Investigate Tax Evasion allegations at the Post Newspapers, ActionAid

ActionAid Zambia has called on the Zambia Revenue Authority to investigate allegations that the Post Newspapers Limited has been evading paying K 8 million in taxes.
In her Facebook posting, ActionAid Zambia Country Director Pamela Chisanga said she is concerned by the allegations that the Post Newspapers has failed to clear the K 8 million tax bill.

“I am really concerned by all these revelations on taxation. The Post Newspapers has now been exposed for not paying close to K8 million in taxes since 2011,” Ms. Chisanga noted.

She added, “There are a lot of things wrong with all this – firstly I wonder where Komaki (Julius), a PF cadre got this information? Why didn’t the Ministry of Finance say anything on this? Why has ZRA been chasing traders at COMESA and leaving out others like the Post in this case?” She questioned.

Ms. Chisanga said there is need to have some quick analysis of levels of compliance on tax payments from various sectors.

She said there is also need for an assessment of why ZRA has been failing to collect revenue from various entities.

“I think this is something that perhaps I need to interest colleagues in ActionAid Zambia to do this. We may actually be losing colossal sums of money than we have actually thinking.”

Ms Chisanga said Zambia needs to take the discussions around taxation out of the political arena and analyse them from an economic perspective.

“I am passionate about this because tax pays for education, health, water and all other social services. A couple of weeks ago I was in Senanga/Nalolo where some schools have received erratic or no funding the last 3 years and in some cases school kids have to do piece work or engage in some kind of income generation activity so that the schools can buy basic things like chalk,” she revealed.

Ms. Chisanga added, “This is so sad 50 years after independence. I applaud the teacher’s in these areas who use their salaries to buy chalk. It is so sad that to many people this is a political issue, but I invite Zambia to rise above all this, to analyse this as it is and understand what has gone wrong and resolve to end this rot as much as possible.”

The Daily Nation this week revealed that the Post Newspapers Limited owes Government more than K8 million in taxes.

It said the Post Newspaper apparently stopped meeting its tax obligations soon after the PF formed government in 2011 and PF cadre Julius Komaki says the newspaper had been singing praises for President Michael Sata even when they did not believe in his vision because the owner of the newspaper, Fred M’membe was seeking favours from the Head of State.

    • It is Sata’s PF government that is corrupt. It is Sata’s policy to exempt his supporters from paying tax. I wonder if Rajah Mahtani, Chikwanda and so many supporters of Sata are paying taxes. The Post should be made to pay taxes but the real criminals are Sata’s PF government. They are exempting their friends from paying taxes. They only come to reveal their friends unpaid taxes when they fall out. The PF is a criminal government that is not upholding the constitution and laws of Zambia.

      The post is just a tip of a huge iceberg of tax evaders in our country and the responsible ministry and govt institutions must “dig deeper” and bring perpetrators to book.

    • @Ndobo, sorry man I didn’t read what Pamela wrote. She declined to accept me as friend on Facebook, we know each other through those NGOs.
      Anyway, tell her I am impressed with how she caring about herself, since I last meet her 3 years ago at conference. She must be in good money. But I warn her not to attack Mmembe he will finish her just like Kabimba has been.

    • Ever excited Zambians!!!! This issue needs to be investgated. Let’s get to ZRA and Ministry of Finance and other relevant institutions not Komaki. How can you make conclusions out of data from Komaki….kikiki.

      On the tax, next time be in the forefront of digging out info rather than just act as support to others. After all I think you have all that it takes to do so …

  2. Not the Post is to be taken to task for their failure to comply with the land’s tax law but also the officers at ZRA, Ministry of Finance and the govt in general for letting such a situation slide until the Post’s support for the sacked WK.

Why now all these relvations after stopping to support government?Letts learn to disassociate ourselves from politics businessmen and women.Its like climbing on top of a Tiger when you jump out its forget that you are the master it will eat you,same to politicans you can help them with your money and publicty but after using you they will find something to bring you down.This is now happening to The Post after making PF popular and winning Zambians vote now its their time to dump them.

  4. …its now over 48hrs since Komaki revealed these allegations and yet no comment from ZRA or MOF…..they don’t need those length unfruitful investigations. All they need to do is get their books and open the page where Post is and get the dam fact….that can be done in less than 5 minutes….we are anxiously waiting to hear the truth……A teacher using his/her meagre salary to buy chalk and at the same time donating to some-one in form of taxes to buy a Hammer Jeep, brand new trucks….

  5. ZRA and the Ministry of Finance must be held accountable for looking elsewhere and allowing some organisations to deliberately evade tax. In essence, the whole government must resign for betraying the people’s trust. What this means is that if you’re in good books with the government then your business becomes tax exempt. What a fallacy! People of Zambia, for how long are we going to allow such a government to continue looting our resources? Why are we now being told that the Post has not been paying tax? How many more companies are in the same situation as the Post? There could be more; especially those funding the PF. A serious system would have a serious investigation conducted but as usual, we are not a serious people and this will just pass like any other things not worth…

    • All companies by PF members and their families and friends need to be investigated for tax compliance. If found wanting they should be made to pay penalties. The investigations should be extended to the MMD era.

    • Awe post/Mmembe are not the ones killing the patients in the clinics and hospitals.It is the policies of pf.Who has been creating unnecessary by elections and then during campaigns wastes more resources.
      Post only owes 8 million,what about Mr Chikwandas Apollo construction and others?
      How much has been spent on by elections since pf came to power?’

  8. ZRA do not need to investigate. The evidence is actually at ZRA. They just need to enforce the law by forcing the POST to pay the taxes. ZRA are busy chasing traders at COMESA market for failing to pay taxes and yet they are allowing the POST to evade paying huge amounts of taxes. Membe is now behaving like a monkey jumping from one maize field to another. What type of business man is Membe? If it was somebody else evading such taxes, we would have seen screaming headlines in Membe’s paper. Come on ba Membe, pay those taxes without further delay.

  11. I have a problem with madam Chisanga. My view is that she says things out of ignorance. she should atleast take more time to study media reports and obtain a full understanding instead of just taking everything even from disgruntled party cadres who have thier own egos to massage.

  13. Mickey mouse can manage Zambia better than PF govt. So a company in Zambia can evade paying tax if it’s connected to important officials. We can safely assume that it’s not only the Post newspaper but numerous other ‘connected’ companies are not compliant because responsible officials look the other way. It gets more evident every day that Zambia is so rotten at the core only a major surgery can revive it from the throes of embedded corruption. ZRA has no excuse, if they are professional and I want to believe they are they would have data on who is outstanding on their tax returns and make followups. The Post hasn’t been submitting tax returns from 2011 to date, 3 years and ZRA has been sitting on their ass3s doing nothing. They should also be charged with criminal negligence.

Christian say the world has come to an end and they too need a third term to survive. who knew that kabimba can exit and today seen driving a tractor…..kekekekekek?

  15. Teachers using their meagre salaries to buy chalk….pupils doing piecework to raise money to buy chalk…This is the meaning of free education under pf. Friends this is just an iceberg of a very big problem being experienced by govt schools and departments…since January most of govt departments have either been funded once or twice and some cases zero funding. How do these institutions operate and deliver the necessary services required by our people. To say the least MMD was doing far.far much better in funding govt departments than the PF govt,,yet there is plenty of money for by-elections. Govt schools have been neglected and the quality of education is very poor. we need to revisit the free education nonsense,these politicians don’t take their children to govt schools but to…

  16. ZRA can hire professional Bailiffs to grab physical assets worth K8 Million from The Post Newspaper. The Post has been in the lead shouting fake corruption allegations against innocent Zambian citizens. The noise has been so LOUD so as to conceal murmurs engaged by Mmembe, Mutembo Nchito and Dr. Mathani as they plan to exploit Zambia’s financial assets.

    What about the tax evasion by Zambia Sugar? What about the K14 Billion? Mutembo Nchito is not even suspended!!!!!! Where is that?????? If you cant take definate action please stop boring us!!!!!!

  18. The problem is that its not only the post which have been evading and avoiding tax. Some NGOs like Keepers Zambia Foundation have also been doing the same.In fact in some cases Keepers Zambia Foundation (KZF) has been deducting PAYE from members of staff and not remitting to ZRA. The so called John Msimuko and Mevis Mbindika Kasabula running KZF are very corrupt such that they pay ZRA officers when they come for inspection. They have been running another company called KZFI but no tax has ever been paid. So what are the authorities or so called Pamela Chisanga doing?. According to the law all allowances are supposed to be taxed but KZF only taxes ordinary employees. Entertainment Allowance for John Msimuko who is the Director has never been taxed. So its important to look at NGOs as well
