6 Chinese nationals fined K 6,000 each for working without permits

The Lusaka Magistrate Court on Tuesday, 2 March, 2015 convicted 6 Chinese nationals for engaging in Employment without permits and unlawful presence.
These were among the seven Chinese nationals apprehended on 22 February, 2015 at Grand Seven Limited and Golden Coast Limited both located on Mungwi Road in Lusaka following a tip-off from members of the public.

Li Meifang (49), Ma Zhenan (50) and Jie Chen (20) being jointly charged were sentenced to a fine of K 6,000 each or in default 9 months simple imprisonment for the offence of engaging in Employment without a permit. In addition, Li Meifang and Ma Zhenan were also convicted and sentenced to K 6,000 or in default 9 months simple imprisonment for unlawful presence in Zambia to run concurrently.

Particulars of the offence in the first count were that Li Meifang, Ma Zhenan and Jie Chen being foreign nationals of Chinese nationality, jointly and while acting together with other persons unknown on 22nd February, 2015 at Grand Seven Limited in Lusaka District of the Lusaka Province of the Republic of Zambia did engage in employment without a permit or lawful authority.

In the second count, Li Meifang and Ma Zhenan not being citizens of Zambia on 22nd February, 2015 did make themselves present at Grand Seven Limited in Lusaka in the Lusaka District of the Lusaka Province of the Republic of Zambia without any Immigration permit or lawful authority.

Meanwhile, Song Yixiang (58), Shen Ben (25) and Zhang Shanli (28) being jointly charged with the offence of Engaging in Employment without a permit were sentenced to a fine of K 6,000 each or in default 9 months simple imprisonment.

Particulars of the offence were that Song Yixiang, Shen Ben and Zhang Shanli being foreign nationals of Chinese nationality, jointly and while acting together with other persons unknown on 22nd February, 2015 at Golden Coast Limited in Lusaka in Lusaka District of the Lusaka Province of the Republic of Zambia did engage in Employment without a permit or lawful authority.

They have all paid their respective court fines and are scheduled to be removed from the country on Tuesday, 3rd March, 2015 while the seventh person will soon appear in court.

In similar developments, the Magistrate Court in Lusaka on Monday, 2nd March, 2015 convicted and sentenced a Tanzanian national to a fine of K 500 or in default 6 months simple imprisonment for unlawful stay. The Magistrate Court in Mazabuka also convicted and sentenced a Ugandan national to a fine of K 2,000 or in default 6 months simple imprisonment for unlawful stay.

  1. I just hope this is the punishment zambians can be subjected to if found illegally working in China.what is k6000 and even simple imprisonment for that matter.

    • They are Chinese, why need a permit, just worst of paperwork and congestion at immigration. Let them just be in Zambia, it is a nolle prosequi…

    • @ nostradamus,i challenge you to try working in China illegally .you will know what flying in a cargo plane feels like.and lets just hope your noble prosequi will come in handy

  2. Only 6,000 thats a joke. They are not coming from war torn somalia or DR C fine them K100,000. These guys are investors. We need make money to improve our economy. Coming to think of it, Chinese are better then welcoming our own africans. They are hardworking they start keeping chicken and later become bing investors in the mines.

    • If K6000 is the fine set out by our government, then our judges hands are tired to give this level of fine. Unfortunately the law doesn’t choose if you are from China or from the African continent.

  3. I wonder what the punishment would have been, had a Zambian been found working illegally in China??
    You need to be tough to be taken seriously. Problem in Africa is we only mistreat fellow Blacks, so its Double Trouble, as Blacks are really mistreated, & seen as vermin, in these peoples nations.

  4. DONT BE TOO HARSH GUYS, WE HAVE ZAMBIANS ALSO IN DIFFERENT COUNTRIES WORKING ILLIGALLY COZ JOBS IN ZED ARE HARD TO GET.

  5. In the UK if a company is found to employ illegal workers it is fined £10,000 for every worker and the individual either deported depending on his immigration status…our immigration rules are a joke and not a deterrent for employers to use illegal workers. It needs serious review.

    • I agree, Zambian’s always behave as if they live on this Small Island, where they are totally oblivious to what goes on around them.
      Surely its time Zambia has officials who are aware of what happens in other nations, when similar crimes are committed against the nation, so Zambian Jobs / interests are taken care of first!!
      Silly sentence. I’m sure K 6.000, is the price of a small bucket of Chibuku. How on earth does one expect this to be a deterrent.
      Its your fault Zambian’s if you vote for Jokers who don’t protect your job’s / interests, but those of the Chinese & other illegal aliens.

  6. K6000 only that about £600. What a joke. Those still working illegal are smiling because there is no need to fear.
    Anyway the money is already spent at shoprite by someone already.

    • True ,True…..Zambians have to sit up and follow up these immigration issues. How about following these Turkish people at Horizon in Kabulonga who are coming amass in in name of helping our Zambian children. But how? They can speak English….but they want to teach our children(Or is it, they want to destroy our children?). In Zambia, who cares! Each person for himself/herself but God for us all. These guys I am told they are really messing up there is no supervision from the ministry of Education………….Please, please, I am just a whistle blower…..but who cares??

  7. Investigate if they have kids with our girls. They should leave enough for nappies and formula before they are exported back to China…

  8. Apart from these Chinese, The Turkish Nationals without appropriate papers and in big numbers at Horizon School in Kabulonga. The school is more important than the Turkish Embassy! Zambians can we work up and check these Turkish people. For instance there is this boy who says he is an accountant after coming to Zambia with a qualification which is written “ECONOMIST”. The immigration is not even double checking if we need Economists in our schools (Expatriate….how?). These Turkish people come from a Movement called Gulen. Their Leader is in exile in the USA because of subversive conduct. The Turkish Embassy in Lsk is aware of this cult and their underhand moves. No papers but have work permits. Something fishy at the immigration!!!!!
