More condemn the use of Cabinet Office as a PF party secretariat

Alliance for Better Zambia (ABZ) president Father Frank Bwalya has charged that there is need for the country to have a clear law to separate government institutions from being used for political party functions.
Father Bwalya said that it is unfortunate that the Patriotic Front is using Cabinet Office as the nomination centre to receive nominations from aspiring presidential candidates.He said that the trend may continue in the near future if there is no law in place to separate party functions from that of government.The ABZ leader has since advised the ruling party to consider using party institutions when dealing with political matters that relate to the party.

FODEP executive director McDonald Chipenzi said the decision by the PF to turn Cabinet Office into their party secretariat is alarming and scary.He said it is scary in the sense that there is no iota of shame from the ruling party to use a government facility as a venue for a party activity such as receiving party presidential nomination papers without realizing that it is a blatant abuse of public resources and facilities ahead of the presidential by-election.

It is common knowledge that PF presidential contest is purely a party matter which should not be conducted at Cabinet Office but at their party secretariat. Mr Chipenzi said if they do not have a secretariat, it is best that they book a place for such a purpose. Unless, they are saying that they have booked Cabinet Office for that purpose, then proof of payment to use the facility should be provided for the public to see.

Mr.Chipenzi said Foundation for Democratic Process (FODEP) condemns this shameless act and demands that the PF shifts its party Nomination Centre to their party secretariat immediately.

‘What they are doing at Cabinet Office is illegal and daylight abuse of public facility.’

FODEP is also concerned that if the abuse of public resources and facilities can start now without fear and restraint what more during the campaigns. It will be total plunder and looting.
FODEP urges all Zambians and institutions of governance to be alert and curtail such acts by not watching and allowing government facilities and resources to be used on partisan interests and activities.

FODEP also calls on the law enforcement agencies to take keen interest in the manner those left to oversee the transition period are using and turning public facilities and resources such the Cabinet Office into party properties and functionaries. The culprit should be censured and brought to book.

  1. How did President Michael Sata die exactly? Last I checked, no one dies from “a routine medical check- up”.

    • PF is a group of unruly people who have failed to separate govt functions from party politics. This is the more reason why the useless PF MPs have promised not to pass the 2015 budget if Lungu is not adopted. What people think link this, hence they see cabinet to be an extension of PF secretariat. Someone should be bold enough to stop this madness.

      PF cadres don’t know what govt is, and the difference with a mere political party.
      Its only Sata world over to have died from a “medical Chellah, or sorry, check up”.

    • Seek an injunction against use of Cabinet Office, government vehicles by government ministers and civil servants (Permanent Secretaries and District Administrators), ZAF planes (except for the Acting President) during campaigns.

      Wake up UPND and other opposition parties!! That slumber will not only cost you votes but integrity as well. There is nothing more politically frustrating for voters than opposition leaders who cry for sympathy when they are holding the right fighting tools in their hands. Where are the lawyers in your parties? Or are they too comfortable enough as MPs and do not care about the shame their presidents suffer each time they lose an election? Jack Mwiimbu, where are you with your colleagues in other opposition parties?

  5. Yes, I equally got concerned. Scott and your colleagues brace yourselves to stand in court for this daylight abuse of authority of office. What has cabinet office got to do with PF functions?

    I understand last week Scott called for a PF central committee meeting at state house after a cabinet meeting.

    • It is not just Guy Scott to blame. It is more so Roland Msiska who as Secretary to Cabinet is the custodian of public service policy circulars. He has allowed the day light abuse of public facilities by the PF because our civil servants especially the top ones like Msiska are not appointed on merit. They are all beneficiaries of nepotistic patronage and are participants in a mediocrity pageant.

      Msiska should have protected public facilities from being over run by PF hooligans and thugs. He can not do so because he lacks integrity and professional pride.

    • If in doubt about IP, it may be helpful to seek guidance from PACRA in Zambia on such issues. Unlike anything that is posted for example on facebook where ownership may be lost, please feel free in future to put copyright and date on any works for protection. It is very sad for individuals to die with a lot of knowledge eg, traditional knowledge, biotechnology and bio-diversity. Furthermore, I do agree to some extent with some comments.

  8. History has a way of repeating itself, but I hope Dr Scott will be above board and ensure that he does not become another statistic of former heads of state who end up in courts because of abuse public resources.

    These guys are the cowboys of our political time. They denied us our constitution and are now going on about their party constitution to justify an attempt to control power for cartel purposes.

    They stop short of an open inter-party shoot out.

    @Barefoot, Scot is the master of this, he is not above board, crooked as a cork screw. He already is in court over the unlawful power wrestling. He is the one who asked candidates to send applications to him and SG.

  10. When you are in power you forget where you came from. It is strange how fast PF forgot about the wrong things they were condemning when in opposition………This is how Rupiah was kicked out.

    The Judiciary is waiting for you. Just wake up, you opposition political parties! You stinky with your slumber.

    Why did you expect the PF to be law abiding when they have behaved otherwise from 2011.

    Most villagers, compound youths including so-called “intellectuals” at UNZA are gullible and unpredictable when it comes to making political decisions (voting). Just do not leave any stone un-turned to open their eyes. We are tired.

    As for PF members jostling for Presidency of their Party, that is democracy. Let them have a taste of democracy though they seem to be overwhelmed and shocked by it. Zambians want democracy so they can choose a President of their own choice.
