Kenneth Chipungu demands that the Ministry replace the CDF funds stolen by Ministry officials

RUFUNSA member of Parliament (MP) Kenneth Chipungu has demanded that the Ministry of Local Government and Housing sources the K1.3 million Constituency Development Fund (CDF) which has allegedly been stolen by some officers at the ministry.

Mr Chipungu said yesterday that the K1.3 million 2013 CDF allocation was meant for buying a water drilling machine for the constituency.

He said it is not fair that a few individuals should cause the suffering of many people in his constituency.

“It is very unfortunate that it has to be our money that was misappropriated and we have to suffer the setback,” he said.

Mr Chipungu said water in Rufunsa is a challenge and it was agreed that a drilling machine be purchased to arrest the situation.

“There are no rivers in Rufunsa and hence the water table is very low and we thought the purchase of the machine will help us address the water problem,” Mr Chipungu said.

He said when he discovered that the money was not in the constituency account, he made a follow-up with the ministry and he was told that the money had been misappropriated.

Mr Chipungu said Minister of Local Government and Housing Emmanuel Chenda assured him that money would be given to the constituency once it gets funding.

He said law enforcers must also ensure that all perpetrators in this matter are brought to book.

Government has suspended seven officers at the Ministry of Local Government and Housing for allegedly fraudulently withdrawing and diverting K3.3 million public funds.

Of the K3.3 million, K1.3 million was allegedly withdrawn from the Constituency Development Fund account for Rufunsa District Council while K2 million is from the Ministry of Local Government and Housing account.

  1. RUFUNSA! Give them back their money. We support you Mr Chipungu and we shall keep the people of RUFUNSA in our prayers. As for those agents of the ‘dark one’ that stole….Hell is too good for them!

  2. ZMK1.3million is not alot of money to make 7 officers suffer, zambia is a christian Nation, lets learn to FORGIVE AND FORGET, the MLGH minister already promised that after funding they will give back the money why then suspend 7 officers

  3. When corruption reaches its highest people fear no one. How could peple share the funds like that. Who authorised and what requests. If acc fails on this then they shud all retire.

  4. The MMD coruption has continued with PF government because Mr Sata was MMD national secretary, Guy Scott was also MMD. Thieving was merely transferred with a new tag of PF government. Only new politics with new blood, new thinking and pure democratic principles of rule of law, accountability and transparency can change the mind set of corruption in Zambia.

  5. MunadeKhane sounds like HH. That is what he said in his Muvi TV interview last. The problem with UPND they don’t know how to have an intelligent debate, Hon Chipungu is raising a good point.

    They are calling him corrupt but it is common knowledge that UPND has been hot after the so-called corrupt MMD members. People like Muhabi, Mulusa has all confirmed that UPND has been after them. Please UPND concentrate on having a clear vision and message. What you are showing us is that you have no home-grown members of your own but targeting MMD. You managed to get the unprincipled Dr Banda, that’s enough.

  6. where were you honourable MP for rufunsa? that’s why they say most MPs don’t visit and even know what is going on in there constituencies. maybe he benefited in one way or the other,why did he keep quiet until TIZ told the public gathering.

He was busy crying for an increament on his emoluments whilst getting some kick bucks from his constituency development fund through these stenographer, typist, office orderly,coz he was the one who should have cried first than TIZ coz that is his constituence fund allocation than him crying now. Every one of us has a duty to safe guard our resource don’t always blame the Bigman he can’t be everywhere, NO. How can someone put the Blame on the President when the Honourable MP is there in Lusaka just next to MLGH? That’s why they say some ministers do literally nothing and they even what an increament, IMAGINE.
