The Central Committee of the Patriotic Front has with immediate effect put Interim President Dr Guy Scott on suspension as acting president of the party.
In a statement read on behalf of Central Committee members, Isoka MP Maloza Sichone Dr Scott has been suspended for unconstitutional conduct and usurpation of the Powers of the Central Committee.
He said, “As Acting President of the Party and the Republic of Zambia, Dr Scott’s first act was to ban meetings of the Central Committee and the Cabinet and thereby begun to rule by decree without any authority whatsoever. Dr Scott has also engaged in manipulation of state owned media institutions presenting even falsehoods as facts and quoting ?his own version of the constitution of the PF.”
Mr Sichone said Zambia has been a Republic for 50 years now and has a well established democratic institutions and culture such that even during the reign of the One Party State, Dr Kaunda never made unilateral decisions whatsoever.
“All decisions were made in consultation with the Central Committee of the UNIP, we have, therefore, never known the kind of personal rule Dr Scott wishes to impose on our democratic party and free country.”
He said, “To save and safeguard our party from chaos that has characterized Dr Scott’s reign as Acting President, the Central Committee as a collective has now taken charge of the affairs of our party. The Acting Secretary General, Mrs Bridget Atanga is accordingly hereby directed to submit all the applications of all those vying for the Office of President of the PF by 14 Hours today.”
“The Central Committee shall convene today and consider and evaluate all the applicants using criteria that the Central Committee has come up with conformity with the constitution of PF.”
Mr Maloza has since appealed to all members to stay calm and disciplined as the party goes into a new course.
“We assure you that, your cries, frustrations and indeed pain have been heard and felt by your Central Committee. We therefore direct that you wait for our next decisions to guide the next steps towards our presidential by election campaigns.

The part can decide who takes the mantle as we are in multiparty democracy. I do not think a partyless candidate can be allowed to stand for presidency or even act as such. Our constitution does not provide for an independent candidate to stand for for presidency.
If Guy Scott is expelled from PF, then he automatically relinquishes his party given privilege to act as president.
I don’t have time to quote the constitution but I feel this is the accurate interpretation of the current constitution.

The whole country is now on a 101 crash course on how to form a party and organise it , particluarly , how to write a party constitution. As for succession, UPND was the first party that went through it. It was dirty and tough. Losers and enemies tried to malign the party with all sorts of labels. The party had really gone under. But under the leadership of HH, it has emerged even stronger. So Ba Chief UNPD has been there already.
UNIP failed to survive. MMD is still struggling out of it. PF are just in it. Both MMD and PF need time out to re-structure.

The rules of operations of organisations is very clear. Where a decision is made by the majority, this will stand. If there are any administrative issues, they can be cured and cannot abort the will of the majority.

Since the PF constitution allows its president to dissolve the Central Committee, let Guy Scott first suspend Edgar Lungu for bringing the name of the party into disrepute and dissolve the Central Committee. My advice to Lungu is that Guy Scott is defending what the PF constitution says and subsequently protecting our resources.
