Republican Vice president Guy Scott has expressed ignorance about former Justice Minister and PF Secretary General Wynter Kabimba’s parliamentary status following his sacking by President Michael Sata last week.

Mr. Kabimba was a nominated Member of Parliament.

Dr. Scott has told Qfm news in an exclusive interview that he has no idea as to whether Mr. Kabimba has also been stripped of his nomination as an MP or not.

Dr. Scott says as Republican Vice President he is not part of such Presidential decision making.

He however says he does not think that it is automatic that once a nominated MP has been dismissed from the position as a Minister the individual also ceases to be a nominated MP.

Dr .Scott says this is because the country’s constitution provides that the President can nominate anyone to be an MP whether that individual is to serve as Cabinet Minister or not.

And Dr. Scott has observed that it is normal in a Democracy like Zambia for an individual who has been dismissed as Minister to be criticized in the manner Mr. Kabimba is being criticized following his sacking.

He however states that he is not agreeing with anyone in particular among the people who have been commenting on Mr. Kabimba’s firing, but that he thinks he would receive the same kind of criticism or praise from all kinds of people if he too was to be fired as Republican Vice President.

Dr. Scott says he also thinks the fact that people have been criticizing Mr. Kabimba, while others have been defending him means that the former PF Secretary General was well known and an active politician.

Asked whether Mr. Kabimba’s dismissal has brought disunity or unity in the ruling PF, Dr. Scott stated that as far as he is concerned the ruling PF has always been united.

He says this is why he is not worried about unity in the ruling PF following Mr Kabimba’s dismissal.

  1. This is why the Under 5 HH calls this guy Muzingu Opusa. Does Guy Scott has even doubts about why MPs are nominated and what it means to be a nominated MP? Should this even be something he has to say he is not sure. I guess Under 5 HH has been vindicated

    • You have appoint but your continued reference of HH as Under 5 is nauseating. Was KK Under 5 when he became President at 40?

    • @mmd bootlick.what does under 5 mean? From my understanding under 5 means below 50 years,so Obama,David Cameron,kk,and many others who ascended to the presidency before they reached 50 years, this age group is best as most of them are physically, and intellectually stable.Dr Scott is playing it cool here because winter was his right hand man,I doubt it if another nominated mp is to lose ministerial position he would say the same.

    • Ba MMD Bootlicker, we respect you very much. But if you continue belittling our president, HH, we will have no choice but to unleash an avalanche of insults on you. For once respect Mr Hakainde. We don’t call your president, Mr Mumba, names. Your party MMD is in sh.it. So sort out your mess in MMD.

    • @Emmanuel Chende,

I agree with totally, this MMD Bootlicker is a sick man always having a go on HH lately, what foolishness? Leave HH alone as you desperately seek favours for a job from Sata.

On Guy Scott, I can’t blame him on his ignorance on details surrounding the sacking of Kabimba because even Sata himself is confused on this issue We know that Kabimba has to date not received an official letter of his dismissal from the President,
a letter which would have detailed everything as per normal procedure.
The speculation about his sacking by the ‘Chikwanda injury clique specialists’ will continue until the whole truth is made public.

    • Call him “under 5” all you want. At least you acknowledge that he has been vindicated in a lot of things about this PF. People may not like him because of where he comes from, but so far he seems to be the best person for the top job come 2016.

    • Since Guy Scott doesn’t seem to know, Kabimba was nominated so he can legally replace Mr Sebastian Zulu SC as Jstice Minister.

There is no reason for HEMCS to waste this nomination on Kabimba, that his been fired. At an opportune time, another nomination will be made, maybe Magande or someone else.

    • But Shi Charlotte is honest man, “he is not sure”.
Kabimba deserves to be an MP, and has been an independent MP because he never agreed with anybody except himself.

    • Hey PF minions please prove me wrong,by taking videos of Sata addressing a rally in mkushi today.

If you put a photoshopped picture I will know because I have software that analyses how the picture was put together by reversing the photoshop effects.

    • Kabimba ‘s seat in parliament will be given to Mulenga Sata, once parliament opens. It may not happen immediately but arrangements have reached an advanced stage so I am informed.

Kabimba is just an appointed MP so he easily lose his seat just like that, at the president clicking his finger.

    • @MMD Chief Bootlicker,

Your unwarranted and childish continued reference to HH as under 5 just shows how shallow you have become. We know you are desperately seeking favours for a job from Sata. Please leave HH alone.

    • @MMD Bootlicker, nearly every normal functioning adult is aware what forced Zambian voters to jump from a frying pan (MMD) into fire (PF). It was a protest vote against ‘Nyama Soya’ alias ‘Vasco Da Banda’ and MMD’s corrupt mismanagement. So, today where do you get the moral higher ground to unduly discredit HH and UPND? Or are you trying to get people to jump back into the frying pan?

    • Looks like the bootliker has sent these cadres scampering in all directions looking for amabwe to throw at mmd chief. You are spot on ,this under five freemason has been vindicated.

    • Leave bootlicker alone.

Under 5 simply means Hungry Hyena or a chimbwi no plan like he loves referring to himself is a political neonate. He is alive but very fragile and has no understanding of whats going on around him.

He can pee and poop anytime even while being breastfed.

Now you have a typical idea of an under five

    • ba mmd bootlicker apa pena mwaluba. what Scott has said is right. there is no tie between a nominated mp to a ministerial job. the constitution does not say that nominated mps shall be nominated for the sole purpose of later serving as ministers or deputy ministers. its just there to either balance the opposition in parliament with the ruling party if the president feels he needs more opposition mps or for him to increase his party’s number in parley so as to easily pass bills and so on. its at his prerogative as president. he can nominate anyone, even you ba bootlicker?

  2. Its paining u & Sata tht your Best Man is gone !!

Ths reminds me the story in the Bible of DANIEL who was hated by the Princes & THEY CONIVED to sort out Daniel (Kabimba, tho is not faithful as Daniel) BUT the KING(Sata) didnt kno the intentions.

But still whn Daniel was thrown into the Den of Lions THE KING WENT there in the MORNING to SEE HIS FRIEND…..and asked “has the God which thou serves Saved you”.
    Wht a Question ???
God is FAITHFUL & doesnt Disappoint. !!
Sata & Wynter ve been friend FOR DECADES. SATA & SCOTT r sobbing….!!!!

  3. This is not Guy Scott’s problem (neither is it HH). This is PF Government problem; Lack of maturity in management of our national affairs. Guy Scot is saying the truth. He does not know if Wynter is still MP. This just also shows the President and Vice are on different pages. Simply beacuse they dont operate as unit or team. The right hand does not know what the left hand is doing. This is a prefered Sata modus operandi. Keep everyone guessing and Scott does not want to guess.

  4. Muzingu opusa for sure but why have a man like him for vice president the man knows nothing in terms government. The president should sack this man also look at what he said in SA.can you stop dreaming wynter is gone next is you muzingu.

  5. Its the first time in the history of Zambia to have celebrated the firing of a minister and both his party and 95% of Zambians filling a sense of hope.

  6. The ceremonial veep at it again with his stupid.ity which he mistakes for wit…void of leadership in our country all these empty tins drawing a hefty salaries for doing absolutely nothing.
Zambians wake up from your docility and passivity! !

  7. So Scot is confirming here that he does not have any meetings or any form of communication with Sata at all. How can a vice not know the decision of the boss? Why else would he be ignorant as leader of parliamentary business of such constitutional matters? If they communicated in any way why hasn’t he verified with his boss what the state of affairs is concerning the issue? Indeed it is either Sata is not there or the two are not working together. Why have a vice you can not consult or inform of such important decisions? Never and never again should Zambians allow themselves to be ruled by such a hopeless lot.

    • Agree with you @ Silent Spectator. They are also contradicting themselves within their cabinet and party. Many of them including Kambwili and others were telling the world the other day that the sucking of Kabimba will bring unity to the party which was divided but this Sikota Mukuwa is telling us something else.

Granted he has not been informed by his boss (which in itself is a problem as you have aptly put it), he should have used his knowledge of the Constitution (if he has any) to give us a legal interpretation. He ought to have an opinion and not sit on the fence. To me he sounds like he is trying to lobby for an MP job for his friend Kabimba. He would really be the bitterest person if he were to remain in the House.

  8. If only these guys in PF didn’t go out of their way to wear the “no plan” label so very well.

Oooops…… I guess the President didn’t say anything about that when he fired Wynter and Guy hasn’t talked to him since or never thought to ask. Imagine a VP who isn’t ashamed to say he has no idea who in his own party (for God’s sake!) sits in Parliament and who doesn’t. And to think these people want to know what an “animal driven” constitution looks like…… serious?

  9. Going by the manner of Kabimba’s dismissal it is simply inconcievable that the President intended Kabimba to remain as an appointed MP. The tone and manner of his dismissal, and the ensuing countrywide celebrations of his dismissal suggest that the President’s trust and confidence which he once enjoyed have completely been shattered. I also think that the full import of his dismissal has not been lost on Kabimba.

    • Spot on Rotten Teeth… Surely even he (Kabimba) would have trouble staying on as MP (that is if he has any iota of feeling shame and integrity still left in him).

He really just needs to pack his bags and go far, far away on holidays with his family for an extended period of time (before the cops closes on him for that ACC case that was dubiously closed). It is for his own good and his family’s too.

  10. LOL. If Dr. Scott the 2nd senior most person in PF calls what is currently obtaining in PF Govt ‘unity’, then heavens help us when ‘disunity’ starts.

  11. …..VP assertions strongly brings out the million dollar qstn…’who really fired Kabimba..??….more often than not when a nominated MP is dislodged from his ministerial position, simultaneously the revocation of his nomination is pronounced….the revocation part is silent I bet that’s what the VP is trying to explain….
I have heard of MMD die hard UNIP die hard…die hard this and that…….one can easily tell that Scott is Kabimbasim die hard…..from the careful selection of words/statements……..

  12. I honestly think that we need to spend more time dealing with national economic issues rather than spending excessive time discussing Wynter. Getting the economy back on track is the real issue here.

Deceit and half truth wont help the national economy – journalists learn to raise economic issues- its what puts food on the table. For example, how can PF attract more FDI to grow the economy.

  13. It is not surprising that the vice president has no idea like the rest of us including Sata regarding the details on the sacking of Kabimba. I feel sorry for him.

As many have observed and even Kabimba’s family have confirmed that to date kabimba has not received the letter of his dismissal, very unusual indeed. This will cause a lot of speculation that will heighten the fact that the sacking of Kabimba is the work of the now famous ‘Chikwanda-led Injury squad’. We want the truth on the dismissal of Kabimba.

    • That observation seems to tally with the goings-on in the PF. Remember that Kabimba himself has not written a letter actioning the dilemma that Lubinda found himself in a few months back. Remember kah??

  14. He actually believes that he is a superior being. This 1d10t should be next in the firing line. Never trust the pale kind. They came with a book and swapped it with your land. think about it!

  15. And what is so special about HH mwebantu? What has he done for Zambia? And all of you supporting him I am pretty certain you are all Tongas period! Leave bootlicker alone, GEN has already explained the meaning of under 5.

  16. I feel sorry for Mr. Kabimba that so many are rejoicing at his misfortune. In my view, his fall started when he said ‘Zambians should thank PF for saving them from the MMD slavery’ and Nevers responded in vicious manner from which Mr. Kabimba never recovered.

It was in that report that I learnt that Kabimba has never won any election and that he had even stood in his village and lost. See MMD website.

  17. So in short, the Leader of the House does not know if he has lost one of his MPs as a consequence of the sacking. This says a lot about Sata’s style of leadership. Or has Scott been frozen out of the kitchen cabinet?
