North-western Province Minister, Dawson Kafwaya, has warned civil servants in the region that government will not relent to take disciplinary action against anyone frustrating the implementation of its developmental programs.

Mr Kafwaya said that the civil servants’ responsibility is to interpreter, supervise and implement government policies effectively and, therefore, public workers are expected to perform their duties diligently.

The Provincial Minister was speaking in Mwinilunga yesterday during a meeting with civil servants in the district.

Mr Kafwaya said civil servants must take it upon themselves to spearhead development in their respective districts through the identification of viable projects and push for their implementation.

He said government is in a hurry to deliver meaningful development to people, adding that it will not tolerate any casual attitude towards work from any civil servant.

Mr Kafwaya said despite many operational challenges civil servants are faced with, non-performance should not be an excuse.

He further advised the public workers to desist from engaging themselves in active politics, saying their allegiance is to the government of the day.

Mr Kafwaya said those who want to involve themselves in active politic must first resign from the public service.

    • What a joker of a minister. And to imagine that this guy will actually be paid a salary from tax payers money for making such shallow remarks. How would a civil servant stifle governments intention to develop an area? What do civil servants stand to gain from such acts? Nothing at all

      It’s like a teacher talking to grade 2. He should instead document projects that have in the past been earmarked by PF for implementation that have actually been stifled.

Clean up the mess both in Government hospitals, Government Agents and institutions that will make your Government deliver serious development now and beyond 2016 to the expectations of your people. Zambia is not just Lusaka and am sure you are more than informed that a lot of people did not support your effort when it mattered most and these should not pretend to be good to you toady simply because you are now in State House.

      There are many young men and women who were with you through hard times whilst most big bwanas in higher offices had their legs in two camps and supporting your enemies.

      This is time to reflect and put your devoted and loyal team to work.

    NW Province can enjoy much equalising development in this year. I believe ALL provinces should have exactly the same budget for development. Equal number of schools and universities.

  4. The Minister has the right to speak politics as he did. It is true that some civil servants can stifle project implementation. The Minister should not speak generally but be specific. Implementation at district office level is usually hampered by resources made available to officers at this level. In most cases district level officers are given tasks which are not adequately funded while officers from Lusaka and provincial level officers grab district level projects which carry incentives such as allowances and trips abroad. This is a reality. That is why the implementation of the long overdue decentralisation policy has been resisted.
