April 30th set as a date for constitution indaba between Government and Opposition

A Constitution indaba comprising opposition parties and the Government seeking consensus on the Constitution making process is set for April 30.

Boniface Chembe the Executive Director for Southern Africa Centre for the Constructive Resolution of Disputes-SACCORD, an organisation organizing the indaba has told ZNBC News by telephone that the Indaba will provide a platform for questions and responses in sticky issues regarding the Constitution making process.

Opposition parties have already written to government seeking a meeting, which they say should be chaired by President Michael Sata, to iron out issues regarding the process.

Justice Minister Wynter Kabimba has already welcomed the idea to hold the Indaba.

Mr Chembe says the meeting is expected to bring all stakeholders together and is expected to put them at the same level on where the process is coming from and where it is.

He said the meeting is also expected to discuss the way forward.

      The opposition should not matter here. Make it 31 December 2015

      The constitutional is trivial and is only advocated by people with limited judgement and people scratching on our intelligence

    • Some legal mind to assist please: is there anything wrong with the Technical Committee that drafted this document being part of this indaba? And please don’t turn yourselves into ANOTHER constitution making body, but make sure that there’s only ONE item on the agenda – The Adoption procedure/process ( A Firm Timetable with dates of the important milestones) chapwa, kwasila, basi, kwamana, kyapwa…!!!

    • So it has come to this. All those who want to see the outcome of the constitutional consultations which have take so many years at such great expense and which the Technical Committee have pieced together are now considered OPPOSITION by the PF who themselves (while in opposition) wanted a new constitution so much that they promised to give it to Zambians in 3 months if voted into power. The Selfishness in man has now come out! Are you going to go back to the Zambians to ask them whether they agree with your new approach to the whole issue. Strange that once in Power the PF has kidnapped the new (draft) constitution and is calling upon Zambians to pay a ransom before it is released. Will PF state exactly what this ransom is. It is definitely not money…….

    • May be my prayers are about to be answered. Let us have the Mother of the INDABA to bring desired results promptly, without any winners or losers, in the best interest of our Mother Zambia. Please no SITTING ALLOWANCES just desired constitution in this year of jubilee!

    • Kabimba should be excluded from this indaba for the sake of progress.

      Hate people whose resolve in life is simply to argue even where there isn’t any need to. He will be briefed by the guy that appointed him if need be.

    • ………I can imagine what the PF ransom package is:

      (1) No new constitution with 50%+1
      (2) No new constitution with running mate provisions
      (3) No new constitution with provisions for clear separation of powers
      (4) No new constitution with reduced powers of the President
      (5) No new constitution with provisions for freedom of political expression, association, assemly – Public Order Act should not be tempered with.
      (6) etc

      In short, any clauses that allows ordinary Zambians the right to, and channels to demand accountability from government, are not wanted. If you agreed to this the PF government would enact the new constitution in less than a month. PF are afraid of what UNIP and MMD were afraid of – PEOPLE POWER.

The preferred route would be the meeting requested by the opposition to engage with the president,that would resolve the differences with the SOURCE!This so called indaba will be just talks about talks.We have already done a lot of talking it is time to IMPLEMENT what was contained in the terms of reference.
    If you need concesus HOLD a national REFERENDUM!

    You are actually a few steps ahead of everybody and I concur with you. It seems Kabimba is trying to shield Sata from the opposition and the our people from facing them in and giving his reasons why he has stalled the constitution-making process at the 11th hour. Why can’t he just face the people and answer the questions that have been prepared for him over the constitution process??
    How do we know that the people at the Indaba will be a comprehensive representatives of the masses on the ground?? This is all very suspicious!! Come to think of it!!

  4. Kabimba wants to protect Sata from all hard questions about the “Animal-driven constitution” and the sacking of the constitution-making committee before they could finalise the handing-over ceremony….
    He would rather “hide in Stae house” , while ka Kabimba manipulates the talks at the Indaba….
    If you ask me…there has been too much talking over this constitution-making process…It is time for ACTION…that is the REFERENDUM !!! Otherwise, there will be talking until the talkers are blue in the face…It is a PF trick…a waste of time, actually!!!!!

  5. The attendance should not be restricted to political parties civil society organisations should also be represented. The constitution is for zambians not politicians as such let the representation for the indaba increase. Its zambians who want the constitution.

  7. I thought there was already a roadmap for this constitution making process, the only problem is that the PF govt has frozen and now thinks the constitution is not a priority. This much has been said several times by the President himself and the VP. What good will come of talking to Wynter about it?

  9. There is absolutely no need for this country to take this route. I urge all those advocating for Indaba to rubbish it. pf is obliged to give the Zambian people a people driven constitution without aa husstle. Going this route is a sign of a midiocre way of doing things, also a sign that government is empty of ideas on issues of National Interest. There is no need to be happy about the indaba. pf was elected by the people in a straight forwatd manner and is expected to reciprocate the gesture in a democratic way.

    There are two articles to enable you to understand what Indaba is. The first – Essence of Indaba – was initiated by Archbishop Thabo for the Lambeth Conference and is available to download here.
    The second is by Ven. Dr. Ndung’u Ikenye and is a more detailed account of a Kikuyu process. Dr Ikenye seeks to apply a Kikuyu system for conversation and healing of community to the Anglican Communion.

  11. Please opposition pump sense into those honorable useless govt officials with cadre mentality about the importance of the constitution. It is the most important issue for Zambians now. We are willing to forgo roads, district offices for bribing the electorate, tribal universies, etc because all these actvities are not effective, efficient and sustainable without the foundation of a people constitution. We can even starve for sometime in order to achieve our constitution but we know that it will yield sustainable development under good governance. Remind the PF that they are not kings because they are in power. They should listen to us the masses and if international donors are not willing to fund the census/referendum, the $1billion kaloba can be used to cover this. Please go prepared.

    • Welcome Kudos with your compulsive obsession to have a go at UPND. For your information the Indaba is not between PF and UPND. It is between the PF and the rest of Zambia. PF being the party in power is holding the constitution hostage until Zambians pay – stop demanding democratic rule and rights. Reminds one of KK’s meetings with apartheid rulers in no man’s land in a train. You will definitely accuse me of insulting when all I am doing is to see similarities.

  14. Long after the 90 DAYS PROMISE has expired we are now going to have a discussion? I think this is just another PF excuse to delay and derail the process.

    But I agree, we should support this meeting. PLEASE CAN WE HAVE IT LIVE ON TV?!!!

  15. I am not a pessimist but I have doubts about the unpredictable Mr Sata chairing and allowing the meeting to take place. I hope he will have the change of heart and put the interests of the nation above anything else.

    I see the opposition and other pressure groups taking off ‘hard’ gloves and putting on kid gloves to ‘fight’ the process…..
    The govt must be very excited about this indaba because they will manage to take all on board of the failed ‘ship’…. The Indaba shall be construed as part of the process…
    I would want to be optimistic, but something deep down me is telling me there is something just not right about this Indaba

  19. The picture of Sata in the post newspaper seated between Mr Kaunda and Rupiah look scary, the man is sick. I mean, he is shrinking and looks much older than the tow who are actually older than him. Apparently Rupiah was later heard complaining that Sata was stinking of urine, it confirms the man is nailed to a urinary bag.

  23. Have the PF cadres agreed to this indaba. We need a statement from Kamba since he is more official on such matters, so we can know if our opposition leaders will be safe there.
