba can’t say that there is no evidence when he the evidence himself, or did the ACC probe Kabimba on what he meant by issuing that statement? He knows who are corrupt in PF, and he must point out who did what. It does not make sense, when you reconcile with your colleagues, it does not mean their sins must be swept under the carpet. Kabimba must run the whole mile, what’s he scared of? As long as the people he was referring to’ know what Kabimba knows about them, they will forever be armed with machetes. Come on Wynter let’s clean this mess up, my friend, people have already died (or is it in vein) and it’s not going to end there. The ACC should start giving us faces NOW, not excuses. And for Wynter man up!!!

Winter, in his capacity as minister of (JUSTICE), a lawyer (who understands law) and Secretary General, there’s no way he can make such a huge statement withought having a basis, should that be the case then he derves to be fired as minister of justice because he is then a threat to the peace of this nation.

  14. If there is NO EVIDENCE, how DOES A FULL CABINET MINISTER, A MINISTER OF JUSTICE for that matter, GET AWAY WITH TELLING LIES TO THE NATION & YET HIS PRESIDENT TOLERATES HIM AS A LIAR SITTING IN ON HIS CABINET???????

  15. The ACC only want to be given evidence on a plater.They don’t have the ‘balls ‘ to carry out their own investigations and make a case from the scanty leads that they get. Talk about an institution that has people who get paid for doing absolutely nothing……………….. ACC is one!

  16. Its sad that Kabimba and vice president Scott made wild allegations to gain public sympathy as the cadres and members of the central committee have lost trust for his arrogance and he is a self-centered person.
    Its time for him to provide with evidence if he is a man enough to investigation team.

  17. I think we are missing the point here. The burden is not on Wynter to prove himself. If I had an employer who was corrupt and reported them to authorities it is ACCs duty to investigate and unearth evidence not mine. Zambian Intelligence is pathetic seriously. How are you going to encourage people to report crime, corruption and abuse if after they report you put them in the hot seat and interrogate them to produce an encyclopedia of evidence?
    We know that Moono is a liar because people have been summoned and interrogated by ACC based on media reports or even hearsay. The only difference is that these people were either not in govt. or were opponents. Why is Nervous in court? what evidence do you have? How about the other people in courts? Because they are in opp. now–thats why.

    • Wize @ 22, How can the Anti Corruption agency be effective & impartial, when ” The Emperor” bullied them with the directive -“Don’t investigate my Boys & Girls, unless You have my permission”??
      We need to be realistic to why this Cancer of Corruption is spreading like wildfire under P.F, who were so “Allergic to Corruption” whilst still an opposition group!
      They’ve now realized talking & ruling are 2 different things. Power is sweet & So corrupting, especially in Africa where the President has SO MUCH POWER!

When the ACC tried to investigate Kabimba’s allegations they found Kabimba,s case still pending, waiting for next president, so they thought its better to wait for 2016 so Kabimba himself can also be prosecuted at the same time as those he is accusing. And besides at every turn of the investigations Sata’s name keeps coming up yet they are supposed to seek permition from him.

  23. What is the point of having you in the offices if you want informers to give you all the evidence? Once you receive an allegation your own intelligence officers should go flat out to collect evidence to prove or disprove the allegation. ACC is just admitting that they are not competent enough to gather their own evidence. Did you even speak to Winter himself? Did you prove to him that he was lying? Come on get down to work or quit.
