Some aspiring PF candidates don’t qualify to stand for By-Elections-Guy Scott

Acting President Guy Scott says the PF is currently studying the qualification of all the aspiring candidates that have filed in nominations ahead of the Presidential by election in view of the parentage clause amended in 1996.

He said the amended clause, which was targeted at barring former President Kenneth Kaunda from contesting the 1996 general elections, has affected many people including him who are not eligible to stand for Presidency not eligible to stand for the forthcoming 2015 presidential by-elections.

Dr. Scott said some people that have applied for the PF Presidency may therefore not be eligible to contest the 2015 Presidential elections because of the parentage clause in the current constitution.

And Dr Scott says about K2.5 million is required to hold the much anticipated Patriotic Front general Conference.

He has dismissed alleged confusion, disunity and chaos in the ruling party saying there is nothing for people to get excited about what is happening in the PF.

Dr. Scott said the two night conference is expected to attract 5, 000 delegates from across the country.

The Acting President was speaking to journalists at his office in Lusaka today.

He said the process is a peaceful and friendly one, which everyone is used to, adding that the conference is perfectly normal election to replace the late President Michael Sata.

He said the holding of a general conference is according to the party constitution which is espoused further in the national constitution.

Dr. Scott said the PF is still one big family despite the fact that its members may disagree on many issues, adding that the party will rally behind the candidate who will be selected to contest the Presidential elections.

The conference will enable the ruling Party’s general membership to choose a Presidential candidate to contest the January 20th, 2014 Presidential by-elections.

Meanwhile, the Acting President has dismissed alleged confusion, disunity and chaos in the ruling party saying there is nothing for people to get excited about what is happening in the PF.

He further stated that PF Deputy Secretary General Bridget Atanga is now the substantive Secretary General of the party after Edgar Lungu relinquished his position yesterday to file his nomination to contest the PF presidency.

Dr. Scott has also appointed Anthony Kasolo as the new PF Deputy Secretary General.

Asked to comment on a statement issued by Mr. Lungu that he is still PF Secretary General and that he has only taken temporary leave, Dr. Scott dismissed the claim doubting the legality of the statement.

He said Mr. Lungu can only come back as Secretary General if the new party President who will be elected appoint him Secretary General.

    • You will be shocked my friend. PF is still popular and has improved infrastructure vastly in the past 3 years. If you have not visited Zambia recently, I am compelled to understand your ignorance. What PF built in 2011 was a massive political campaign machine similar to that of Barack Obama’s campaign. As a result, I reckon they will continue to see the fruits of their campaign machine even into the next election. You can continue your clueless rabble rousing from terraces afar.

    • I just rung home and word on the street from my cousin is that Edgar’s surname is from his mother and not his father.

      He is father was brought up in Tanzania, and he may not be indigenous , could someone clarify this please.

    • Given Lubinda, GBM, Mulenga Sata, Edgar Lungu and Dr Scott himself are ineligible to stand as Republican presidential candidates because the current constitution buffers them, as one or both of their parents are not real Zambians period.
      Scott is doing great and the opposition should utilize this issue for campaigning if any of the above mentioned perpetrators are elected as PF’s president.
      Scott is simply calling a spade a spade.

    • @Skeleton, PF is not going anywhere. I can bet an arm and a leg. They will carry the by-election and finish the term. None of the opposition parties can come close to mounting a credible challenge. If anything, with MMD’s inception of RB, their base will weaken. UPND is only appealing to those of you watching from afar. It’s naive to think that PF will lose support simply because of Sata’s death. The in-roads to the people were made years ago by Sata’s passionate campaigning and as such, people some people bleed PF.

    • We all know where this going! I can bet my last dollar Kaseba-Sata will be the only credible person left on the list. Guy is a smart fella as he has worked the whole thing out. The people who will be ineligible will cry foul and then all hell will break loose. When that happens, the army will be called to take up positions to quench the mass demonstrations that will take place and Guy Scott will declare a state of emergency that will last until he dies. Simples!

    • @Skeleton, I would be interested in knowing why exactly you “strongly believe” PF is deteriorating into pieces. You made a statement on grounds of PF working harder and being less corrupt, but we could also say and demand the same regarding MMD and UNIP. A political party will not be able to satisfy your each and every need, but if they are making strides however small, people take note. Normal people know that a government cannot be perfect, there will be individuals with different motives. That’s why we have to choose the best suitable candidate from a list of people, and at times the person that sells his/her message the best. At the moment, HH and UPND are not in touch with the Zambian people, and MMD is MMD with some RB on the side. PF has the best chance as we speak.

    Questionable are Mama Kaseba.

    GBM and Mulenga Sata do not qualify.

    This gives Lungu ammunition, the have to amend the constitution to let the hyenas try to contest. 70 MPs supporting Lungu shall easily block this. Only a real president can sign a law into existence. Jesus thank you for Frederick Chiluba.

  3. This statement is targeting Mr Mulenga Sata, Given Lubinda and Mr Edgar Lungu (?), who recently his aunt was visited by Guy Scot. Now we are talking about six candidates remaining. We will see as the story is unfolding.

    • GBM’s mother is south African, Mulenga Sata’s mom was probably Malawian south African or Zibabwean. RB does not qualify as well now, Given Lubinda’s Indian mother was born in Zambia. Lungu now only has to deal with mama Kaseba.

  4. In agreement with acting president Guy Scott, those who seek such a high public office MUST know what the law says about them. The law will make it easier to eliminate frenzy PF cadres jostling to leap into plot one without any idea what they would do as was the case with Sata their late leader. Sata had a wholesale idea from MMD but had no retail ideas to offer to Zambia.

They think that there is chaos/confusion in our party but what they don’t know is that it’s part of what Scott calls “we sometimes dinda one another in our party”. And the opposition is scared to the core upon learning that Mama Kaseba wants to stand and that’s the reason why they have began to insult her even before she could be adopted. Mwacula fye ba opposition she won’t be deterred by your foul language and insults alitukwa sana kabili you used to insult her together with the late president. Nothing is new to her in terms of insults. Just watch her space……and once she is adopted by the party we shall rally behind her and Zambia will have a female presido for the first time ever. Thanks.

  8. The 1996, constitution with its parentage clause was passed with a view to bar Dr. K. Kaunda. It was criminally passed and should be dismissed with the contempt it deserves. Kaunda is our independence founding father. How does he become inelligible to stand when he was endorsed in the pre- independence era and subsequently ruled independent Zambia for 27 years uninterrupted. In the same rush manner the parentage inhibiting clause was inserted in the constitution by parliament should be the same way it should be flushed out of the constitution by the current parliament.

  9. Mwanawakwitu , GBM his mum is pure Bemba and his late dad mwamba lukashi was a son of señior Chief mwamba of the Bemba speaking people . For your own information , GBM ‘ dad was chief mumporokoso and later munkonge . The high throne for senior chief mwamba sons is chief munkonge. GBM belongs to the royal family Abena NG’andu meaning the crocodile clan.
    Guy Scott must just accept that whether Mulenga sata , Lubinda or Lungu they can stand .
    For example no one knows the dad to some opposition leaders and they have been standing for elections

It’s interesting to note that the same people who were saying Guy Scott does not qualify to be President have now turned around under different names and are saying the constitution is not binding. No, let’s stick to the rules of the game. Don’t tray to shift the Goal Posts now that your preferred candidates do not qualify. I like the consistency and respect for the rule of law that Guy Scott is bringing to our politics. There is hope for Zambia but definitely not Dr. Kasseba or Rupiah. My vote goes to HH.

  14. Is Scott qualified to be number one? Currently, the highest position in Zambia is Acting president. And what are the qualifications of Acting president? In the UK, esp. in Scotland Dr. Scott can not even be allowed to Acting position of a President because of parentage cause.

    • There are no specific qualifications for being acting president, except one has to be part of the cabinet. Usually anyone who is VP can act like in the case of death of the president or whoever the president wishes to appoint to act. Many people confuse this issue and we have seen how recently the issue had been discussed and everyone referring to the article 38 etc of the constitution.

  15. I am surprised at Dr. Scott’s inconsistences. Not very long ago when the late president was in Israel for treatment, he said he was qualified to stand as president. Today he has back peddled. On the mode of choosing the PF presidential candidate he insisted and made it clear that this will be done at the general conference. On November 19, 2014 he said after interested persons have filed in their nomination papers the central committee would meet to choose one (or to see if the applicants can agree) from those that have applied.

    when they object to the parental clause ,the other black zambians will cry foul and try and put forward all explanations to qualify,thats when Scott will also strike and say he then also qualifies for the presidency.

  17. In the first place why have the PF accepted the filing of these people they think the constitution of the country does not allow them to stand as president? Supposing at the general conference one of these people depending on the support they have scoops the PF presidency, what happens next for PF in terms of the forth coming presidential by-election? Can we safely say PF might not take part? So it is true that PF was Sata and Sata was PF. His demise marks the end of PF as well. And if the only Zambian amongst the ten is just six and out of these six Dr. Kaseba should win the PF presidency as she is preferred by by the so called “Cartel”. Is she really going to win the coming presidential by-election? Can Zambians really vote for a woman president?

    • Because PF like any other parties is like a club where every member is allowed to participate. But becoming a president is another.

  20. I can see Dr. Scott is enjoying this whole thing in PF! He is even commenting on nominations not yet decided. This shows he and not the CC will decide (in fact has already decided) who does not qualify. In terms of the PF constitution, however, there is no parentage clause which means just about any member would qualify to contest the pf presidency and they can choose another candidate for state presidency. Two centres of power isn’t totally strange in Africa. Scott, take it easy and let democracy drive the pf!

    • My thoughts as well. People don’t realise that sometimes you need to have a president who will be able to mix with world class leaders. Dr K has got the influence and so does Guy Scott. Obama was picked to rebuild the tarnished American image.
      If Guy Scott would be the president of Zambia you will be shocked at how much accelerated investments would be sent to Zambia! Not because he is the best lot but hate them or like them musungus world wide will always protect their own. Just consider Mauritius which had a muzungu head of state and now look at their economy! I am not saying that other candidates are not hard working. If anything they are more hard working but we live in the real world.

      I believe you when you say GBM is a great abuser. The question is why is your auntie Chama still there in GBM’s house? Is wealth more important than one’s dignity? I
      know what many ‘gold diggers’ must go through to keep

  25. Once upon a time KK got a red card for a bad tackle on Frederick Chiluba. He got ejected. His party, UNIP, a Kaunda party decided to remain a Kaunda party. Today it is as good as dead.

    Then came MMD. It got hijacked by RB, who had to climb over the wall to do so. Today MMD is in shambles. All because of RB who came in undemocratically.

    Following closely along was UPND. Succession of its leader, Anderson Mazoka, was a seesaw. The successor had to be Mazoka’s tribesman. A storm ensued. A tribesman of Mazoka prevailed and took-over the party. Today, UPND is no longer the force it once was. A regional party, it has largely remained.

    PF stands a chance to set a different record. Let it not become a Sata party. Let democracy prevail within PF and PF shall prevail without.

Eastern Province remained UNIP primarily because of Betty and the proximity of Malawi (where KK came from) to kumawa. I do not care who leads Zambia as long as they can deliver and make appointments based on merit and not on cryonism as has happened over the past few years. No wonder we are stuck in gear one and you are falling all over on projects which are just greasing the hands of politicians.

Sata and his Use-le.ss ministers are to blame too for failed to enate the new constitution & remove this bad clause. now it is going to haunt PF.   36. The so called parentage clause is a stupid idea. It stands to reason that whoever the hell injected that clause into the Zambian constitution is a stupid man.

  37. Does this parentage clause apply to the one who is acting as a president?
    if it does, then guy scott must step down and it must also apply to a vice president ,coz when the president is not in the country he or she acts as a president and performs almost all the functions of the president. Guy scott !!, you would have advised mulenga sata and Given lubinda not to file in their application coz you knew that you are going to use this clause in the selection of presidential candidate. any way all these two people who are at disadvantage are not my favorite, the chances for LUNGU are increasing , EL GO GO we are behind you .   42. State House has a Bar fully stocked with all types of beers, whiskies, brandies, gins etc. Drunken-Master Lungu will end up drinking himself to death (alcoholic poisoning).

    Best is to:-
    a) dismantle the bar

    b) Drunken-Master Lungu to attend counselling to clear his drunkenness before he ascends to State House.

    c) Eat well & take a lot of water to clear his drunken-face.

  43. EL was in a hurry to issue statement and forgetting that he too does not qualify to be president of Zambia. It is a pity people were simply hounding Scott because he can easily be identified as immigrant whereas people like Lungu, you have to dig deeper to know their parents’ origins. I hope Lungu and his cronies will continue citing the constitution as they had earlier stated when Scott attempted to fire him. Political parties must insure that their candidates qualify for the top job before adoption and it is good to see PF doing this. On the other hand, we erred when we allowed RB to run for presidency and we should stop him because he was born in Zimbabwe.
