PF grabs three, MMD and UPND share spoils

The ruling PF is set to scoop three of the five by elections held yesterday.

PF’s Margaret Miti has won the Vubwi seat after polling 3,797 followed by MMD’s Eustarkio Kazonga with 1,091 while the UPND trailed in distant third with 761 votes.

The PF was in commanding lead in Zambezi West and Mkushi South with final results expected to be announced by mid-day.

In Zambezi West, the PF was leading after amassing 2,646 votes from 21 polling stations out of 30 whose results have been counted.

The UPND was second with 933 votes.

The opposition scoped the Solwezi Central Constituency parliamentary seat after its candidate Dawson Kafwaya polled 4,577 votes.

The UPND candidate was followed by his closest rival Newton Malwa of the ruling PF who polled 3105 while MMD’s Lucky Mulusa only managed a paltry 1,897 votes.

Electoral Commission of Zambia Returning officer Sarah Lunda declared UPND’s Candidate Dawson Kafwaya as the dully elected Member of Parliament for Solwezi at the Civic Centre at about 03:05 Zambian time.

The MMD retained Kasenengwa in grand style with Victoria Kalima polling 10, 936 votes followed by the PF with 3,489 and UPND in third with 439 while UNIP was in distant fourth with 280.

In Mkushi, the PF has taken a comfortable lead in the Mkushi South parliamentary by elections.

PF Candidate Davies Chisopa scored 1,952 votes against his closest rival Sydney Chisanga for MMD who polled 1,344 ballots by 06:00 hours this morning.

Agness Mambwe of UPND managed 948 votes.

This is after 19 polling stations out of 23 submitted their results to the totalling centre at Old Mkushi Boma Primary School.

46 ballot papers have been rejected.

The final results are expected by this afternoon as some of the polling stations are from far flung areas in the valley area.

The September 11 Mkushi South parliamentary by election was necessitated by the nullification of Sydney Chisanga’s 2011 election by the courts of law following a successful injunction by Mr Chisopa based on electoral malpractices.

With results from only four polling stations remaining, PF supporters led by Serenje MP as Campaign Manager Phillip Kosamu started celebrating their anticipated victory at their camp.

In Zambezi, the Patriotic Front (PF) is leading in the Zambezi West parliamentary by-election from the 30 polling stations counted so far.

PF candidate Christabel Ngimbu is leading with 2, 646 votes in the ballot papers counted so far.
The opposition United Party for National Development (UPND) candidate Charles Kakoma is second with 933 votes counted.

Mr Kakoma is followed by the Movement for Multiparty Democracy (MMD) Prisca Kucheka who has so far polled122 votes.

In the fourth position is the FDD’s Mark Kachongo with 50 votes while Green Party’s Kayombo Chilila is fifth with 50 votes while National Restoration Party, (NARERP) candidate Hastings Kanguya is tailing with a paltry seven votes.

Out of the 30 polling stations in the constituency votes from the nine polling stations are being awaited before returning officer Trifornia Tembo announces the overall winner.

The seat fell vacant following the court nullification of Charles Kakoma after being found guilty of electoral mal-practices during the 2011 tripartite elections.

And Patriotic Front newly elected Vubwi MP Margret Miti says she will focus on enhancing development that was initiated by President Michael Sata as she assumes her new position.

Speaking to journalists shortly after being declared winner of the Vubwi Parliamentary by-election, Ms Miti cited some of the areas that need attention as access to clean and safe drinking water and the electrification of the newly created district of Vubwi.

She noted that a number of people in the area still share water points with domestic animals saying that access to safe and clean drinking water is top on her developmental agenda.

The newly elected Parliamentarian said she will work with the people of Vubwi who elected her as MP in order to address their developmental needs.

Ms Miti has scooped the Vubwi Parliamentary by-election with 3,997 beating the MMDs Eustarkio Kazonga with 2,906 votes.

    • @Nostradamus, the President went to campaign in Mkushi and won. You are saying that wherever the President went PF lost. Just accept that your ka party is for under 5 and cannot win a presidential election. Losing in Zambezi by a vice president of a party just confirms that under 5 party is dead.

Mind you by 2016 70% of PF projects will be complete, Zambian Army, Airforce and National service will recruit, teachers and nurses too and other government workers plus there will be salary increase and many other services…..so in your wildest dreams, let me ask, do you guys honestly see what’s happening?     • This is not good for us as citizens. We need more opposition in govt lest we start retiring at 65 and kicked everywhere like a ball. We need checks and balances in Democracy. Ministers want a salary rise when our economy is not doing well and if they are many in govt anything proposed stands.

    • I agree UPND should seriously consider replacing HH with another candidate. This point of Saying Sata ruled PF for many years until he finally got to state house does not apply for UPND. Sata started PF, it was his party, UPND was started by Mazoka, so he is the one who had a BIG vision for the party, It could have made sense if it was him clinging to power of UPND because he started it. Infact if he was alive he could have been president by now. After Sata PF will be changing leaders as per their party constitution. The same should have been happening in UPND. IS UPND democratic? What does your constitution say regarding change of party presidents? How do u ignore the constitution?

    • If UPND had listened to Prof Chirwa and remained in the coalition with PF in 2011, HH would have been Vice President now and the party would have been in a good position countrywide. They would have easily overrun PF in 2016.

  3. In fact why PF lost Slowezi was because Newton Malwa was not sellable to the people for he was solely picked by Wynter Kabimba as he is his spy boy. Otherwise with a creadible candidate such as Dr. Ndumba Shatewa of Lumwana Barrick mine hospital come 2016, PF will easily get this seat. Actually we people of Solwezi wanted Dr. Ndumba Shatewa to stand but Wynter Kabimba bull dozed his way and adopted Newton Malwa his nephew and sweet spy boy. So this is his end and come 2016, it Dr. Ndumba Shatewa mwana wakwetu, Kaonde.

  4. The opposition can’t compete with PF, they just don’t have much resources, PF is using government vehicles and ZAF planes at will and Mathani is giving the PF the financial muscle they need.

    This is not to say that 2016 will be a walk over for PF, unlike now where the whole government goes to campaign in a constituency, in 2016 they will be over-stretched and the ministers and Sata will not be able to cover the country, the opposition will then gain grounds.

    • No one should celebrate these by-elections results they are a waste of resources. Let us encourage govt to do more and serve Zambia especially the poor. Time for election fever is 2016 not now.

      Rationalise the limited available resources to obtain maximum ROI. Inevitable by-elections like these should help us reflect on how better can our constitution be improved. Congrats PF and opposition for participating in these peaceful elections but w e can improve our effort of fostering development by avoiding being drawn away from the real target of service delivery to the people.

    • No wonder Solwezi will see no development despite the huge mines there. But the problem was Newton Malwa Wynter Kabimba adopted single handendly. And that is the reason Lubinda and GBM never campaigned for this younger man bcos they new he would not win the elections. The young man is not just lucky. Naumfwo uluuse, bane!     –PF is sliding into rural areas whre voters are still sheepish. 2016 Looks tough
    –UPND is now an Urban party for Well Informed Voters therefore stands better chance

    In summary:

    The Opposition to strategise on Ant-Rigging Combat Method as PF may intend to capitalize on Rural Votes Rigging in 2016, just like MMD used to did in past.

  19. PF is great. All naysayers now know that the great PF is poised to rule indefinitely. Of course it is not to say that one party political system has come back in Zambia, no. The unfolding situation is that the great PF has joined the other great ruling parties in the SADCC region like Chama Chamapinduzi (Revolutionary Party) of Tanzania, MPLA, of Angola, ZANU PF of Zimbabwe, ANC of South Africa, the ruling parties in Botswana, Namibia, Mozambique, Swaziland, Lesotho, etc, which have stamped their authorities permanently in their countries, albeit thriving democracy where other parties exercise their democratic rights to compete.

  24. I knew pf was not going to scoup the seat with Malwa as their candidate. Pf had ample time to convince Mulasa to stand on their seat and it could have been walkover for them.

    • @Noel, Malwa Newton was single handendly picked by Wynter Kamimba as he is his nephew and kamuceeka. But it was too late to make changes. That is why, GMB and Lubinda never campaigned for that young man. The people of Solwezi actually wanted a Dr. Ndumba of Lumwana.

  26. Vote buying is real and if it is so why?The pf tried all the best to stop Charles Kakoma through appeals after appeals,but lost .Their desperation led them to resort to vote buying.
    What was GBM and Lubinda doing in a ZAF plane?They are not even cabinet ministers!
    What do you call that?It’s like tying a challenger’s arm and then say fight with the champion.
    A law must be passed so that government resources are not used during elections for campaigns period.
    If this trend continues I don’t see how the opposition are going to counterattack especially poor mmd.

  27. The results clearly show that UPND is not popular in the eastern province and therefore cannot mount a spirited fight in a national election. UPND lost badly in eastern province as it got 2% total share of votes in Kasenengwa and about 14% in Vubwi. UPND is not going anywhere with this level of popularity in eastern province.

    The MMD has run their race. The in Kasenengwa is due to the strength of the candidate. The PF has penetrated into new terrain- benefits from their message, fragmented opposition and incumbency/state resources aspect in by-elections. PF has proved that they have a good prediction model (3 seats as forecasted by Scott).
    UPND has remained the same-symbolic loss in Zambezi, but strategic gain in Solwezi. They need to watch out for voter fatigue in long serving MPs. Their Solwezi win is probably the ripple effect of their growing popularity in the Copperbelt. They need to compare the results in Mkushi and Eastern province with what they got in the general elections-most likely its positive progression. For 2016 the battle will be PF and UPND.

  38. Elections held outside the general elections are supposed to be won by sitting Governmnent. Voters, especially in rural areas seek to enjoy support of govt. it goes, therefore, PF should not be celebrating winning bye elections because it is a given. If I were a UPND supporter, I would be satisfied with this outcome for gaining numbers in provinces where they could only amass accidental ones four years ago.

    • you need to be worried as UPND from the outcome of the results . It is clear that Since 2011 elections, UPND has not made any serious inroads in eastern province. UPND got 2% of total votes in Kasenengwa and about 14 % in Vubwi. In Zambezi – West UPND got about 59% of total votes in 2011 which has now dropped to only 27%.However UPND has marginaly improved it’s share of votes in Solwezi-Central from 32% in 2011 to 47% Yesterday. The biggest challenge for UPND is that apart from southern province it has no any other province in which it commands at least 50 % popularity.

  39. Congrats PF.
    People voted for what they are seeing. Rural people like seeing tangible i.e roads, schools, health centres and closer civic centres i.e bringing Bomas nearer. People no longer have to travel long distances to get civic services. That makes them happy. That is for rural people.

    In the urban areas all the above services are already within reach. Urbanites want good roads and less traffic congestion, good drainage, continuous electricity supply, quick allocation of land etc. Above all, urbanites want good governance (good constitution) and respect for all Zambians. etc. Opposition is needed more than ever before for checks and Bs and for change of govt of course, if the ruling party goes to sleep. PF should not use these results to legitimise abuse of PoA and isolating…

  40. This is very dangerous to our democracy.
    The legislature is meant to provide checks and balances to the executive besides it’s orthodoxical role of enacting laws.
    When the majority in parliament are members of the executive, the insititution lacks the efficacy and democracy is compromised. All ‘selfish laws’ and ‘tyranical actions and decisions’ by the executive will be ratified because of their dominance in parliament. That is what is currently obtaining in our Zambian National assembly.
    Much as we celebrate this PF victory, let’s reflect on this objectively fellow Zambians.

JJ well said sad thing is PF seems to be winning in rural areas not big towns, they are losing the urban vote which should spell trouble, it’s easy to promise the villager who don’t question anything or even analayzye, Politicians prey on them a lot, but for how long before they wake up. go visit these villagers you will be astonished to find them barely making ends-meet, eat and progress

    • All the two seats PF has lost it is because of individual popularity of the candites the oposition fielded. Check you facts. Come 2016 things might be different because people are seeing developmental projects by PF.

Njalamimba, the opposite can also true; PF fielded strong candidates (the Zambezi West is one example as they played the tribal game of Lunda-Luvale and also hugely frustrated and incapacitated financially the oppostion candiate through court petitions and vote buying). Also note that rural areas will largely vote ruling party during by- elections. The best indicator of voting pattern in general elections are urban areas where the unemployed will, on average, seek for change. The Solwezi Central is a true litmus test (to a degree).

Congratulations to PF.The MMD is on the road to destruction.Kaingu,Dora,Chituwo Namugala and kachingwe are having the loudest laugh.Kakoma has been knocked out by a sucker punch from Kucheka,Kazonga has equally been knocked out stone cold by Magret Miti whose mother is currently admitted to Chipata general hospital.Victoria is a very strong candidate like Dora,Namugala and Masebo.Women are on the rise watch out.

  44. @ Wawa am not supposed to belong to any party, but your comment is the most humorous have come across in a long time – the opposition should convince people that the roads they are seeing built by PF are not real – my foot! So you mean as 2016 come they should tell people of Muchinga that those two universities are actually an illusion/hallucination, they are not there lol!
