Vice president Guy Scott has dispelled fears that President Michael Sata may not open Parliament in September this year.
There have been fears suggested in some media reports that in view of the fact that President Sata has not been attending important meetings among them being the recent SADC and US-Africa summits, it is possible that the Head of State may not be able to open Parliament next month.
But Dr. Scott has told Qfm news that he is optimistic that President Sata will open Parliament in September this year.
Dr. Scott has wondered why people could think that the President can fail to open Parliament for the third or forth time when he has already done it twice before.
And Dr. Scott has explained that it is his duty as republican Vice President to attend functions which are of less importance for President Sata to attend.
He says the recently held US-Africa summit which President Barack Obama hosted for African Heads of States was not a high profile which necessary required President Sata himself to attend.
The Vice President says he has attended similar functions before like the most recent SADC summit that was held in neighboring Zimbabwe besides other equally important functions such as the Liberation Day in North Korea and the 23rd Commonwealth Heads of Government Meeting in Sri Lanka.
He says this is why thinks that the meetings like the US-Africa summit normally would not deserve the attention of the President because it is up to him to decide whether to attend or delegate his Vice President as it does not make a difference.

I do not remember a time when infrastructural development ever stopped in Zambia apart from the last days of UNIP. Ever since each successful government has developed infrastructure in a more co-ordinated and properly managed way than the PF. So whether PF in power or not infrastructural development would have gone ahead any way.
The PF are doing this infrastructural development in a haphazard way and using it to syphon money from government coffers into their personal accounts abroad. This explains why RDA is run from one of Sata ‘s bedroom.

I’m pessmistic about Sata showing for parlia based on the his modus operandi for the past two months. I think if Sata can delegate Scot to open parlia he will do that. He (Sata) won’t expose himself to public close-up camera scrutiny just to open parlia. By the way all parlia invites are done in the name of the president just a matter of protocol. Why can sata use the opening ceremony to step down, that if he will manage to talk. Zambians I want you to reflect seriously, if the current situation in our country is health for our state. The two important things on the calendar that are expected to be graced by president Sata are opening of parliament and Jubilee celebrations. I hope Scott won’t eat his words and again say these are not important matters requiring the president to attend to. I find it absurd that the President continues to hide from the public. I think people would be more sympathetic if PF were honest enough to tell the public that his unwell. Remember when Her Majesty had to cancel on an Italian trip to meet with salvio, ‘Bunga Bunga’ and her office sent an apology she could not attend because she had Gastroenteritis! Well I think they might have been upset a little bit! It is sentiments such as these uttered by high profile representative that I wonder whether PF has Zambia’s interests at heart. A summit (which means high level) should be treated as such. When the head of state does not see meetings with otherLlions/Kings/Leaders as important, then we are in BIG trouble. How/When will he initiate important bilateral deals and agreements if not face to face – or perhaps he feels he can do so with a Facebook message?
