Forum for Democratic Process (FODEP) has charged that the delay in enacting the Access to Information Bill is what has caused the leakage of the constitution on online Media.
Executive Director McDonald Chipenzi said had government implemented the Access to Information Law by now in the country, the people of Zambia would have had easy Access to any kind of Information they want.
Mr. Chipenzi noted that this also serves as a lesson to government they should not even contemplate to ban social Media because people are living in an era of social Media which cannot be stopped as no one is willing to go back to the Stone Age.
Mr. Chipenzi has since challenged government to be more open, transparent and accountable.

I dont think any thing will hold considering the Leaker is someone we might not even have expected, as for banning social media, that was just someone slipping their tongue in order to sound more solid!
Was Draft Constitution leaked or simply released to the Zambians at same time it was presented to the President as per Terms of Reference??
