State House says there is no nothing sinister about President Sata’s decision to delegate Vice President Guy Scott to attend the US-Africa summit.
On Monday during a news conference, UPND leader Hakainde Hichilema had questioned the presence of Dr Scott at the Washington D.C gathering when he is not allowed to act as President in the absence of President Sata.
Mr Hichilema said Zambia will not reap any benefits from the summit because of the alleged low caliber of delegates representing the country.
But State House Special Assistant for Press and Public Relations George Chellah said Mr Hichilema’s statement shows that the UPND leader is practicing politics of sarcasm.
He was speaking when he called in to the Red Hot Breakfast Show on Hot FM.
Mr Chellah said this is not the first time that Dr Scott was representing Zambia at an international for a saying Mr Hichilema should focus on the benefits that Zambia would accrue from the summit and not who is representing President Sata.
“What is clear is that Mr Hichilema is practicing politics of sarcasm. Maybe I should help bring him to speed about these issues. It is President Sata’s prerogative to delegate any one to represent him at international events and this is not the first time this is happening,” Mr Chellah said.
He added, “For me, if I was going to be clear and brief about this issue, obviously Mr Hichilema wants to practice his politics of sarcasm. What is obvious is that the President has the prerogative to at appoint whoever he wants to act firstly as well as represent him at various international fora, this matter of acting as President when the President is out of the country is not a new phenomenon.”
Mr Chellah said he expected Mr Hichilema as leader of the opposition was to give Zambians his expectations from the US-Africa summit as it will have an impact on Zambia.
Meanwhile, Vice President, Guy Scott, is confident that Zambia will greatly benefit from the United States of America -Africa leadership summit, being held in Washington DC.
Dr Scott said the summit which aims at promoting investment and trade between the two continents, will come up with commitments and measures that will impact positively on Africa and Zambia in particular.
The Vice President told ZNBC’s Mwila Nsofu that Zambia will take full advantage of the summit to rip maximum benefits from the gathering by wooing American investors and promoting increased trade between the US and Zambia.
US Commerce Secretary, Penny Pritzker, has said about USD $900million,in business deals, will be formally announced during the event.
Meanwhile, Dr Scott said he is impressed that at the summit African countries have been able to discuss and come to a consensus on various issues affecting the continent such climate change, HIV/AIDS and the Ebola virus.
And Commerce Minister Robert Sichinga said there is need to enhance infrastructure and power generation for Africa to maximize on on American efforts to promote trade and investment in Africa.

Chela, even if Sata has delegated Mr Scott before, that does not still make it right. A precedence in itself does not justify the action. In the first first place, it’s not the first time we are seeing the president absent from major events, last week he missed a major event at the show grounds, it took over a month to commission the attorney general. I always like to be objective. I listened to HH’s voice on this matter during the UPND press conference and later listened to the breakfast programme on HotFM.
For a change I am inclined to agree with Chellah. HH sounded so petty and childish. He did not have a clear point. How many times has Dr Scott attended functions on the President’s behalf and Chellah is right that MCS had the prerogative to send anyone he wishes and it cannot be the debate of a press briefing.
UPND is rapidly reducing its value by holding press conferences everyday. I personally love my Tonga brothers and sisters, they are hard working like any other tribe in Zambia hence the high agricultural production in Southern province but when it comes to this destructive party that is comprised of the worst elements from across Zambia including the likes of William Banda a thug that some of you UPND chaps right here on Lusakatimes once condemned prior to the 2011 elections and now seem to accept as your respected member it speaks volumes of your true hateful and power hungry character.
