Kabimba is lying, you don’t need to hold a census first before the referendum-Simusamba

United Party for National Development (UPND) has urged ruling Patriotic Front Secretary General Wynter Kabimba to stop lying to the public that the country needs to carry out a census to have a referendum.

UPND deputy Secretary General Kuchunga Simusamba says Mr Kabimba should know that the country can use the central statistics office estimates which is done every year to estimate how many new eligible voters there is in the country then register them as voters which would save the K15 million the minister said is needed to carry out a census.

Mr Simusamba said Mr Kabimba should not use the carrying out of a census as a latest excuse for denying Zambians the constitution.

“We can avoid spending 15million by using estimates from central statistics office to know how many new eligible voters are out there and then carry out voter registration so the Justice Minister should not use that excuse to derail the process,” said Mr Simusamba.

He further called on him to stop cheating the public and release the constitution and honor the promises they made to the people in 2011.

He added that the delay in releasing is making the PF unpopular in the country because people have known that they can not deliver any of the things they promised.

Mr Simusamba was commenting on Mr Kambimba’s remarks that the country can not have a referendum because it needs to carry out a census first.

    • Crap argument right there coming from UPND.The central statistics office last carried out census four years ago and with the advent of deaths due to HIV and high immigration rates from one place to another among Zambians it is difficult for the central statistics office to have credible data.The guy is just passing hot and smelly wind through his mouth instead of his….

      It is not even necessary to have a REFERENDUM as the present Constitution as changed by KK in UNIP days says it ONLY NEEDS A 2/3 majority in Parliament.

      And the VP Scott has bragged that PF has a 2/3 majority.

      So what is missing? Obviously only that PF do not want the Constitution. 90 days BUFI!

    • For us in UPND the constitution is not a priority but one of the things that need to put in place for good and fair governance of Zambia.

      Our top priority is the cost of living which is increasingly becoming too elusive to most poor hard working Zambians followed by rule of law and freedoms.

      With or without the new constitution PF will be out in 2016. they have messed the country too much.

    • Agony is talking about something you don’t have knowledge over ! Simusamba should also be mindful of the time period at which a prospective referendum is to be held,how far away was the most recent census done? The rationale is to include as much as possible people that are of a reasonable age to contribute to the decisions for the well being of a country. So its rather unfair to refer to Winter as a liar even when Simusamba knows that to a larger extent what Winter is saying is correct. Let’s desist from this sick obsession of been opposed to anything as long as its coming from a party you are not affiliated to.

      Yes, we are all tired of this talk about the constitution. BUT that is what those opposed to have a new constitution want. They know they are people like you.
      I can assure you that you can have both the constitution and food on your table. I do not see how your personal disposable income (PDI) will be reduced by having the constitution roadmap released. The same people who promised to give you a new constitution in 90 days to encourage you to vote for them are now saying that it cannot be released in 5 years!! And you want them to get away with that trick?? Remember, these are intelligent people (and politically mored experienced) who knew exactly what they were doing when they made the 90 days promise. It is my government but I do not agree with them totally.

  2. I knew Kabimba was lying. You cannot trust a so-called lawyer that has NEVER won a single case in court to be any nearer to statistical facts let alone the costing of a referendum – he probably doesn’t even know how many ZEROs a million has!

    And @ Katomai (above) doesn’t also know that it is the bad constitution we have that gives these corrupt leaders too much power to impose on us economic policies that impact on the value of the kwacha, mealie meal prices and availability/quality of social services such as health…

    • @ndobo…simusamba doesn`t know what he is talking about because those estimates will never be reliable especially over a period of 4 years.Our population is not stable for cso to have reliable information.Our system is still too archaic for CSO to have the right information.It is not like in your Sverige where things are computerized, in our Zambia some births and deaths are never documented.I also highly doubt the CSO takes all the data from the customs in terms of people coming in and out of the country. People are also fond of migrating to new area these days so you can`t expect to find the same people who were in chibombo 4 years ago to be there even this year.

      those very estimates are used for yearly budgets by Hon Chikwanda,,,,are you still saying those estimates are wrong and unreliable?,,, should i also say that those PF budgets by Hon Chikwanda are wrong and unreliable because its based on yearly estimates from CSO??

    • @ndobo yes the numbers are unreliable.I have never heard Chikwanda talking about the budget breakdowns in terms of the population size apart from using estimates from the individual ministries.All i hear are things like “We are allocating 4 billion kwacha to the ministry of health.We believe this will go a long way in the training of the much needed medical staff,procurement of drugs and bla bla….” The best UPND can do is to campaign for the government to mobilize resources for the referendum.

      thanks for your response,,, am sure those allocation by ba chikwanda is like shooting in the dark because they are not based on estimates from anywhere

    • @ndobo…chikwanda`s estimates are always done in a similar manner Gibson chigaga,Penza,Nawakwi,Katele and Situmbeko used to do it when they were finance ministers.These guys are just birds of the same feathers, they just rebrand themselves no wonder the last thing i will do is to jump on the UPND bandwagon because they will just be another PF in disguise.Talk about the devil you know being better than the angel you don’t know !

    • @ Saulosi, your ignorance has been exposed. A modeling exercise to produce such an estimate will have taken care of the variables like death, immigration, etc. Penza, Kalumba, Magande, Musokotwane and now Chikwanda use estimates. Modeling is a specialized in economics which I am made to believe is beyond Saulosi’s comprehension

    • @OBATALA…i`m not one to boast about my academic credentials but i`m more versed on this than you think.I`m just from talking with a friend from the central statistics office(he is now taking his PHD here) and he has also talked about how limited the data the cso office receives is.There are so many factors that must be put into place to have the right information needed for this.You have to ask yourself questions like “how many people have relocated from Ndola to settle in Lusaka?” “how many people have left Zambia through nakonde boarder.” “How many deaths have been recorded in shangombo,Imwisho and Nabwalya chiyobo since 2010?” Sometimes you just don`t have to argue for the sake of it bro ,always look at the bigger picture.

      Sir/madam……if indeed, at the time of campaining in 2011, PF leaders knew what is required to process a new constitution, and I was convinced that they did, given their boasting of having leaders with a lot of political experience (having been leaders from Section, Ward,, Constituency and even national level as Ministers) THEN THEY SHOULD FIRST APOLOGISE to voters for having lied to us. Really they should. All of you supporting them should apologise first and then appeal for patience. The language of the Minister of Justice is really irritatingly mocking Zambians. Trick, get what you want (political power) and use it to mock those you tricked!!!!!! SAAADDDDD

  7. @ndobo….PF cadres like saulosi,kudos and gen……..are misplaced individuals.they are detatched from reality……..they argue,just for the sake of registering their presences.and i must quite understand,they sucked from the same nipples with their leaders.its quite surprising,for one to think census is only carried after a period of 10 years and thereafter cso workers go to wait for another 10 years.every year there is min-census.thats where census estimates are drawn from.

While reviewing The biggest Money Launderer of Zambia’s case she was just nodding her head to whatever her boss Michael Mundashi was uttering. LAZ is not hijacked by PF but by the cartel headed by Membe/Nchito/Kabimba and financed by Ali Baba and 40 thieves headed by Ka Mahtani.

You can tell when some one says something meaningful, accurate and correct when the minions of disaster and the hood winked come out in force with pomposity, self contradiction and biase, even if it’s blatantly obvious that excuses are generated on a reactive and ad hoc basis. Just goes to show….no foresight even when maneuvering ones political aspirations. If the constitution is a problem then list the problems now rather than dribbling utter rubbish at every chance when asked what the progress is.

  11. What a waste this guy called Simusamba, how schooled is he?. Has he ready the current Constitution, does he even understand what he is saying.
    You can not have a referendum without following all legal requirements, and one of those requirements is to have a voter registration.
    Simusamba this is not a farm where you short cut things. Please be schooled do not talk like a fool.

      Schooled or not, truth is that someone lied consistently in 2011 to get votes and is now effectively saying they just wanted to get your vote. Instead of questioning Simusamba’s academic credentials you should ask yourself why you think Zambians should not question your people for lying? Your kind are like hyenas which immitate human laughter to trick prey. No. On this one, I do not agree with the government’s position. If we had a good constitution which preserves good governance, this government would have got in trouble. Really, they would have been compelled to resign. I am not surprised that they are so scared of a good constitution.

  12. As far as I am aware, there is no requirement for a census before a referendum can be conducted. All you need is for people to update their details from time to time for the electrol register to be updated – especially before an election. The Referendum Act only requires that people who can vote when the same is called, are those who are at the time registered and are ordinarily qualified to vote in National Assembly elections.
    Countries from time to time call early or ‘snap’ elections – or a referendum (such as in the Ukraine recently) Do they always need a census before this? Countries should, and some do, have systems where they continuously update and carry out sampling of statistical data.

      Too late. You should have asked them this question when they were busy telling innocent villagers that they were capable of giving them a new constitution within 90 days. Zambians, especially the public/private media should utilise INVESTIGATIVE journalism. All leaders aspiring to stand for elections – including and especially Presidential candidates, should appear on television for public debates. If they refuse, then know they have something up their sleeve. Zambians, let us all wake up. Stop being taken for a ride. Especially those who understand these issues. Let us advocate for our not-so-fortunate brothers and sisters who did not get a chance to have an education to know the tricks of politicians.
