Wynter Kabimba directs Police to firmly deal with PF cadres invading private property

Government has directed the police to deal firmly with Patriotic Front (PF) and other Zambians found invading private property before the situation gets out of hand.

Justice Minister Wynter Kabimba said people grabbing land illegally should be stopped and brought to book and to ensure sanity .

Mr Kabimba has since described the move by some people to grab private land by force as criminal trespass and advised the police to deal with perpetrators of such acts.

Speaking when he featured on KNC Community Radio in Kabwe on Sunday morning, Mr Kabimba who is also PF secretary General said there was need for the police to deal with land invaders firmly regardless of which political parties they came from.

He said the tendency of grabbing land should come to an end and that those found wanting should face the law what the owners of the land should be protected.

“We cannot allow such a trend of people just waking up and wanting to grab land or property illegally which is the reason why the police should firmly deal with such acts to ensure the trend is stopped immediately, “he said.

And Mr Kabimba called for discipline in the PF and ordered the cadres to stop locking offices for civil servants.

He said there was need for discipline to prevail in the party and urged the party cadres to desist from locking offices for government officers every time they were aggrieved.

He said he was not happy with cadres who went to lock the office for Mkushi Council Secretary and asked for the trend to stop saying they should use their time to bring new members to the party.

“It is not your job to start locking offices, there are channels to follow in the party and PF members must spend time explaining Government programmes to the people and not engaging in squabbles” he said.

    • Nothing wrong with those directives. Seeing they the pf cadres almost forced him out of his position

    • Sometimes I thin that most of these politicians know the wrongs their parties do, but are scared to come out in the open and say the truth for fear of losing their jobs. In as much as I dont support PF and its leadership, I agree with Kabimba on this one.

    • Kabimba’s statement begs one question, “Did the police need a reminder from the government to discharge their duties?” Its a known fact that where PF law violation, the police are impotent.

    • It’s either this guy is smart or a clever worm boring his way up to the top. I watched intriguingly how he outsmarted GBM during GBM’s failed attempts to endear himself to MCS by running a nomination for an incumbent. How foolish and premature was that move you may ask and the shame of it all made GBM quit the cabinet if you did not know. I have shaped up my understanding of whom Kabimba is via fellow bloggers and I honestly can say I have been swayed to dislike him. Then I read a comment by a fellow blogger “Cindy” and she makes a valid and interesting point that we should refrain from prejudging people by hearsay. Where as MCS has been in politics before most of us were born, we have either seen him, worked with him or heard him speak are justified in forming an opinion over his IQ.

    • The Government must restore land already grabbed from legitimate landlords, e.g., in Lusaka West and Ibex Hill. The Government will find it impossible to attract foreign investors if there is no rule of law – allowing PF cadres to illegally grab and occupy land is a sign of a failed state – and the kwacha will continue sliding if there is no investor confidence.

  2. I totally agree with Mr. Kabimba.Land wrangle is a serious matter, this is the cause of most confusions in Africa.This problem has to be dealt with utmost commitment because it affects everyone of us. We should not tolerate such vises. Regards

  3. Good call bosses ! I know someone who bought a plot from a cadre and on it invested his life time savings to build his dream house just for it to be demolished at the end of the day because it was build on somebody else`s property.

  4. Kabimba is now afraid that the monster of violence the PF always fed so as to win by-elections will come full circle and destroy its sponsor PF itself.

  5. Now where is the minister of home affairs in this case, for Kabimba to be the one issuing a directive? PF is truly a collection of useless MPs and ministers as HE The President Micheal Chilufya Sata has repeatedly said so. However, Summer and the rest of PF, including the police, recall this; the PF cadres will consume you, they have tasted easy money, which is party of Dochi Kubeba syndrome.

    That said…. and as for dealing with unruly cadres…. good luck, Wynter. Your fellow A-Team member, the “Hon” Vice President has described this kind of behaviour as a normal and long-standing feature of Zambian politics and shrugged off any hope of change. The truth is that PF bosses all know who is doing the lock-outs (and who is shooting off guns during political campaigns!) and yet the SG can merely “urge the party cadres to desist from locking offices.”

    Urge to desist…. LOL!

    If you want “to firmly deal” with it, deal firmly with it! Else these empty words just make you look like a FOO’…. as Mr. T would say.

  7. So the Police can only work with directives? This is quite alarming! The Inspector General of Police has failed in her duties. You cannot have a situation where cadres go on a land grabbing spree and ba Police bali ndwii. What kind of policing is this? Looks like the appointment of women in key positions was a deliberate ploy by MCS to abuse them. Meanwhile, women’s groups keep on applauding the president whenever a woman is appointed to a key position, and completely ignore the abuse these women are being subjected to.

    • Leave the Inspector General and her Deputy out of this. The two were only given a remit that only allows them to ‘deal firmly’ with UPND and MMD members from the rank of cadre to President. Unless Mr kabimba officially informs them in writing about their new duty of ‘dealing firmly’ with PF cadres, I am afraid this statement in the press will only be taken as such……a statement in the press.

  8. Lets wait and see. Is this just a flash in the pan with this Winter man or is it for real? Time will tell. Its common knowledge that in PF, rational thinking / talking can cost you a job. Maybe this is his jump-out strategy from the sinking boat. He want to get hounded out of PF. Lets wait and see.

  9. I think it is high time the government should find ways and means to solve land problems and protect landlords. People need be sensitized how land is acquired and laws should be respected. My brother was forced to demarcate his land and sell it to the said cadres in Lusaka west cos he was being attacked nearly every week to the extent of breaking his wall fence.

      While I share your concerns I would like to believe that there is legislation which protects not only land owners but all citizens from trespassers and lawless party thugs. The problems is that the law of the land is in the president’s pockets and has the powers to violate it at will when it suits him.
      The party thugs were promised jobs, jobs, jobs and when the authorities realise they have failed to provide the jobs all hell breaks loose.
      Kabimba’s statement says it all, the police cannot work professionally but only take action and do their jobs when some power-drunk, the likes of Kabimba, a ‘lawyer’ order them to do so.

  13. So Police is waiting for instructions whether to arrest the land thieves or not? We need a people driven constitution to sort out this mess. Institutions have been politicised such that home affiars has to wait for the all powerful justice minister to do their job, otherwise they do not know what to do.

  14. In a democracy ,the police do not need a politician like kabimba to tell them what they are supposed to be doing.This can only happen in a kantemba police state where the rule of law is has been shredded and replaced with anarchy.

Surely laws are there and I wish our police could be left alone perform their duties without any intimidation from higher authorities, I am sure this lawlessness would not have been there cos there job is to deal with law breakers and bring them to book without fear or fevour but alas Zambia is no longer a safe place to live in.

    Surely that’s why U collect hefty tax- payers cash for your wages.
    How about the Violence committed by P.F, your party?? Are You gonna get tough on this as well, or continue giving your blessings to the brutality perpetuated by those Savages known as P.F. Cadres.
    Zambians’ are pissed off, & you may end up a One Term Government if you are not careful.

  17. The police are supposed to be professionals and their actions are meant to be led by evidence of wrong doing not what Kabimba says. What would happen if for instance the police decide to arrest Kabimba if ever they will over the Auditor Generals report concerning the K200 payment GRZ made to him? Will they listen to his instructions not to arrest him because he has become Minister of everything ? He has now taken over the office of the Minister of Home Affairs and inspector General of the Police. This guy thinks he is above the law and he has made himself a law.

The PF has compromised security in Zambia, its their cadre that beat up people in public without being brought to book, its PF cadres that grab land without police action, this party has brought more problems to Zambia than any other party. And if not checked, as the Veep sees fit to speak out now, lawlessness will become normal if not the case already. The police has just been turned into opposition party security guards because they just arrest opposition parties on one law … public order act. Zambians should be serious about their country and future .. I mean a white can just insult them, and the all laugh.
