THE delayed completion of the Freedom Park Shopping Mall in Kitwe has angered District Commissioner Elias Kamanga.

Mr Kamanga who has since asked the Kitwe City Council (KCC) to explore options available in resolving the stalled construction of the mall said facility had taken unnecessarily long to complete.

He said during the District Development Coordinating Committee (DDCC) meeting held at Kitwe City Council chambers on Wednesday that there was need for the council to constitute a technical committee from the legal department to look into the matter of the Freedom Park Shopping Mall.

Mr Kamanga said there was a suggestion to repossess the mall project from the developers but that to his surprise, KCC had not taken any action.

“I now propose we select a team from the council legal department to engage the Zambia Development Agency (ZDA) to chart the way forward. “We cannot forever be talking of the Kitwe Freedom Park Shopping Mall without the project completing,” Mr Kamanga said.

He said it was a pity that the mall project had dragged for a long time without the council legal director coming in to help resolve the issue.

Mr Kamanga said there was need to take legal options available to the council to ensure that the mall was repossessed and given to another developer since the current one seemed to have failed.

  1. Plse LT add some value to this. You’re bigger than this. Update us on when the mall construction works started, the developer, etc.

    • @BONAPARTE, YOU ARE ASKING FOR TOO MUCH FROM LT. SIBAVIZIBA. ONE DOES NOT NEED TO BE A JOURNALIST TO KNOW THOSE NATURAL AND SIMPLE RULES OF WRITING (INFORMING).

    • EVEN THEN THE PICTURE OF THE SHOPPING MALL SHOULD HAVE BEEN THERE.

NOW COMING BACK TO THE ARTICLE I WOULD SAY THE SHOPPING MALL SHOULDN’T HAVE BEEN THERE IN THE FIRST PLACE. WHOEVER SIGNED OFF THE CONSTRUCTION OF A MALL IN A PARK IS A COMPLETE !DIOT. SHOPPING MALLS SHOULD BE BUILT IN OUT OF TOWN IN ORDER TO OFF LOAD TOWNS AND EXPAND THEM OUTWARDLY. PARKS MUST BE PART OF TOWNS’ DESIGN AND LEFT ALONE FOR RESIDENTS AS WELL AS VISITORS TO HAVE A NICE AND RELAXED TIME IN THOSE PARKS. NICELY DESIGNED PARKS CAN HAVE APART FROM PLANTS, RUNNING TRACKS FOR JOGGERS + OTHER FACILITIES.

  2. I have a bone to chew with Kitwe council, like the town itself, the council seems to be in confusion with the work they do. First it’s clear that procedure is not followed, maybe being that it’s a result of corruption in that council which has gone to extremes, evident in the recent scandals, there is no direction, purpose nor planning, compared to Ndola. The city is dirty one of the dirtiest in the country, look at the city market, the roads, the town plan itself, many things many to mention, leaves a lot to be desired. The best way to go forward we need to get reed of all those councilors there, they are a lot of rubbish. I miss the days of the former town clerk who is in Egypt; at least the town was in order. Now the vultures are in with no mercy. What a rot of a council.

  3. When I went to Kitwe I was shocked by the potholes and the trenches in roads in the city centre. I left Kitwe with roads in the 90s when I fled poverty in Zed

  4. This idio.t of a DC thinks that the completed shopping mall could be used as a campaign tool in 2016. You are mistaken sir. There are procedures to be followed when putting up a complex of such magnitude. For the stup.id DC, the focus is just on how the PF can point at the shopping mall as one of the achievements. All these projects were left by the MMD. No wonder the useless PF is facing challenges. They want to do everything in a hurry so that they can claim credit. That’s why we have resorted to over-borrowing in order to finance the unplanned infrastructure development. Things don’t work like this. You have to set priorities especially where you have limited resources. You cant do everything at once. That’s why now there is more corruption than ever before.
