Bishop John Mambo has questioned why Wynter Kabimba is insisting on printing only 10 copies of the draft constitution when that number is not even sufficient to cater for the number of Cabinet Ministers in the PF government.

Chikondi Foundation president Bishop Mambo wondered why there should only be 10 copies printed when there were so many parties interested to the new document.

“The 10 copies don’t even amount to staff at State House, or the number of Cabinet Ministers in the government. It is too few, a tiny drop in the ocean of 13 million Zambians entitled to review the contents of the new draft law,” he said.

And Kabimba’s instructions for the Technical Committee to print only 10 copies of the final document for submission to the President has raised suspicion of manipulation of the contents of the new constitution, says Young African Leaders Initiative (YALI) president Andrew Ntewewe.

Ntewewe said government’s insistence on printing only 10 copies would result in serious doubts of their commitment to present a people driven constitution to the Zambians.

He said people were anxiously waiting for the constitution and any dillydallying would raise a lot of apprehension with potential to destabilise the country’s peace.

“Even these current Wynter Kabimba woos in the country would be nothing compared to what people would do when they come realise that this is just another one of the ‘Donchi Kubeba’ acts by the PF government,” he said.

Ntewewe said, As YALI, they were now convinced that government was the one delaying the release of the final draft by issuing new directives when the technical committee was already operating under other directives which were set at the start of the process.

Ntewewe explained that the committee was not in defiance of the President’s orders when they resolved not to sign the report following new directives as it was in their guidelines to consult on matters to do with the constitution.

He charged that since the first draft was given to the public, there should not be any changes in the process with the second and final draft which should also be distributed to the Zambian people.

Last week, Justice Minister Kabimba instructed the Technical Committee to print only 10 copies of the final draft of the Constitution and the Constitution Report for submission to the President, contrary to people’s expectations that the draft would be given to the public simultaneously.

    • Okay I get it ,its still just a draft . If PF agreed to release it both to the executive the the public at the same time, then it is every one’s expectation that it be released according to the agreed terms of reference. No “donchi kubeba” on this matter please Mr Road Commissioner Sata.

      Once the document has been printed and simultaneously handed over to govt and the public, the technical committee should have a downloadable copy on their website too

      I dont think Winter is in any position to play fair game, we all know what his motives are i for one would be surprised if he did the right thing.

  2. It does not require a rocket scientist to figure out the motive. It is obvious that the someone in the PF government wants to make unilateral changes to the final documents without accounting for it. When the public finds out all suspicion will point to the Technical Committee (TM) since the public would not have seen the TM’s version—- and the TM would be bound by whatever hidden clauses—-not to disclose who would have removed the clauses which the people of Zambia hold dear. That is the motive. I cannot think of any other. Editing is certainly not one of them as this is the responsibility of the TM. That is why it took them so long to complete the work——-editing.

  3. Winter and President Sata do not want the following to be in the constitution;
    1. 50%+1
    2. Vice presidential running mate
    3. Dual citizenship

    PF cannot win a rerun of elections where all opposition rally behind the opposition candidate.
    The president does not want to expose the agreement to handover power to Winter because this may jeopardise his second term though my thinking is he wants to leave power his son Mulenga
    The president has spoken publicly about his dislike about dual citizenship though I do not know how he is reconciling his mind about Prof Chirwa and his wife’s sister/nice who is now Zambia’s ambassador to Turkey both of whom have dual nationality.

  4. My fellow Zambians, what is happening with PF? They promised a constitution within 90 days and we voted for them. So are we going to wait until 2016? There are other ways of coercing govt to give the people what they want. It does not include Egypt formula because there is no Tarir square but only monk square (UNZA)

  5. I was very sympathetic with this chap kabimba when his fellow PF members tried to hound him out of the party which is still an on going thing. I now understand why they are after his blood and frustrated. This is also the reason Sata may be holding on to him to use him for such errands.

    The chap is so unreasonable in the way he deals with public matters. Doesn’t he know that this issue is just adding more troubles to his life? This man is really dull.

  6. Wynter, with your ‘Tribal Clique in PF fighting you’ card you had started to win other tribes hearts – BUT THIS??? Anyway I suppose thats the main reason Sata has kept you. He knows he can use your ARROGANCE for such. Being a Lawyer I believe you have advised your Boss that you can perpetuate your stay in Power by manipulating the constitution like Chiluba did by barring Kaunda by slipping into the constitution, ‘by night’, certain clauses like the ‘Parentage Clause’. The other clause that was slipped in ‘by night’ was the one that allowed petitions of Presidential election to be heard only after the President has been sworn in.
