We are happy we recalled President Sata from his holiday but he should retire his imprest-HH

Opposition UPND leader Hakainde Hichilema says his party is proud to have become the first opposition party in the history of Zambia to recall a sitting Head of State from holiday.

Addressing a media briefing in Lusaka Sunday morning, Mr Hichilema said the UPND has gone into history as the first opposition party to compel the Republican President to cut short his holiday.

Mr Hichilema also demanded that Mr Sata should retire his imprest since only spent seven days of his 14 day holiday.

“We know that the President and his entourage received imprest for 14 days. Since they cut short the so called working holiday, we demand to see proof that he and his entourage have retired imprest,” Mr Hichilema said.

He added, “The matter of retiring imprest borders on accountability and prudent use of public resources. Yes he cut short the holiday but we want to see him retire the rest of the imprest. We could use that money to get some drugs in our hospitals or help reduce the price of Mealie meal.”

Mr Hichilema also announced a number of demands as part of conditions towards the UPND buying a first class ticket for President Sata to fly to India.

“For the President to cut short his so called working holiday with ease when prodded as to what he was doing outside the country is a clear indication that he had no serious programmes to attend to there. In other words he was idling out there, wasting public resources, when Zambians needed him to attend to the many challenges at home created by his poor leadership, including lack of prioritization in public resource usage,” he said.

He added, “For whatever reason, Mr. Sata and his handlers believe that I owe him a ticket to India. Our definitive response on this matter is that Mr. Sata’s request for an air ticket to India may only be considered if he meets these conditions, Deliver a people driven constitution to Zambians through a referendum before the end of 2014, reduce the price of Mealie meal since most of our people cannot afford the commodity and re -instate the fuel subsidy in order to help reduce the cost of living for the many suffering Zambians.

Mr Hichilema said, “we also want him to deliver jobs to the youth and many unemployed Zambians who Mr. Sata lied to during the 2011 elections campaigns, re-instate all students expelled and cease court cases involving those who demonstrated over the constitution, re-instate unconditionally all nurses, midwives and other health workers fired by presidential decree for reminding Mr. Sata to fulfill his campaign promise of higher pay to workers and in liaison with the Congolese authorities, immediately bring to an end the killing of truck drivers at the Kasumbalesa border post.

The UPND also demanded that President Sata introduces windfall tax or its equivalent and stop the reckless borrowing especially when most of these loans are for consumption and not investment to save Zambia from building another debt mountain which will be difficult to dismantle.

He added, “ we want President Sata to repeal the draconian NGO ACT and replace it with one agreed upon by relevant stakeholders including NGOs and civil society(CSOs), remove Justice Chibesakunda from the position of acting chief justice because she failed the required Parliamentary ratification process to serve as Chief Justice. This will help restore public confidence and integrity in the judiciary.”

“As UPND it is our well-considered view that Justice Chibesakunda has over stayed acting in that crucial position which mirrors our justice system, we also want him to fulfill the many other campaign promises upon which PF and Mr. Sata were elected into office i.e. free education, clean water supply, ending electricity blackouts, media freedoms, rule of law, repeal of public order Act, restoration of Barotseland agreement.”

Mr Hichilema said Mr. Sata should know that being a public officer imposes an obligation on one to serve not only friends and relatives but the whole country.

“If he fails to fulfill the above conditions, he does not deserve his high salary and other subsidies he is getting from the people of Zambia, let alone an air ticket to India from me,” he said.

On the matter of illness, Mr Hichilema said the UPND does not wish Mr Sata ill health.

“As a matter of clarity, to be sick is normal and is human. No one should get too sensitive and emotional about it especially when one is a public servant. It is on record that Mr. Sata and some of his friends used to mock the late President Mwanawasa, Vice President George Kunda and Mr. Anderson Mazoka when they were unwell. Mr. Sata even called for a medical board to examine the health of the then sitting President Mwanawasa. He called the late George Kunda red lips, to mention just a few examples. This is sad and unacceptable in a civilized society,” he said.

Mr Hichilema said, “I and the UPND do not want to join Mr. Sata in this kind of behaviour which he is commonly known for.”

“As a matter of record the following is a summary of what transpired at our last press briefing at the UPND secretariat .This illness issue came via a question from a journalist as to what my comments were on the speculation that Statehouse was not being sincere to the public on whether or not Mr. Sata was unwell and his whereabouts (London or India for treatment after Addis Ababa).”

“In response I asked Statehouse to clear the air on the whereabouts of the president and definitively state whether or not the President was unwell given that the President is a public asset or liability. We also indicated that if the president was unwell, then Zambians should pray for his quick recovery and we wished him well for him to govern up to 2016. Further, we indicated that we as UPND would like to defeat him at the 2016 elections given his failure to meet many of his campaign promises and overall poor governance of the PF. We believe that the above summary closes this subject which in our view is aimed at diverting the attention of Zambians from demanding for a people driven constitution.”

    • Chela and Mmembe pleases let the president tell the nation that he is unwell so that he can get respite from criticism. No one can force him to stand down if does not want to because our constitution is totally blank on such issues. The sooner he tells the nation the truth about his health the better so that people start praying for him and give time to recover in peace.

      If the president dies out of stress accelerated illness, Chela and Mmembe will be to blame because they are busy misinforming the nation about his poor health.

    • How on can the whole president allow himself to be ridiculed by the nation at large by abandoning investor wooing mission in favour of a first class ticket to India.

      The whole move is highly suspicious. What chela said on behalf of the president insinuated that Sata behaves like a child now. Instead wooing investors to come help revamp our economy, he has opted for a first class ticket to India. Why?

      Any way lets not worry too much as the truth will be told the day Mmembe will longer be in good books with the PF.

    • First of all Sata need to declare WHY he terminated his vacation. Money is not important at this moment. And why Sata came undressed, a president dressed worse than a deputy minister?

    • I also agree that looking after cattle for a long time does adjust your cognitive levels. The brain adjusts to what?? I used to herd cattle before I was enrolled into Grade 1 and continued — up to University. I still used to herd cattle during semester breaks from UNZA and even after completing my post graduate degree in Europe I still used to spend time with cattle herders whenever I visited the village. I just love the smell of cattle and goats. To us who grew up in rural parts of North Western, Western, Southern and Eastern provinces, cattle is wealth and is highly valued. So HH, do not worry, my countryman, we share the same insults from those who hate cattle keepers/herders but love to eat the beef. Let us keep more cattle and let our children smell the same and be hated.

    • British Investors cannot invest in Zambia relying on SataN’s lies!! UK Investors know the political risk is too high with PF in power in Zambia!
      The commercial environment is also risky with SataN fighting everyone including chiefs like Chitimukulu; Teaching of Bemba everywhere; Hiding of the Constitution; etc. All those protests by NGOs like Action Aid count in the eyes of the Investor – so who can risk their money on Zambia?   21. Its astonishing for a head of state to cut short a WORKING FOR A NATION holiday on account of a comment from a citizen. President Michael Sata is not serious with national issues. He is still with opposition mentality. To this end kudos go to HH and UPND for saving expenses for the nation from the cut short presidential visit abroad.
    We now await how Sata will qualify to earn an air ticket to India from HH. The conditional response attached to the ticket were clearly stated by Mr Sata himself as promises to the Zambian people. These will haunt him through out his life if not fulfilled.

    • There is more to his return. The first class ticket to India issue is an unfortunate scapegoat which was ill-advised by the presidency and is now becoming so embarrassing. There is no way he was going to come back just because of what HH said. There are either problems in State Security, State House, Govt., or Party, or this was the actual duration of the trip, or all. I would not be surprised that this was the actual duration of the trip and the idea was to play to the gallery “the President cut short his working holiday to attend to pressing issues – a hardworking and caring person with his nation at heart”. Where is the Challenger? It is national property.

  23. these demands should actually have come naturally to Sata but being what he is good work by HH for reminding him of what is required of him. Offering a ticket is so humane and good of UPND. I recall Mwanawasa saving Sata’s life by sending him to SAfrica for top medical attention. Mwanawasa didnt need to help Sata at all. I wonder if Sata would do the same to any of his political opponents. What did mwanawasa receive in return….insult upon insult from Sata. Can we all pray for deliverance of our head of state please.UPND is already leading the way on this.

  25. As at now, Zambia’s economy risks weakening under the weight of corporate failure due to poor national leadership. If the situation is not arrested this will have a huge impact on the economy.

    However not all hope is lost. This country is blessed with many leaders with immense corporate goverance competency. Leaders able to introduce best practices of corporate goverance and bring around the collapsing corporate cluster to contribute to economic development.

    Let me call a spade a spade. Those who are wet behind the ears may think this is hero worshiping, far from it. I have no not time for foolish and excessive adulation for an individual. However, I like writing plainly, to describe something as it really is.

    One of the people with vast corporate competency is Hakainde…

    • He has immense knowledge, experience and skills in corporate leadership. His technical competency can link corporate governance to other foundations of development and set sail the country to economic development.

  35. Ok – Let us be honest and objective here. If this is the level of politics expectant from an educated opposition then we are doomed. If really HH wants to sound presidential he should really refrain from being personal with Sata. HH is asking the president to do everything, from reinstating nurses and subsidies to reducing the prices of mealie meal. Is this how HH sees a government should work. Why not table those arguments in parliament with so many of his MPs. I am disappointed as I expect a little bit more issue based politics from HH but this is just childishness

  42. I love cattle and I do not mind the smell. Continue to insult some of us from rural parts of Eastern, Western, N/Western and Southern provinces who spent our childhood herding cattle. We love our cattle and we shall continue keeping them. If you hate the animal, why eat the beef?

    I think the issue of accountability from public leaders is cardinal. Hon. Mpombo is “behind bars” for failing to retire impress. I am told that late LPM SC (MHSRP) also used to be very particular about retiring imprest. I am sure the current President is too. I hear he is very strict when it comes to such things.

    • the person who needs great ideas is the one ruling, so that he can create more meaningful job and not this causal jobs our youths are engaged in the road sector. He (the ruler) also needs to sort out corruption and tribalism (or familism, since he is now keeping it within the Bisa family)

  44. Being president of a country is no piece of cake! It’s a difficult job. Though you had wanted it so badly, I believe you must be regretting it now. You are finding out a little too late, that it is no fun up there. Unfortunately, 2016 is not tomorrow. It’s still a long way to go. Try invoking the powers of the king cobra and stir your way to an illustrious end.

    Another word of advice: don’t let anyone convince you to run again in 2016. You are simply too old for this. Your family still needs you. We all would like to see the real you that was once the signature of your person. Putting up that retirement home ahead of time was so very smart of you. You deserve your rest.     Using Sata as a campaign tool will backfire, people appreciate things they can see when they talk about development, these personal attcks will not win them any voters.
