Technical Committee has already written to Government to print more Draft Constitution copies

The Technical Committee drafting the Zambian Constitution has written to government to allow them print more copies of the final draft constitution.

Committee Spokesperson Ernest Mwansa is hopeful that government will provide the necessary support to enable them print adequate copies of the final draft Constitution and thus facilitate a meaningful validation process of the work that the Committee has done by members of the general public.

Mr. Mwansa reiterated that it is still the Committee’s desire to have the final draft Constitution and the Constitution of Zambia Bill handed-over simultaneously to the appointing authority and the general public.

He said in a statement that the Committee has already prepared the final draft Constitution, the Report of the Technical Committee and the Constitution of Zambia Bill.

Government recently directed the Technical Committee to print only 10 copies of the final draft constitution.

PRESS STATEMENT BY THE TECHNICAL COMMITTEE ON DRAFTING THE ZAMBIAN CONSTITUTION 19/12/13

The Technical Committee drafting the Zambian Constitution wishes to give an update on the current status of its work.

1.Completion of Assigned Tasks
As previously stated, we have already prepared the final draft Constitution, the Report of the Technical Committee (which explains the approach and decisions taken by the Committee on various articles) and the Constitution of Zambia Bill. These documents are ready for the next stage in the constitution-making process.

2.Handover of documents
In the past few weeks, there has been a lot of debate on the form and nature of the hand-over of the final Draft Constitution and the other accompanying documents. The Technical Committee continues to be guided by its Terms of Reference, which, among others, enjoin the Committee to be accountable to the people of Zambia for its work. It is still our desire to have the stated documents handed-over simultaneously to the appointing authority and the general public.

We are still hopeful that government will provide the necessary support to enable us print adequate copies of the final Draft Constitution and thus facilitate a meaningful validation process of the work that the Technical Committee has done by members of the general public. To this effect, we have already written to the government concerning the above matter.

    • in the mean time as you wait for cash to print, release online pdf documents. so that those of us that can print on our own or read on tablets can start doing so.

    • Sata’s announcement for constitutional amendment only instead of adopting a new constitution is real and serious.
      Reliably and evidenced, Sata is geared for a 2 terms of 10 years in office. To achieve this, he is repositioning himself through parliament by removing all formidable vocal MPs for easy of that scheme implementation.

      Zambians we must make no mistake nor doubt!! The scheming in the judiciary is by design, stand up to Sata and his PF, there’re too many around the global who embrace Madiba’s legacy of constitutional reforms, that are ready to join your struggle and ride this endemic poverty and growing inequality through a people-driven constitution. Sata should not be allowed a 2 terms of 10 years each! Be vigilant,Watch this space!

    • Since the government has no money now, how much would it cost to photocopy?
      Just ask Zambians as meaningful individuals, who contributed can deposit moneys in your account to facilitate a copy for each individual photocopy.
      If it is buying tell us and we can buy in advance and at the back put our names? simple

    • Yes in the article it says,Tc asked govt to print more copies,meaning 10 copies have already been printed and the last paragraph says print more so as to be realized to the appointing authority and public simultaneously as they are the owners.10 copies printed but yet to be handed over.gov’t didn’t say printing more copies requires cash,we Zambians are ready to donate money towards this noble cause,I doubt if the constitution will be fruitful as per our aspirations.

  2. But Kabimba has already given you government’s position on this matter, so don’t expect anything positive from them, especially when you very well know the kind of people you are dealing with. In fact it is highly unlikely that you will get a response from them any time soon. You will be lucky if you get any response in 2014. And as you long as you and your fellow committee members were appointed by the same people, I am afraid you are fighting an uphill battle. I sympathize with you. Ichikwanka ba chimwena kuma mpalanya.   4. I agree with Zambian. The TC should not expect a positive response from govt and they know it well. They are simply restating their stand that they will not sign the 10 copies meant for the appointing authority (The President) and will only sign when more copies for the public are allowed. SO STALEMATE CONTINUES.

  6. Disclaimer: The potential hot air is not in any way responsible for the draft of scepticism at the thought 31-12-13. Just not sure New Year’s Eve is a day to make plans for anything other than resolutions you can break with no guilt by February 1st…

    • Do u understand what terms of reference mean,?its a contract which the Tc signed with the Zambian people,govt representing the rest of us,its not the appointing authority who are the owners.we the people set up procedures at every stage,releasing the draft constitution to the appointing authority and to the public simultaneously is a legal bidding procedure which if violated can land the Tc or govt in trouble.pf govt has a hidden agenda.luapula premier I know I can think better ,think of the future generation.suppose u discover that a Whiteman is the one blocking this ,would u support him or not ,be honest to your conscience.

  9. This is Zambian the real africa sure. Why cry to have money for prints. Just get authority to publish in any media. The You can offload those useless documents as pdf/word/csv on the internet.

These guys (the TC) are the ones that have complicated this issue.The terms of reference are very clear and one wonders what led them to consult the govt instead of just releasing the draft simultaneously to govt and the public knowing very well that the people are the owners of the document and the law is on their side. WHY DID THEY ASK IN THE FIRST PLACE?!!!

Just because the draft constitution curtails the powers of the presidency is threat enough to the incumbent brother leader not to adopt it. Shame………Never heard of a country so broke it can only afford to print 10 copies! Sata stop politics of manipulation. If there is something you can honorably do is pride yourself as a President who enshrined the rule of law by listening to the wishes of the Zambian citizenry. Leave behind a legacy ike you claim to have done when you were Governor.
