President Michael Sata dismises Ronald Chitotela and Rogers Mwewa as Deputy Ministers

Republican President, Michael Sata, has with immediate effect dropped Ronald Chitotela and Rogers Mwewa as Deputy Ministers of Labour and Agriculture respectively.

Speaking during a meeting with Cabinet Ministers and all Patriotic Front(PF) Members of Parliament at State House this morning, President Sata says he cannot have deputy ministers working in government when they are being investigated over corrupt activities.

The Head of State says it is therefore important that he drops the duo as investigations continue so that they have enough time to clear their names.

President Sata has also urged all PF Members of Parliament to go back to their constitutions and take the media with them and tell the people how much work the PF has done in the few months they have been in power.

He reminded them that 2016 is around the corner and that it is high time PF MPs showed the people how much work they have done in their respective
constituencies.

And responding to a question from Kaputa Member of Parliament, Maxas Ngonga Bweupe,who wanted to know the position of the party over the two rival factions in the party, President Sata jokingly said the recent demonstrations by PF cadres are an indication that the party is alive and healthy.

The Head of State has since directed Justice Minister Wynter Kabimba and Defense Minister Geoffrey Bwalya Mwamba to show the people that there are no divisions in the ruling party by going to campaign for the PF candidates in the forthcoming by-elections in Chipata.

    • When you dont dismiss and give benefit has more confidence and
      back your ministers when they make trivial errors , it reflects on how good you are as a leader

      It is not about hiring and firing your excellence, I am doubting your sanity now.

      You should be concentrating on others things, they all make mistakes but do they really have to dismissed?

      I am losing faith in you rapidly.

      Don’t become an embarrassment like the way Dr Kaunda exhibited his shallowness in calling ‘that Boer Party’ which was senile tasteless and has made Zambia a laughing stock as we speak worldwide

    • Rodgers Mwewa is from Kawambwa, Luapula, so embarrassing. It will be hard to clear names, even if they are innocent.

      Chitotela is MP for Pambashe, though I do not know where this constituency is. I know him personally from Kitwe as we used to congregate together at the same church. He is a fast runner, and it is normal for him to crash head first!

    • President Sata needs to be commended for this act.It is therefore high time he became consistent in his dealings:-
      a) Gabriel Namulambe is in Court for theft of constituency equipment and misuse
      of CDF.
      b) Winter Kabimba has still got issues of Oil procurement hanging over his head.
      Investigation of this was curtailed by Sata when he banned ACC
      investigating his ministers without clearance from him.

      c) Mutembo Nchito has heavy baggage in that he is a proven forger of High Court
      Record.He stinks corruption all over him as he entered a nolle in favour of
      Raja Maghtani who in turn withdrew Mutembo’s Finance Bank’s case against
      him.He currently is battling another case where he fraudulently obtained a loan
      from the people’s DBZ amounting…

    • Why did he not do the same for GBM and Winter when they were facing investigations? What’s there to thank? Why did he not just call a press conference? Let’s not tolerate this mediocrity.

    • So the likes of Kabimba cannot be dropped even if they are accused of corruption… The big man is being selective on this one because he defended Kabimba on similar circumstances..

  1. Just empower the AG to prosecute these ministers of yours then you will see how clean your cabinet will be. We need a very strong governance framework and not rhetoric. By the way, why didn’t the president suspend Wynter and GBM?

    • I agree with you. I know the president made a mistake on Kabimba, GBM and Masumba – it seems he has learnt from that mistake and now he is behaving as a president who is allergic to corruption. Especially in this case – the president is opposed to government promoting second hand cars, then his deputy ministers go and buy second hand cars for ambulances at high prices using CDF – the president had just to appropriately act. That is presidential your excellence and next time don’t be afraid of Kabimba, GBM or any other suspect of corruption – simply suspend or dismiss them all together when allegations are clearly led on them by a competent authority such as ACC, DEC etc.

    • @ MISHECK, what has been happening between GBM and Wynter is just politics; the two guys calling each other corrupt is part of power play in PF. As for the two deputy ministers, there is a dossier for their wrong doing from the Auditor General. That is the difference.

    • The Auditor General is apolitical and when she mentions corruption and abuse of office in her report you are gone. However, the issue between Winter & GBM is simply power play as stated by AccuGrade.
      If president Sata fired every person called corrupt by a fellow politician, he would run aground and fail to govern. That gentlemen is the difference between politics and facts and that is what has lead to the deserved sacking of the 2 deputy ministers.

      On which planet are you? Didn’t you hear ACC saying they had cleared the two? Didn’t you also hear the President directing the ACC not investigate govt officials without clearance from his office?

    • ok but the AG should be very careful coz these two are thugs. In fact, Chitotela is a Jerabo and is capable of organizing people to sort out the Auditor General. The AG needs MORE policemen and women on her back.

That is the way to go!But we wish you could this to all Ministers when they are under investigation so that there is no suspicion of sacred cows when it comes to dealing with corruption and all matters related to abuse of authority and public resources. So we expect that when there are similar allegations on against Ministers or any of your appointees and investigations are opened then they will always step down on their own or you will remove them till they are cleared.

Investigate the purchase of Ratsa Mechanized fitness machines because those machines are meant for brand new vehicles after manufacturing but why go ahead ? Some one wanted chekeleko

  8. This is a clear application of double standards. There are cabinet ministers, top ranking party officials who have had more heinous accusations dropped or totally ignored by the president.

  10. I thought Kabimba was also once under investigation? And I also remember the president saying investigative wings need his permission to investigate his ministers. Anyway we can safely assume the AG got permission to investigate these junior officers from the president himself.

    This selective justice and action sounds like just a public face saver.

  11. Ba Mushota, mwalilyamo? is purchasing that ramshackle of a Toyota Hiace minibus parked at Kazembe Police for over K200,000 a minor issue? Be serious!! The president has tolerated some of these deputy ministers for too long and what we are seeing is that instead of refraining from wrong doing they are embracing more evil. These guys have all the allowances and they are mandated to help the constituencies rise above poverty, instead they are stealing from them – opportunists! Well done Mr. President. I know the voters in these constituencies are rejoicing that at least they have a president who can act against oppression

Mwewa’s case is that of his constiunecy buying a second hand umbulance,” buying secondhand vehicles for Goverment institutions is not new, Mwanawasa/ Banda bought secondhand tata truck for Police and Army” what happened to them?. The PS’s case is that of enjoy, what corrupt about someone enjoying him or herself.

    MUSHOTA, my girl please try to read CAREFULLY through the President’s
    report to fully understand what he meant, before you make a comment!

    In my view, the President was NOT reported accurately. He or LT meant suspension instead of dismissal whilst investigations are going on! The two fellows might have not followed procedures in the buying process but buying ambulances itself for hapless rural folks in Mushota was commendable.

    If I were you I would rather wait for an official report via the President’s Press Aide, Mr Chella.

    LT might have misreported it in their rush to grab headlines!

    You must be blind to start praising steve chungu. Chungu is busy getting contracts for his company..Downtown investments. All the projects for constructing and renovating clinics in Luanshya constituency are being undertaken by his company–Downtown at inflated cost and you start praising him…you must be a blind person. Steve chungu and chishimba kambwili need to be investigated. Kambwili has gotten all the contracts to do drainages in Luanshya under his company called Mwamona Enterprises. Kambwili is changing vehicles and currently he has bought more than 10 trucks with about 8 personal to drive cars parked at his residence in ”w” avenue in welcome area here in Luanshya.

Technically, corruption should cover abuse of one’s office or position & charges, if proven, are leveled at highly-placed government officials, who are might have used public funds for their own or those of their relations like RB did. An official engaging in bribery or embezzlement is guilty of abuse of public trust at the minimum, and may often be charged with a crime by a competent judge.

    In this case the reported cases of corruption by my ministers are being investigated, by the ACC. It the courts establishes a prima facie case against my ministers, they will be called upon to defend their involvement in the entire buying process. Its the court’s judgment that will inform the president, the next cause of action: jail term or dismissal.

    MY MINISTERS ARE NOT GUILTY 4 NOW…

  25. Ba Chitotela was very excited! I am suprised to hear he goes to church. He was insulting RB like anything. He was always the guest of Chasaya on Kabusha radio program insulting RB and MMD. Ba Chasaya please invite opposition leaders to come and defend themselves. You are abusing our once good radio program. We know its time for Leshina decendants to rule but you may regret soon.
