President Lungu appoints Margaret Mwanakatwe as Minister of Commerce, Mulenga Sata moves to State House as Deputy Minister

President Edgar Lungu has has nominated former Barclays Bank Managing Director Mrs. Margaret Mwanakatwe as a Member of Parliament and subsequently appointed her Minister of Commerce, Trade and Industry.

President Lungu has also nominated His Worship, the Mayor of Lusaka, Mr. Mulenga Sata, as Member of Parliament and appointed him Deputy Minister at State House.

This is contained in a media statement released by his special assistant for Press and Public relations Amos Chanda today. The appointments are with immediate effect.

Mrs. Mwanakatwe has an illustrious career in the banking sector both at home and abroad. She has served as managing director for Barclays Bank-Ghana and as United Bank Africa Director for Business Development among others. The President says he will appoint as many women as possible to senior positions in a bid to make gender equity a reality in Zambia.

President Lungu has also appointed Mr. Boniface Chimbwali as Permanent Secretary for Luapula Province. In a pre-appointment brief, the President urged Mr Chimbwali to quickly accelerate the delivery of services to the people because the Patriotic Front Government owes the people of Luapula a lot.

“For the people I know personally I have a strong message that I will not hesitate to remove you from office for non-performance or mal-practice. We want you to go and sail the boat and rock it. People have given us unwavering support and we owe them delivery,” President Lungu said.

Meanwhile, the President has appointed Registrar of Societies, Mr Kakoma Kanganja to the position of Deputy Inspector-General of Police taking over from Dr Solomon Jere whose appointment has been terminated. Dr. Jere will be re-deployed into the Foreign Service. The Head of State has also terminated the appointment of Ms. Brenda Muntemba Sichilemba as Commissioner of Police and re-deployed her into the Foreign Service.

The President has transferred North-Western Province Commissioner Mr. Eugene Sibote to Eastern Province swapping with Ms. Grace Chipalila while Police Commissioner for Western Province Lombe Kamukoshi swaps with Central Province Commissioner Stanwell Lungu.

The President has promoted North-Western Province Deputy Commissioner Auxensio Daka to Commissioner for Muchinga Province and transferred Mr Bonnie Kapeso to Southern Province in the same capacity.

The President has terminated the contract of Commissioner of Police for Lusaka Province Remmy Kajoba and replaced her with Mrs Charity Katanga who moves from Northern Province in the same capacity. Commissioner of Police in-charge of operations at Service Headquarters, Mr. Fanwell Siandege has been sent on leave pending the expiry of his contract on 15th February 2015.

The President has informed the Inspector general of Police Mrs Stella Libongani of these changes, which take effect immediately. The President spent most of the morning meeting all the affected individuals and calling those from outside Lusaka to inform them of his decisions.

  1. Why does the F@#K state house need a deputy minister? Please save us that crap and make meaningful appointments. Again, Lungu missed a great opportunity to nominate people from other regions of the country. Common, is Mulenga the most qualified individual to be given such a position?

      1. Jere is good ridance as he was not fit for purpose with all the excuses he accorded to violence and political favourtism. Sad thing is that he continues to live on the public purse regardless.
      2. Mulenga Sata is a sad appointment as there is noting to this guy other than the name. I cant stomach how he can be propelled to a ministerial role for?? Nothing really.
      3. Charity Katanga and Stella Libongani should have been dropped. Their names are synonymous with the “PF Police Force” as opposed to Zambia Police Service which we desperately need.
      I do not know much about the rest and therefore reserve comment except to say, I wish it is on merit that they have been appointed.

    • If I’m not mistaken, Lungu and Mulenga’s mothers are sisters or cousins… So why is anyone surprised that he would want his cousin close by him at State House? In short, make Inonge Wina a ceremonial Veep, while Mulenga does the substantive work. After 2016 when Inonge (hopefully) delivers the Western vote, fire her and make Mulenga VP. Stage is set, the players are ready! Game on!!!

    • Why from police force to foreign service? Can we have career diplomats please? In the past diplomats went for debriefing before leaving for their post. If it was a high commissioner the spouse also went for lessons on how to behave. We have mediocrity in the embassies now due to lack of training.

  3. For the first time am getting to like the appointments that HE ECL is putting in place to ran his government effectively. Without being partisan, i find the recent appointments as a good indication of a good government in place.
    Hope that as he completes his working team, he will be mindful that meritorious appointments are all that matters in a good management programme, this includes running of government.
    He must be mindful that government management must balance social economic and political demands.

    1. They lack maturity and are either threatened by the other individual’s perceived ability to progress in life.
    2.Lack of intelligence- inability to form arguments coherently or express themselves so that they can be heard-this inadvertently leads to some one using insults or derogatory words against the other tribe.

  13. Lady Mwanakatwe’s appointment is a great move for our mother Zambia. A very smart and educated lady. Plus it is a field she is trained for. Putting Mulenga Sata as deputy at State house is good, for a Lusaka Mayor carries a lot of power. This way Mulenga Sata shall not be able to talk to the grass roots and weaken president lungu’s vision for the Capital.

  22. The President should not major in minors like appointments of police officers before constituting his cabinet. Appointment of a nominated MP as deputy minister is a waste of nominated seats. Better use such cards for full ministerial position unless he had exhausted his full ministerial appointments. Management skills!

  24. So being a president is same as recruitment officer for the country. This will take a long time to finish and may even go into next elections in 2016. If he wants to change everyone then we should as well have voted for the opposition UPND. Just imagine within the same political party he decides to make such changes! One thing is very clear, Edgar Lungu is a liar. He promised people that they were going to keep their jobs but he has fired them after campaigning for him. Given Lubinda campaigned better than Lungu, he talked more sensible things during campaigns than Lungu and should have been the first to be rewarded. Chikwanda has been retained becUse during campaigns money was being released to finance Lungu’s tours without Guy Scott knowing. Eastern province has taken over PF.

When she was in Ghana RB immediately upon becoming president openned a zambian embassy and visited Ghana. RB and Chikwanda are the ones ruling now

    • He should know how he come to power. It is because of one Sata and even himself admitted that he never had ambitions of becoming President. It was his colleagues choice then the Zambians.

  36. Inclusion of women in the corridors of power is an excellent move. From Ministries to Police service et.al. I am glad some recycled politicians have been excluded with the exception of ABC…we all aware that nepotism is at play here & will never die in Africa!!
    Mulena’s appointment on the other hand is welcomed with mixed feelings…great infusion for the younger Gen to be involved in front line politics but how can he cope with the many portfolios under his belt? Its simply an elevation to groom him for MP or future Presido…(SATA Legacy to prevail) Watch this space!!

  37. …..why piecemeal appointments….??…just give us the whole bouquet all at once man…making people become anxious for nothing…..I’m just hoping this is not one of the legacy he has adopted of appointments and swearing in every other day for three year running….and I hope that shunning of the presidential aspirant’s debate is not another sign of starving us with press conferences….anyway signs are already there when he avoided the press on his return from AU gathering…..

      I guess you are in your early Twenties……the only cabinet you have witnessed being constituted in your adulthood is that of MCS…..
      …usually a ‘new’ president announces a ‘new’ cabinet almost all at once except may be for 1 or 2 posts…..ask those who were adults during the KK, FTJ, LPM era…
      ….all the 11 presidential aspirants including Mulyokela took note of who they wanted to work with when they were going round campaigning….it was matter of giving himself 3 to 4 days to come up with atleast 90% of the list..
      …not such kind of appointments as if it is a re-shuffle….VP today. two ministers tomorrow, even appointing deputies before ‘full’ ministers……after that he can take his time on appointing Diplomats and heads of govt wings, security etc..

  44. #33 the Dark Lord, Chikwanda is okay for the job provided he works with intelligent ministers who can guide him. In the last cabinet the ministers did not whether they were coming or going, leaving Chikwanda to poke his nose into areas where he had little or no expert knowledge. Just take for example the Mines & Energy portfolio, minister blank and Chikwanda fills the gap created with his pretence to experience and expertise. The likes of Margaret can now advise ba Mudala ba Chikwanda to do the right things.

  49. At the rate Lungu is going its becoming clear that the government should prepare funds for the importation of maize for the 2016 fiscal year. We all know the state of agriculture in our country and you would think he would be taking the plight of our farmers and food security more seriously and would have appointed a credible and competent minister of agriculture by now. Truth be said if anyone in the PF can be effective at being minister of agriculture I would propose Guy Scott.

    • Many factors unchecked will lead to PF government downfall. They need an overhaul of Sata legacy of appointments which were regionally dominated. Time is of essence.

President remember you promised us duriing campigns that you will recover that money.
