VICE President Guy Scott has urged Zambians to avoid animosity on pertinent matters of national development especially the Constitution making process to enable the country move forward.

Dr Scott said the current animosity and lack of consensus from various stakeholders on the Constitution making process was not healthy for the country.

He said the Constitution making process was currently being used by some opposition political parties to discredit the Government.

Dr Scott was speaking in Livingstone at Zambezi Sun Hotel on Saturday night when he officiated at the Law Association of Zambia (LAZ) Annual General Meeting Gala Dinner.

“If we are going to use the Constitution making process to gain political mileage by engaging in careless talks, we might as well forget about the whole process and save money.

“If there is no consensus, you may have people who don’t want to vote for a referendum on time and those are my fears and our fears as Government,” he said.

He urged LAZ to lead all stakeholders including the Government in the consensus building on the Constitution because the Association was neutral as well as highly respected and professional.

“LAZ has credibility to call Zambians to come together and take an amicable basis on the Constitution making process. If we don’t build consensus, some of us may be reluctant to be part of the process,” he said.

Speaking at the same function, outgoing LAZ president, James Banda urged the Government to create room for dialogue and make the governance of Zambia a reality.

“As LAZ, we need to constantly talk to Government officials to effectively achieve what is good for the country. Our particular concerns are legal and judicial reforms which affect our professional body and the people we represent,” he said.

He urged the incoming LAZ leadership and members of the legal fraternity to jealously guard the unity the association was enjoying and maintain high standards of integrity.

Newly elected LAZ president, George Chisanga paid tribute to Mr Banda for leading the Association well during the last two years.

“Mr Banda leaves an indelible mark on the presidency of LAZ. We take the confidence bestowed in us with humility and we promise to start working immediately,” he said.

Linda Chishimba was elected as LAZ vice president while Likando Kalalaluka was elected as honorary secretary and Clement Tefeni was elected as honorary treasurer.

We need a new constitution so that terrorist groups like PF do not intimidate the police,do not abuse power and do not plunge the country into huge debt.You have free reign at the moment and are plunging the country into an abyss

    • The government, I believe should have been acting as an honest broker. Unfortunately, when the facilitator of the process seems not keen on embarking on a certain path and the rhetoric emanating from govt is such that it’s already trying to propergate a view that there is no need for a new constitution, then the whole process is doomed. Statements from Dr Scott go to show how this govt can squander huge sums of money and not see anything wrong with that. To abandon the process now after the time and money wasted is simply criminal. Surely someone will need to be held accountable.

    • Sata ‘s mentality has never developed past colonial era. Thats why he wants this Muzungu opuusa by his side to act as a decoy and hoodwink westerners to think that Zambia is ok under mad Sata.

      Both Scott and Sata are colonialist. Sata is a black colonialist while Scott is a white colonialist.

      Sata fought tooth and nail to spy and protect the colonial regime at the time when many of our fathers were busy mobilising and fighting the colonial masters.

      So do not expect anything from these colonial imbeciles.

People know what a good constitution will bring……development, rule of law, accountability, …..please give the people what they want…..not what you think we want. …only in zambia were voters are useless after they amass POWER!

  3. All was going well UNTILL government turned around ans said Zambia did not need a new constitution. Why is the VP speaking this way when he knows it is the people IN government who have caused the so-called animosity by backtracking on what Zambians, including the opposition PF then agreed to do. This kind of talk from our leaders makes us very sad. Of course they have the power we gave them and they are using it against us.

There’s no negotiation about the urgency of a people driven constitution going forward for Zambians and we are the masters and call the shots. What ever you mean, remember you go against the masses at your own peril (with most of your senior collegues in govt going straight into prison).

  8. It might be necessary for government to identify categories of stakeholders and then to engage them accordingly. For instance, the Church bodies may not necessarily see things the same way as opposition political parties.

      The processes for enacting a new constitution are already there. This useless govt doesnt just want to release the new constitution because they know they will be OUT of power come 2016. You dialogue with the devil (Sata et. al). What dialogue? Thats why sometime force is necessary to solve problems.

  10. Surely, there are so many contentious issues in the current draft constitution like clauses on who should be in charge of our ancestral land, the President or our Chiefs?

    Should we still compel the government to subject this evidently flawed draft constitution to a vote today without first reconciling all the views/opinions?

    What if the draft fails the vote? Where shall we turn to? Who will get the flak?

  12. the fact is it seems to me that ALL Zambians are in agreement that we want a new constitution. It is only PF that cannot agree since they have ulterior motives. For the VP to now say that agreement cannot be reached is complete nonsense. I have yet to read any blog or post on any site saying that people cannot agree on the need. the disagreement is simple. THE PEOPLE want it, PF does not! at their own peril, and if any of the PF deeds is worthy of forcing them out of power, denying us a constitution is it.

  16. Does not make sense to me that this Guy was in PF when PF promised a new people-driven constitution. AND he was there when the Constitution Commission was commissioned. And he stands to say we should call the whole thing off.

  17. Iyoo kaliposoka with these PF chalatans! We want a new copnstitution or you (GS & MCS) will dance ‘sinjonjo’ in 2016. Who is disagreeing? Apart from PF disagreeing with all the Zambians.
    Let’s have a ‘ndaba’ to discuss the contentious clauses, after that we have the referendum and enact a new constitution for ourselves. We are already totally fed up of the malingering by the government on this issue!

  18. I hope the critical mouths and fingers here are SATISFIED with the draft constitution. I believe there has been so much hype and bore over the constitution that people suddenly think it is just a word that must be ‘ushered’ in and all will be well. Once again, the levels to which we debate issues is just appalling. I just note for instance that LAZ considers their stake to be judicial reforms. What is the stake of the critics besides the phrase ‘new constitution’?

  19. Dr Scott, today s reading in the Times of Zambia makes me so sad. You said Central Province is undeveloped because it has been a strong point of the opposition, Sir, my question to you is, Is it PF money you use, or is it Government funds that is used for developing Zambia?to me it sounds like you would like a one party state, opposition is good for counter balance. If I were you, I would develop strong holds of the opposition so that people can see what is being done by PF and so in that way you would win and earn respect from the opposition. Now we understand why the province has been ignored, but remember it is the tax payer s money that you are using.

Lack of historical memory is pathetic, it is as if some people only got an interest in politics since 2011 when the corrupt pincer grasp on Zambia’s jugular vein was threatened by the advent of an honest and hard working government (even if they are not perfect). Some of us remember the National Constitutional Conference (NCC) paid for by useless MMD govt for years and years which achieved precisely nothing. The rebel PF MPs attended and were expelled from the party and thereafter sponsored by MMD. They fought their expulsion in court. Old news. Useless people like Dante Saunders used to get sitting allowances of about US$250 per day of Zambian taxpayers’ money for many years just to blither on endlessly about the constitution. So one might ask MMD why there’s no constitution yet

  23. Did anybody sane expect anything from this over spent PF cartridge that should Ideally be sitting in an old age home in the European forests. The constitution is for Zambians and their children. What will it it take for us to pump some sense in your head? We know you have no Children in Zambia, just you and your wife. We are talking of our own families and children who need a good constitution not the current one where one mad man can bulldoze everyone in the country. Guy scott grow up or come out of the cocoon.
