The opposition United Party for National Development UPND has expressed concern at the presence of Police Inspector General (IG) Stella Libongani in Mangango constituency a few days before the August 19th polls.

UPND Deputy General Secretary Kuchunga Simusamba says the presence of the police boss is a great source of worry for the party as it sees no reason why the IG should leave her office and go to camp in Mangango constituency.

Mr. Simusamba wondered if the move by Ms. Libongani is an indication that she lacks confidence in her officers in Western Province to handle the forth coming Parliamentary by-election in Mangango.

[pullquote]FODEP hopes that the presence of Ms. Libongani would not fuel more violence in Mangango as was the case in Mufumbwe by- election in 2010.[/pullquote]

Mr. Simusamba also expresses concern that the IG’s presence in the constituency might have a bearing on the outcome of the results.

He accused the ruling PF of trying to change their fortunes by trying to use state machinery as they have seen that defeat is inevitable.

And on the reported clashes against the ruling PF Mr. Simusamba said the ruling party has been picking on the UPND because it has seen that it is the only formidable party threatening the it’s stay in power.

He said PF officials have seen that the wind of change is blowing towards the UPND hence the desperate moves to try and frustrate the party’s efforts by confrontations and violent engagements something he says will they not stand by and watch but meet them head on.

Mr. Simusamba added that the public can not expect anything good from people he termed “known thugs of the PF” such as Kafue MP Obvious Mwaliteta as the only thing they know best is violence.

He also wondered why the same people have not been brought to book by relevant authority for their involvement in electoral violence and for using government Vehicles during campaigns when they are known.

Meanwhile FODEP Executive Director McDonald Chipenzi hoped that the presence of Ms. Libongani would not fuel more violence in Mangango as was the case in Mufumbwe by- election in 2010.

“FODEP hopes that the presence of Inspector General of Police Ms. Stella Libongani in Mangango will not fuel the situation as it happened in 2010 when the IG’s presence in Mufumbwe caused more violence in the area than peace.”

    • The IG can be found anywhere she wants. She is competent and the eyebrows being raised should be cut off.
The bottom line is UPND are trying to find an excuse for losing these elections

      Thanks

    • these PF 1diots want to rig the elections in their favour. It will not happen. PF is going faster than they came.

    • all these people flooding mangango have NO interest for my people in mangango,,,,, they are all there for their selfish gain,,,,,,,,,

can you please control the flow of people into mangango,,,, ebola alert!!!! please give my people room,,,

    • In a desperate move, PF has recruited voters from other regions and paid them K2000 each to go to magongo on the voting day. If PF wins, they have been promised a further K1500.

These thugs have been recruited from CB, Lusaka and Livingstone and kafue and given voters cards. You shall hear that more people voted in Magongo than those on the magongo voters’ register. Now the problem is the voters register which has not yet been updated. Right now senior PF minions are trying hard to convince ECZ to update the voters register to include these people imported into magongo.

They want to repeat what happened in Livingstone. What ever the case Magongo people have decided to vote for UPND.

    • @Mushota.

Our young lady, Stella, is our traditional cousion who we know grew up in Kalomo and attended Njase. We know her well.

We do not expect a kongolay to know the Wina family; ituli forest is too far from kwahae.

I can confirm that Pretty is correct but that said, both the Wina’s and their niece (Suba) and grandchild (Stella) are sisters. So no negativity from all you zealous ones of the South….this is family!! Blood is thicker than water. Our young lady is simply earning bread…..but ultimately she knows which blood flows through her.

    • Saimanengo (Terrible name by the way) !

This is tribalism you are advocating and . You need to stop questioning the Integrity of the IG who has been and remains independent and professional about her job. What she was, did, and whatever you have heard or witnessed is irrelevant here.

She is merely doing the job you and the President entrusted her to do.

      Stop the hate please

      Thanks

    • @ Siamanengo and Mushota, if this is how Zambians think these days then we are doomed. It won’t be long before we see bloodshed à la Iraq.

    • @Mutale Chikwanda.

As for those of congolese origin…its tooth for tooth, eye for eye! The hate the south and the South despises their thievery and crooked ways.

  1. Being the head of the Police in the Nation, she has every right to visit any part of the Country which is embroiled in violence. we do the same in the plants, if one part of my plant is prone to breakdowns even if I trust my Engineers and supervisors I would go and have my personal experience so we can put our heads together to resolve that threat. so calm down ba UPND and FODEP, I think she means well. I though FODEP was suppose to be happy that we will be having more officers in Uniform to curtail all violent acts in the election the only concern FODEP was suppose to have was for her to be neutral and make sure there a level palying field in the campaign by arresting all perpetrators of violence including PF cadres.

  2. PF is just wasting time. Mangango has already decided. Even the PF candidate has already said that he is UPND. Too late PF. Just let the will of the people prevail

  3. This is party affair and not government business. Why should the whole office of IG move to mangango? As I have always said, PF lied to the lozis regarding the Barotse agreement and are busy arresting the lozi people for showing disappointment. WHY SHOULD LOZI PEOPLE VOTE FOR PF? If PF wins these elections then it will obviously mean that the elections were rigged. No debate about that!

  4. I believe differently that The Safest Man on Earth is A Policeman. Even in war torn countries or crime ridden regions a policeman is safe sight to see. Each time I have a concern in many countries I have visited I always look for a police man for honest advice first before I can talk to people I don’t know. It’s very strange that others don’t want safe hands next to them. We have a big problem here!

  5. The police are supposed to be non partisan, what is the POLICE HIGH COMMAND doing there? the PF are sure upto no good.

  7. MM Le Grand Patron Wa Zambanga it shows how your small brain process information and how shallow you resort to insults you may call PF 1diots want to rig the elections in their favour. UPND is a party driven by violence because it’s belongs to extreme individuals with appetite for blood, hate, anger and self preservation. Mufumbwe it was UPND. Lack of ideas the capture the imaginations of masses. UPND behaves like extremist Moslems who think using violence will make people follow them when it’s the opposite. There is need to remove this tag of violence and anarchist by UPND

    • I would have agreed with u if kabimba had not said so of his party,pf as the most regional and violent party.to this day the pf SG still maintains his statement.

  8. Mushota clearly has no job. If she or he does, then there is a problem. how can one spend so much time reading and responding to LT stories????

    • Mushota or no Mushota, we just want the PF to go. We can’t have a government that fails to work from the head to tail. MCS is hiding and so are his ministers. They are all busy sharing the loot.
What has happened to Kabimba and Mulenga Sata? They have both grown cold feet due to the uncertainty of the King’s health?

  9. # S.H.I.T SUNTWE: who else live in western province? Its the Lozi people! Who else did Sata and his tandem of tribalistic thieves cheat about the Barotse agreement? The Lozi people! No Tonga, Bemba Luvale or ngoni were cheated regarding the Barotse agreement. That is the reason its called Barotse agreement because it was signed between the lozis and the Zambian government. On that point PF will LOSE!

  10. The 2010 mufumbwe one was good as the Police inspector general had to run for cover, and even his body guards complained as he out ran them and exposed himself, when he found cover stones from catapults were raining on him. Oh poor soul, I pity these IGs because they are completely nothing, its just the title that appears big
