Miles Sampa donates his midterm gratuity, tells other MPs that politics is not money making venture
Matero Member of Parliament Miles Sampa has given up his K250, 000 his midterm gratuity towards helping jobless youths in his constituency.

Mr. Sampa said he will use his midterm gratuity which he is receiving from the National Assembly this September to offset a loan he obtained from Indo-Zambia bank for economic empowerment programmes for youths in Matero.

He has since created a company called Metro Cabs that will offer taxis to youths in the area who will be required to make K 600 weekly cashing to a revolving fund.

The fund will then be used to fund other developmental programmes in Matero constituency.

Mr. Sampa has since castigated MPs demanding higher pay saying politics is not a money making venture.

“To those that are in politics for money, I want to tell them that politics is not a money making venture. We go into politics to serve. They should try going into business if they want to be rich, some of us worked in banking for many years and we made our money there and we decided to enter politics to serve our people,” Mr. Sampa said.

He added, “When we were campaign in 2011 we promised jobs to young people and for the last two years we have not done much in that area. This year I was told by the Clerk at the National Assembly that they will be paying me 250,000 as part of my gratuity and I told myself, I surely do not deserve this package, so I approached Indo Zambia Bank for this loan which we will use to create jobs for our young people.”

Speaking at the same event, Indo Zambia Bank Managing Director Shankardas Gupta said commended Mr. Sampa for the initiative saying it will stimulate the growth of the SME sector and enhance job creation.

      As a serious Critique on this one and the many projects in matero Roads, water, police posts, bridges and recreation centres, Sampa thumbs UP!! Credit be given where its due…………..Zambia needs leaders with progressive ideas ,thinking outside the box.

      It’s not the gifts given, but the developmental mind-set and poverty emancipation attitude that moves me- THE CONCEPT!!

    • The company idea is good enough. He should have invested his gratuity in the company, then company pays loan off-set.
      It will be in bad interest if HH decided to pay off some of Zambian loans, like those Euro-bonds, HH can pay in a year, he can make good calculations as usual. But we will all be after him with ACC.
      By-the-way, ECC should keep these stories when we petition Sampa in next elections.

      I don’t see anywhere where Miles says this was a DONATION. Or are we mistaking the author’s words/interpretation of the gesture to be that of Sampa? This wouldn’t be the first misleading headline here on LT, would it?

    • Zambians are too dependent on govt for literally everything in their lives. There is very little or no individual initiatives……. as the best they know is sit back and complain.

      Sampa’s initiative for his constituency must be commended as its quite unique and probably unheard off in Zambian politics.

      We know of some opposition MPs that have been in the house for more than three terms, make so much noise but do absolutely nothing for their constituencies.

      My words are…let the selfless share and help uplift our people out of poverty and make Zambia a better place for all

    • Miles Sampa is a shrewd business person.The repayment period for these vehicles is just too long.Sampa tells us that each Cab has to cash K600 per week.Since there are 52 weeks in a year,this translates to K31,200 per year.If you multiply this by 3 years,each car will have given him back K93,600.SURELY one and half years would be ideal.By the way,who is responsible for the repairs and other upkeep costs for these cars during the three years.
      Be that as it may,at least some employment has been created.He should be commended for this.

These morons always make me take one step towards UPND and then two steps back to my neutral position. Miles Sampa is using money from a loan by Indo-Zambia Bank, which he will repay using his gratuity. The initiative of creating a company operating taxis to employ the youth of matero is very good and should be commended by all well meaning Zambians.
      If Miles continues with this approach UPND can forget about Matero and it’s more than 80,000 voters. Shameful critics with no vision!

    We need a Legal framework whereby the hidden wealth should be either denoted or put to good internal use such as: rural development.
    Look at South Korea; Thailand, China, Indonesia: Those with Political Power eventually get rich; but they should be allowed to re-invest or donated

  14. Where ACC when you need them….it seems this young man has suddenly stumbled in alot of disposable income, first he was offering reward money for info about ZWD reporters in dollars and forgoing his gratuity…..only a docile individual would buy this rubbish.
    People should ask themselves if he would be in a position to this before October 2011.

      Genuinely wealthy people WHO BECAME POLITICIANS like the then Lusaka MP Deepak Patel PLEDGED their whole salary for five years immediately they were voted-in in 1991 they didn’t have to steal first like this kid…WHO IS giving PEOPLE their own money.     Initially, Sampa got a loan from Indo-Zambia bank for economic empowerment for youths in Matero. (Uncharacteristic for a bank to give a loan on this criteria), was it personal loan or Matero Constituency loan?. Sampa is now pledging to pay it off with gratuity in September from parliament. Sampa has also ceated another company called Matero Cabs where drivers will be expected to cash in K600 per week as a revolving fund for further developments in Matero area. Who owns Matero Cabs is it Matero Constituency or Sampa? Answers to these basic questions will assess the character of Sampa. Remember Sampa is nephew to missing deceptive Michael Chilufya Sata.

    • Aquilla: Lets get another version here: Sampa got a loan from Indo-Zambia bank for economic empowerment for youths in Matero using the Matero Youth Committe as a beneficiary. Sampa has also ceated another company called Matero Cabs where drivers will be expected to cash in K600 per week as a revolving fund for further developments in Matero area and the fund account is being managed by the Youths in Matero who have chosen four signatories to sign on all payments for the youths salaries and repairs and servicing of the Cabs. The Cabs are owned by the youths in Matero through the youth development committee and Sampa as an area MP will be an ex-officio member to give guidance on the management of the Cabs and funds to ensure sustainability. Uh how about that for a response?

  24. I’m going to give him the benefit of doubt and assume he means well and his intentions are genuine. But this how bad this country has become. Praising an MP who wants to be praised for doing exactly what he exactly elected to do. And he doesn’t have to use his money because Zambia has lots of money. Where is revenue from tax payers, mining tax, euro bonds, govt loans, donor money, etc.?
    Also where o live, tax driving is regarded as a ‘job’ for people who can’t find ‘real jobs’… driving others who are going to work. What happened to apprenticeship, doing vocational training at technical college to learn some real skills?
    In whose name is Metro Cabs registered and who is collecting revenue? No praises here…unless I see a former NY mayor getting $1 salary.

    • The catch is the revolving fund, who will control that fund?.Or is it where Miles will recoup his money in the future. The narrative that he has donated his gratuity is merely a cover-up. These are my doubts but its a better initiative tnan nothing, except it is benefiting taxi’s which frankly just a bunch of dropouts and thieves.

And just to add: rather than condemning his MP friends for self aggrandizing, if he really wanted to make meaningful change, why hasn’t he petitioned his fellow MPs and moved a motion in the House to scrap the so called gratuity in the first place? That would bring about real change and create better jobs than taxi driving. Imagine if every grauity paid to these use-less MPs was put together? He can use his influence to stop the rort and wastage right there in parliament… that what he was elected to do.

Removing gabage and cleaning streets of Kabwata while its MP Given Lubinda is busy with less beneficial tours in South Africa and talk shops. He has over stayed as MP and lost saltiness. Miles, your scheme is not so inspiring to the general public as only few youths can benefit from it and focuses on you making profit for yourself of K600 weekly cashing which translates to K185,000 per car before writing it off in 3 years. This is huge money for you if you have 10 to 20 Matero Cabs.

  35. I would like to commend Miles for at least sharing something with his electorates. The gesture is well come and I would like to urge the youths who have been given jobs as taxi drivers to work diligently.

I have been watching him since PF came into power playing to the gallery pretending that he is generous man. When i saw this Taxi gesture on TV yesterday i was very moved. One thing that people ought to know is that all this is fake. The man is PLAYING TO THE GALLERY, this is just to build a fake image like he cares for the people. One should interview his workers especially his builders, his bus drivers and personal drivers how they have been treated buy this character. Ba Sampa ba kaso and has a history of mistreating his poor workers. The Hon. Flirtatious MP is just playing to the gallery!!!

  38. There is nothing to praise Hon. Sampa about, he is the highest earner in all this; look here he invests k250 to buy 10 spacios, then he loans them to 10 drivers…here is the logic:
    Cashing per week K600 x 4 weeks = k2,400 in a month
    Cashing per 12 months = 12 x k2,400 = k28,800 in a year per spacio
    Cashing for 3 years = k28,800 x 3 = k86,400 per spacio for the period of 3 years
    Cashing for 10 Spacios = k86,400 x 10 = K 864, 000 for 3 years for 10 Spacios
    Return (864,000 )- Investment (K250,000) = K614,000.!!untaxed.
    So who is the highest earner in all this?

    • Sampa is the earner here. I wonder the fuss about this silly business. Go to the copper belt drivers are empowered with vehicles over one year six months not three years. The publicity stunt was for the police to keep away. This will boost business becoz people will associate these taxis to not been interfered with hence having more business than other cabs. Sampa will make 614, 000 in three years while he’s laughing at his friends who want 500, 000 in five years. Zambians please lets open our eyes and see beyond our nose. lets not be myopic.

  39. I am very disappointed with miles Sampa, you don’t empower youths by buying then second -hand Sapcio cabs. Thats a mockery. Matero youths wake-up. How you celebrate noonsense. The best empowerment was for him to form a cooperative or a company and simply employ the youths as drivers. This is sustainable. He even calls it Metro Taxi. A very silly idea borrowed from cabs in big apple!!! and for him to call upon his fellow MPs to do the same is a sign that he is so immature. Where on Earth do you do so.
