Kabwata Member of Parliament Given Lubinda has charged that aspiring Kabwata Member of Parliament Clement Tembo is day dreaming if he thinks he can become the next area MP.
Mr. Lubinda has told QFM News in an interview that he is not threatened by Tembo’s campaign programmes including the collection of solid waste in the constituency.
He says Tembo has the right to aspire to be what he wants and that he should continue doing so for as long as it is within the confines of the electoral law.
Mr Lubinda says he is confident that even the electorates in Kabwata are not moved by Tembo’s earnest campaign ahead of the 2016 elections.
He adds that his constituency office in collaboration with the Lusaka city council waste management unit has been trying its best to ensure that garbage in the constituency is collected at the appropriate time.
And Mr. Lubinda has challenged the Lusaka city council to produce receipts books of the receipts issued to Mr. Tembo for hiring the refuse trucks used to collect garbage in the constituency.
Meanwhile Electoral Commission of Zambia (ECZ) says it is always guided by the election timetable with regards to aspiring candidates and when they should start their campaigns.
ECZ public relations Manager Cris Akufuna says the commission will issue a comprehensive statement with regards Mr Tembo’s campaigns in Kabwata after getting to the bottom of the matter.

I think Mr Lubinda overates himself in Kabwata. He thinks he will win Kabwata in 2016. He should realise that is already a discredited politician. Already Winter Kabimba has told us that he is a betrayer and sell-out who cannot be trusted. Besides, he cherished when RB’s immunity was removed in a clandestine manner claiming he will drink water and tonic. Get a life Bwana Lubinda before 2016, as things stand, I doubt.

Garbage collection is supposed to be done on daily basis or at least every two days. You do not have to wait for it to accumulate to unhealthy levels before you collect. Health provisions, water and roads are provided and maintained all the time and should not be used as campaign strategies. So please Mr Lubinda,you can do better than that.everyday is an appropriate time for cleanliness.

Lubinda is a let down and we need to have him removed come 2016. he has totally failed to run the constituency. A group of us in this same area we went to the council last year to find out why our road are not being done by using constituency funds as advised by the engineer at the council. he was called and he was ignored that this man was telling us that organize yourselves and contribute something and then the money for the constituency will be added to whatever little we shall contribute so that the main road from ZIPAS to ASAH farm can be done but this Lubinda was really ignored for this idea.you are finished and come 2016 we shall campaign against you

Gabbage collection should not be a campaign strategy, coz if this new guy wins the elections in 2016 for example, is he going to continue bringing these trucks to collect this garbage? the answer is a deifinite NO!. He will not continue to use his money, like most of these MP’s have ended up broke and they are now going to the end of their terms just to realise they have not saved anything for themselves except what they have been spending for the so called Electorates to buy votes. now they want huge increaments which will not come. so what am saying is the local Government system must be effective and well funded or the money they collect should be put to good use to make sure our townships are clean and hygienic. No single human beings will do that.
…I’m impressed with Tembo’s strategy…..all of suddenly he is getting the free publicity….exposing the incumbent’s(MP) lack of commitment and assuming the seat as his personal to holder. Why look for receipts..??..the issue here is that it was very possible to get rid of the rubbish only if Lubinda was committed to the constituency…not how it was done…..

I do not see anything wrong in what Mr Tembo did to clear gabbage which the honourable MP Given Lubinda has failed to clear. The reaction by the Hon MP has disappointed me as I expected him to commend Mr Tembo for his efforts in trying to promote hygiene and the general well being of the electorate.
Why criticize a citizen,a mr Tembo for his contribution to the community,let him continue giving back to the community.the ECZ can only investigate the matter if mr Tembo had filed in his nomination papers to stand as an mp.As of now mr Tembo is not bound by any law for stepping in were LCc is behind.Bravo mr Tembo ,don’t be intimidated as one commenter said it was ZWD.i don’t know why Zambians have developed typical 1970 village mentality in 2014.very sad for my country.

Lubinda thinks we will vote for him based on what? His skin colour? What has Lubinda done for Kabwata, Libala or Chilenje areas except allow and participate in the proliferation of noisy night clubs in residential areas. Mr Tembo’s declaration of his intent on representing citizens in Kabwata area is his constitutional right. Any Zambian is free to do so, so it was for Given Lubinda and is now current MP for the area. However, for Given Lubinda to throw disparaging remarks on Mr Tembo is unstatemanship and confirms that Lubinda is failing in Kabwata constituency. In advanced democracy what Mr Tembo is in tune with ‘societal’ qualification. Running Namakau night bar is not benefiting all Kabwata residents. Time is up for Lubinda, his boss and his party PF to be voted out in 2016.
The issue must not be on whether Mr Clement Tembo is campaigning or not but why garbage has been pilling up in Kabwata. Hon. G.Lubinda needs to explain to his constituency why he deserves to be returned as their area MP.
