Background

Towards the end of the 1970s there was a shift in the World Bank’s thinking of road maintenance in developing countries.At that time, new roads built in the mid-1950s normally with a 20-year pavement design life, were falling into disrepair and needed major reconstruction, rather than just the more modest pavement renewals and overlays that had been anticipated. This was compounded because roads constructed in the mid-1960s had been built with typically shorter design lives of only ten years; these later roads were also disintegrating.

Failure to maintain these roads was causing an unforeseen surge in the need for expensive rehabilitation.At the time, this was the main focus of the World Bank’s lending in the road sector. However, it soon became clear that one of the key parameters dictating the rates of return on road investment was the maintenance regime applied during the road’s life. Typically for every one dollar not spent on road maintenance, around three dollars additional cost was imposed on road users.

Until this time, road maintenance had been viewed simply as an unimportant, routine and straightforward technical activity. The new understanding of the impact of maintenance on rates of return of road infrastructure investment, coupled with the realisation that maintenance was not being carried out on World Bank projects (despite the existence of loan covenants), led the Bank to investigate the problem further.It was not until the mid-1990s that a major breakthrough occurred when the World Bank and a number of other development agencies launched the Road Maintenance Initiative (RMI) in Africa.

According to a World Bank Technical paper written by Ian Heggie in 1995 road transport is the dominant mode of transport in sub-Saharan Africa, carrying close to 90 percent of the region’s passenger and freight transport, and providing the only access to rural communities where over 70 percent of Africans live. Despite their importance, most of the region’s nearly 2 million km of roads were poorly managed and badly maintained. By 1990, nearly a third of the $150 billion invested in roads had been eroded through lack of maintenance. To restore only those roads that were economically justified and prevent further deteriorations would require annual expenditures of at least $1.5 billion over the next ten years, or more than double the requirements of regular maintenance. To find sustainable solutions to these problems, the United Nations Economic Commission for Africa (UNECA) and the World Bank launched the Road Maintenance Initiative (RMI) as part of the sub-Saharan Africa Transport Policy Program (SSATP).

The Road Sector Investment Programme (RoadSIP)

In 1998 the MMD government formed the Road Sector Investment Programme. The Road Sector Investment Programme (RoadSIP) was formulated following Zambia’s assent to the World Bank’s sponsored Road Maintenance Initiative (RMI) with the objective of concentrating on preventative road maintenance, by carrying out repairs and strengthening before failure takes place, and protecting road pavements from deterioration.
ROADSIP I started in 1998 and was completed in 2003 at a cost of US$ 520 million, while the RoadSIP II started in 2003 and was scheduled to end in 2013, at a cost of US$ 1.6 billion with the key objective of bringing a Core Road Network of 40,113 km into maintainable condition.

ROADSIP II was aimed at systematically maintaining the road network, to effectively contribute to the development of the national economy, reduce poverty, generate employment and increase opportunities for the rural people.

The expected cost at the time of programme preparation was US$ 1.642 billion over ten years, with slightly under half of this total expended in the first five years.

Timeline for the Chiawa bridge

In November 2007 the MMD government through the Ministry of Works and Supply submitted that it was the governments policy that all pontoons in the country would be replaced with bridges.

During the First report of the committee on government Assurances for the Second session of the tenth National assembly appointed on 16th January 2008 the Acting permanent secretary in the ministry of Works and Supply said the construction of the bridge across Kafue River at Chiawa to replace the existing pontoon was underway. The detailed engineering design for the bridge construction had been completed. However, there had been a modification in the bridge deck design of the prestressed concrete box girder, which was expected
to be finalized in August, 2008. It was expected that the modification would result in a saving of 20% as opposed to a composite bridge deck. He said the actual works for the construction of the Chiawa Bridge could begin in May, 2009.

A 2008 Report by the RDA revealed that funding was procured from the the World Bank for various bridges across the country among them the Chiawa bridge.According to RDA annual report 2008 Draft designs for Chiawa Bridge along Kafue River in Southern Province and bidding documents had been completed. It was expected that civil works would commence in April 2009

The Road Development agency 2008 Review of the Annual work plan revealed the bridges and structures that the World Bank was funding.

Through World bank funding works were procured for bridges in northern(34 structures) and Luapula (30 structures) including the four national parks (40 structures) of Lochnivor,Kafue,Mosi -oa -Tunya and Lower Zambbezi.Although these contracts were awarded late 2008 the actual implementation started early in 2008.A total of 104 bridges and culverts were to be constructed under this programme.

As for works on the copperbelt province which were also part of World Bank financing the procurement process could not start until the construction cost of the Chiawa Bridge was ascertained.The World Bank secured US$8 million as budget support towards reconstruction of priority river crossings in North Western (29 strcutures ) and Eastern (83 structures);the works started early 2008.

May 2009 Five companies have submitted their bids for construction of a bridge at Chiawa crossing on the Kafue River.
The offers were revealed when the bids were opened at the Zambia Public Procurement Authority (ZPPA) in Lusaka with the companies pegging the cost between K83 billion and K180 billion.

The tender floated by the Road Development Agency (RDA) saw Rumdel Construction bidding to do undertake the project at a cost of K180,596,160,000 while China Henan International offered K83,592,014,082.

China Jiang Xi Corporation International has bid to build the bridge at K92,969,360,493, Sino Hydro Corporation’s bid is K101,965,869,883 and Sable Transport seeks to do the job at K138,786.786,785.

Chiawa bridge project hit an obstacle

Chiawa Bridge was part of the activities to be funded by the World Bank. The budget estimate for the bridge was US$8.7 million but after the tendering process in May 2009, the lowest bid amounted to US$17.2 million, US$8.5 million above the available funds. The engineer’s estimate, based on historical rates, turned out to be conservative but the bids were also uncompetitive. The volatile market situation including the effects of the World Cup preparations in South Africa were understood to also have contributed to the
unrealistically high bids. The situation necessitated cancelation of the procurement process, review of the designs, and rebidding. The revised cost of the bridge was US$14.7 million, and the US$6 million gap (including price escalation) is to be provided through
the proposed additional funding.

October 2010 The World Bank Board approved an additional credit facility of US $15 million to Zambia to finance the construction of the Chiawa bridge on Kafue River in the lower Zambezi. The additional credit will also assist in other road rehabilitation work. The additional credit follows the approval earlier in the year of US $75 million for the Lusaka-Chirundu Road.

June 2011 The Government invited second bidding for the construction of the Chiawa bridge.

27th June 2012 CHICO (China Henan Corporation) signed the contract of construction of a bridge at Chiawa crossing on the Kafue river with Zambian Road Development Agency on 27th June 2012.

22nd August 2014 Vice President Guy Scott commissioned the completed Chiawa brigde and named it Michael Chilufya Sata Bridge.

  1. To the chargrin of PF cadres and gullible Zambians who don’t read it wasn’t Sata or the PF government.This was an initiative started by the Mwanawasa government.It however was the World bank calling the shots.

    • Who cares about who started it? He started it and delayed until he died. Is this what we expect from our leaders? Sata took over and with in 2 years it was completed. This is kind of leadership we want in this country. Things must be seen to be working. not just talking. Bravo PF. This country has lost a lot of money through such delays. 90% of credit goes to Sata and PF on this one.

    • If you want to hide something from a PF cadre put it in an article!! PF didn’t complete anything.The ball was already rolling. After getting additional funding from the world bank in 2010 the tender was floated in 2011.Later in the year PF came into power after everything had already been signed.Thats probably why Sata is comfortably sleeping in state house,because the balls MMD set into motion are rolling smoothly and all he has to do is lay claim…

    • Developing a country is not a preserve of any particular political party or leader only but a continues process.

      Eg, Mwanawasa never started the HIPC program, it was started under Chiluba but credit went to Mwanawasa because the completion and debt forgiveness was under his watch.

      Therefore, it doesnt matter who thought about building the Sata Bridge but what matters is its finally there for the people. We must all be happy that the people of Chiawa have something tangible to help improve their lives.

      There will be so many plans and programs initiated by PF that they may not complete that will be undertaken and completed by PF+ party.

      Lets deliver development to the people, besides thats what all political parties promise the people when campaigning to be elected

    • I just wish PF cadres could even read articles to get a clear picture of how are things are run. To them it is always Sata, Man of Action. I wonder what their man of action is up to in state house as he has been missing from action for quite some time. To name a bridge after Sata is pathetic to say the least. He doesn’t deserve anything more than taxpayers’ money he is getting as his salary. He is a civil servant,period!

    • Chiawa as a name for this bridge is more appropriate than this Michael Chilufwa Sata name.Besides this, I suspect the name was not even discussed in Cabinet to give it the legitimacy it deserves.Guy Scot being a chola boy for Michael Sata cannot just get his excitement from his bed and start naming important landmark structures after undeserving personalities.Please reverse the name.

In democracies, structures, Aircraft carriers or Airports are named after leaders who have passed on. This kind of honour is genuine. The naming of the Chilundu Bridge after Sata is grotesque. First the Bridge has nothing to do with Sata. Secondly it reflects the worst in us as Zambians. It reflects the worst sycophancy from Guy Scot who is supposed to know better. Guy Scot, I propose that you commence a programme of building statues of Sata in all our towns to satisfy your reverence for Sata. I am sure you would be so happy to have at last honoured your hero who has done so much for you.

    • Answering a question with a question, ‘was there going to be bridge to name after Sata had the project not been initiated by the MMD government’? Essentially what we are doing is praising and licking Sata for a job he is paid to do. It is high time we started looking at these guys as civil servants and not like some person of moral high ground who pays himself a salary at the end of the month from his own money.

      Still Alive … please get your facts straight. It is okay to name things after people of influence when they are still alive. In fact, how would you feel if your kids only thank you when you die? Never once tell you how grateful they are to you now no matter what birthday and or Christmas or whatever gifts you buy for them.

  2. What kind of insinuation is this? get to understand the difference between planning and execution. PF has managed to mobilize resources and executed the said project. Meaning they have delivered. There a many projects is Zambia and beyond that have being on cards for many years, but actualization has proved to be elusive on account of many factors, i.e. lack of finances, poor leadership name them. PF has overcomed and delivered within 3 years. VIVA PF as me and my clan including friend we are definitely Voting for PF in 2016. MMD and the leaders have been failures 21 years in power nothing of value to show, but PF is showing within 3 years. You will suffocate and dies because of your hatred.

    • BKB show the proof where PF mobilized funds for this!!The World Bank had long before figured the way to make money in Africa is road maintenance.They set up a fund and the MMD government applied for that fund. But all this must be too complicated for little minds to comprehend.

    • #Ba BKB # Sir, I am sure you have already seen that, when PF came in office in September 2011 the money for the Chiawa Bridge had already been secured from the World Bank. The Project had gone to tender for the second time and the contractor had already been identified. In all decent countries where they have decent politicians, Guy Scot would have acknowledged the contribution of MMD, Mwamawasa and Rupiah Banda at the commissioning. The only decent politician in PF is Alex Chikwanda who congratulated Situmbeko Musokotwane for the wonderful work he had done at Finance. Let us learn to acknowledge the contribution of others to the public good. It elevates the quality of our politics and removes the incentive for opportunists to take advantage of humble citizens who may not know better.

  6. For the information of UPND and MMD demagogues it doesn’t matter who initiated the project. The person who is there on completion takes the credit. Others will take the credit for PF initiated projects when PF is out power. Right now its all credit to the PF and deservedly so as the party in power and government. RB was criticised day in and day out for taking credit for projects initiated by the late Mwanawasa despite the fact that they were from the same party. However, the same people see nothing wrong in taking credit for projects that Ukwa criticised whilst in opposition! This is but the latest of the unabashed stealing of other’s idea from paya farmer, others being the Kazungula bridge, mobile clinics, Robert Makasa University to name but a few. Up to now there has not been an initiative that has come to fruition that has entirely been conceptualised by pf All we have are vague ideas such the new national airline, Zambia Railways and Indeco reloaded.

Not your MMD that was so scared of undertaking revolutionary infrastructural projects. IF Dr Mwanawasa started this, then RB came and went without the bridge across that river. Sata came and put this project in high gear and we have arrived. Precisely why we wanted him. What we can show to the people is the bridge and people using it, NOT those documents being reproduced by your Sokomuntu. Right now airports are being mordenised, many roads are under construction, zamtel is ours, zambia railways is ours, toll gates are here, clinics being built, hospitals better equipped, universities being built, bumper harvests continue

Can’t we just be happy that Zambia has one more decent bridge instead of down playing the effort of the man in charge, and writing at length, almost duplicating the bible?   9. I am trying to see were the PF are saying they started and finished the Chiawa Bridge. Can some point that out to me so that I can join in insulting them. All the PF did is start the construction, finish it and gave it a name. The PF have given a lot of Levi Mwanawasa this, Levi Mwanawasa that MHSRP already to deserve the insults. The PF are also starting a lot of projects which Alias Chipimo will come and finish. The choice of names will be his.

We voted the MMD out because we needed change of leadership. A responsible leadership was put in place and they have completed a viable and a project full of vision!!

    Be Zambian and celebrate success. Mwanawasa has already a bridge named after him, it is just proper that ba Sata the one who has completed the current bridge be named after it. Be happy Zambia is developing.

By the way the childish discussions are going, some people might end up questioning as to what would have happened if the river was not there at all.Though some credit can be given to the people who initiated the project( as well as the creator who “initiated the river” ), please give credit to H.E, whether you agree with him or not.

    • It is sad indeed that there is so much hullabaloo over a 140meter bridge.What’s even more depressing is it took almost 10years of planning,design,tenders,bidding,signing contracts and eventually building of such a small bridge! This could have easily been a UNZA school of engineering end of semister project. The World Bank runs Zambia.Politicians are the middlemen and the citizens the slave labourers.Nothing happens without the approval of the World Bank. We tried to get out of IMF/World Bank shackles but we are back in their sticky arms.We don’t even know what we are beating drums to!!

As for Zambia being found caught in the web of IMF and World Bank crawls, i would refer you to the all-seeing eye on a one US dollar bill. It is not only Zambia within the grasp of those powerful organization. Basically we are all slaves at the base of a pyramid and those rich elite guys controlling every country’s economy are at the top. It is biblical and there is nothing you can do about it. Only those in Christ are free and will be saved. Soon it will be 666 on your forehead for you to acces land, get a job, buy or sell. It will happen whether we like it or not.   17. It is very good and important for the PF govt to continue with good projects that were started by the MMD govt back then. I commend the PF for the continuation on where the MMD left and failed. The PF should also be recommended discontinuing other projects that where not in the interest of the country and Zambians at large.

MMD was in power for 20 years n failed that Sata has accomplished in just 2 yrs: 1)failed to build a bridge. 2) failed to build Chingola Kitwe dual carriage way but Sata is doing it. 3) failed to build the Universities. 4) failed to build pave2000 Zambia 5) failed to initiate link8000. 6) failed tobuild new airports 7) Sata has managed a record bumper harvest. 8) MMD failed a simple kalulushi-sabina road but Sata has done in a twinkle of an eye. 9) Sata is building ring roads and L400 but MMD failed for 20 yrs. 10) Sata brought toll gates in a flash of a second. 11)If MMD had continued there would have excuses upto now.   20. There are a lot of things MMD did for this country which PF wants to take credit for. The challenge was that RB was not a communicator like Nevers. He did not know how to market MMD, he is not an orator.

    Nevers and Muhabi are doing very well. Keep it up. Maintain the consistence, Zambia will begin to listen to you. Ignore the wishful “MMD is dead” song. If its dead why do the likes of Dora still hang around?

    The other point is Musokotwane and Mutati should “Don’t Kutina”. They are too quiet especially because of the bicycle issues in Musokotwane’s case and other skeletons in Mutati’s case. Speak up for MMD. Help the party.

  23. Argument is very annoying. Government projects are planned by technocrats and not parties. The Northern Rhodesian Government planned the construction of the Kafue Gorge Power Station in the 50’s but whites in Southern Rhodesia bulldozed the construction of the Kariba Dam Power Station. The Zambian Government constructed the Power Station. Would you then give credit to the Northern Rhodesian Government because it planned the project? The MMD could not complete the Power Rehabilitation Projects started under Mwanawasa despite the power shortage. The PF government has finished these projects and has even extended the Kariba North Bank Power Station. The construction of the Power Station at Itezhitezhi, a UNIP project, is nearing completion. MMD ring roads in Lusaka are under construction.

  24. Just appreciate that your colleagues are implementing all the projects.It doesn’t matter who started but the implementation is what is vital. Anger and jealous will not take you anywhere,mind you people have got eyes to see and make judgements.

  25. For how long have MMD been in power and how long did Rupia rule after Mr. Mwanawasa passed on? If PF were corrrupt could the project have been completed? Lets give credit where its due.

  26. if you want to hide things from Zambia hide it in history, when levy Mwanawasa bridge was completed honour went to levy himself who started not Banda who completed, when Michael Sata bridge is completed honour goes to Sata who completed not Banda who stated. what logic is this zambians

  27. Compare the Infrastructure development of the PF in 2 years and that of the MMD in 20 years. What was the MMD doing with the taxes apart from gallivanting all over the world? How do you expect to win an election by starting to construct roads a month before elections when the die has already been cast. The MMD tried to hoodwink the electorate into thinking the construction of the Kafue Lower Power station had started with a ground breaking ceremony. If PF had finished this project we would have heard similar cries,”MMD started the project”

  28. As I read the above squabbles, I am right now at the Washington bridge and thinking how these American’s don’t even seem to notice such a monumentous structure

  30. As the next in government appropriate consideration process will be instituted to determine who can be honored in remembrance of their contribution to the nation. Since ours will be a government with the doctrine of ‘Responsible and Respect’ for all Zambians. Total overhaul will be embarked to determine authenticity of what has gone on during the absence of Sata on national destruction, concealment of frauds and naming of public assets after certain nationals without public debate.
