President Lungu orders probe into Fuel crisis

The President Edgar Lungu has ordered a probe in the the fuel crisis that has affected parts of the country. According to the cabinet resolutions released to the media, the president has noted that some individuals have deliberately worked to sabotage fuel supply for purposes of financial and political gain and he has, therefore, taken charge of the matter and will involve all the necessary Government departments and agencies to bring about a definitive end to the recurrent fuel shortage the country experiences.

The Statement further said that the president regretted that during the transition following the death of President Sata, some individuals conspired to fix the price of fuel at a higher price than what was obtaining on the market.

The President Lungu also warned that he had taken note of schemes by some people to disrupt supply chain of essential commodities so that they can profit from the crisis.

According to the statement Government agencies have been ordered to check and report to the president on daily basis proceedings around these essential commodities.

PRESIDENT LUNGU ORDERS PROBE INTO FUEL CRISIS, ASSURES NORMAL SUPPLY

Lusaka, (MONDAY, 16th March 2015) — Members of the Media: In line with the new approach directed by His Excellency, Mr. Edgar Chagwa Lungu, President of the Republic of Zambia, we called you here to inform you that Cabinet today met at its 3rd sitting and deliberated on a number major issues of national importance as follows:

Fuel shortage in some parts of the country:

Cabinet discussed at length, the current petrol shortage in some parts of the country and wishes to assure the nation that:

(a) The ship carrying crude oil destined for Zambia has since docked at the Port of Dar es Salaam and that measures are being put in place to ensure that the crude oil is urgently pumped to Indeni Petroleum Refinery for processing. More tankers shall be mobilised to transport fuel to most parts of the country.

(b) President Lungu has directed further that the ministries of Energy and Finance immediately devise a financing plan that will allow for the immediate pumping of fuel into Indeni Petroleum Refinery from the cargo ship that has docked at the port of Dar es Salaam in Tanzania;
(c) That the Ministry of Energy examines the current fuel supply contract and ensure that it is terminated immediately if there are material breaches committed;

(d) Ordered that a short-term intervention to secure immediate supply be put in place as the President examines other options including a criminal inquiry into the current supply disruption. The President is already taking administrative action to address the current problems.

(e) President Lungu is not satisfied with the status quo and explanations given by a range of stakeholders in the fuel supply chain;

(f) President Lungu has noted that some individuals have deliberately worked to sabotage fuel supply for purposes financial and political gain and he has therefore taken charge of the matter and will involve all the necessary government departments and agencies to bring about a definitive end to the recurrent fuel shortage the country experiences.

(g) The President regrets that during the transition following the death of His Excellency Mr Michael C. Sata, some individuals conspired to fix the price of fuel at higher prices than what was obtaining on the market. Criminal and administrative proceedings will take effect accordingly;

(h) The President has warned that he has taken note of schemes by some people to disrupt supply chain of essential commodities so that they can profit from the ensuing crisis, stating that government agencies have been ordered to check and report to him on a daily basis proceedings around these essential commodities;

Other Matters:

(a) Cabinet has approved the introduction of a Bill in Parliament to amend Section 3 (1) of the Referendum Act of (1967), Chapter 14 of the Laws of Zambia in order to bring it in conformity with Article 79 (3) of the Constitution of Zambia. The inconsistency is that the Constitution requires 50 per cent of persons entitled to be registered as voters to vote in a referendum, while the Referendum Act provides for all persons registered as voters in a Referendum. The Hon. Minister of Justice will issue a comprehensive ministerial Statement in Parliament in due course.

(b) Cabinet has approved the appointment of members of the Zambia Law Development Commission. The Minister of Justice will announce the approved names of Commissioners;

(c) Under the item on Financial and Monetary Affairs: Contraction of an Enhanced Smallholder Livestock Investment Programme Loan from the International Fund for Agriculture Development (IFAD) Cabinet approved the contraction of an Enhanced Smallholder Livestock Investment Programme Loan from the International Fund for Agriculture Development (IFAD) amounting to US$12, 000, 000. The loan will be utilised for the full implementation of the Enhanced Smallholder Livestock Investment Programme, which is aimed at improving animal disease control and livestock production systems in the Programme target areas which are prone to Contagious Bovine Pleuropneumonia (CBPP) and East Coast Fever (ECF) disease outbreaks. Cabinet has noted that Zambian’s public debt profile and its sustainability in the medium to long-term is sustainable. The Minister of Finance presented the Zambian Debt Sustainability Report for noting.

(d) Under the item on Livestock: Guidelines on the Sale of Livestock to Farmers for Stocking and Restocking, Cabinet approved Guidelines on the Sale of Livestock Breeding Stock being raised at various institutions and facilities within the Ministry of Agriculture and Livestock. The provision of guidelines for sale of breeding stock will enable the Government supply affordable superior breeding stock to smallholder farmers, which will ultimately lead to increased livestock production and productivity in line with the Government policy.

(e) Cabinet has also approved broad-ranging measures to ensure the stable supply of wheat on the market. Cabinet has also taken steps to address the high cost of mealie-meal prices. The Hon. Minister of Agriculture will issue a ministerial statement in Parliament this week to outline the broad and specific policy measures undertaken.

(f) Cabinet approved “The Urban and Regional Planning Bill, 2015 for publication and introduction in Parliament during the current sitting. This legislation will provide for, among others, the establishment of an accountable and transparent system of planning so as to have a well-coordinated, inclusive framework to direct the physical and strategic development at district, provincial and national levels. The Bill will go to Parliament in the current sitting.

  1. What probe is he talking about? His illness is the major cause and misplaced priorities. Instead of fighting the falling kwacha, the Kachasu man fights the DPP.

      drunkard to die and burry him within a week and you will see how kwacha is going to gain and shortages of fuel and high mealie meal prices will come down..

    • I am a strong PF supporter and i think President Lungu has failed to run the country. I do believe things will get worse in zambia economically and HH will win next year but the truth is HH has never been in govt and being an economist and wealthy will not help fix things in zambia. The whole country will soon realize that Satas death came at a very wrong time. Like him or not, he had exprience and did a lot for the zambia in a very short time. God help us all.

    • @ Danny and Protractor, you are the ones who sound drunk right now and if you are not drunk, then you must seek psychological help right away. President Mwanawasa and Sata were sick for a while and things were still running smoothly. Things are very bad right now and it has nothing to do with president Lungus illness. The fact is these guys have failed to run the country. All the construction that was going on when Sata was president has come to a halt and there is no hope of the construction resuming any time soon. If you do not have any good ideas to share then you should not be posting any comments on here.

    • Item 6 referring to individuals sabotaging fuel supply is equivalent to the reasoning of a grade 6 pupil. We do not expect such reasoning from a president. Lungu – you can do better than this

    • The whole Cabinet has no idea why we have a fuel shortage? Unbelievable! If you were in doubt that we do not know as a country where to place our vote, there is your proof.

      It is though very refreshing that the country has been placed inside the Cabinet meeting just a few hours of the close of the meeting. On this one, the government has scored. We can only say, keep it up, well done. As to the policy direction, comments reserved until parliament tackles the issues.

      The statement above is the answer dear president Lungu. There was no feed into Indeni hence the shortage. There is no one fighting you government other than poor planning. For instance the issue you should be fighting hard to correct is the free falling Kwacha so you can easily pay for the fuel, otherwise you will soon be subsidizing the fuel price. By the way kwacha stabilization in the short term is ensuring copper production is stepped up again, that policy direction is needed. For now I see no long term solutions in your cabinet address on the matter.

    • Danny the probe is necessary in that it is only Petrol which is in short supply. Diesel and Kerosene are abundant. This is why sabotage is being suspected. For me who has worked in the petroleum industry, I agree the probe is necessary. And I will tell you that the problem most likely is emanating from the procurement of finished products not crude feedstock. The suppliers of finished products Dalbit and Trafigura will be found culprits.

    • It is a probe probably against himself and Rupiah, they have just created a situation in which they want to make Zambians think that the current supplier of crude oil has failed so that they can award themselves a contract. Watch out for the company called DALBIT in which you can trace Banda and Henry his son’s dirty fingers, I cannot rule out Edgar’s involvement there. Don’t say you were not warned.

  2. Rhetoric! The real problem is the slow settling of our invoices once crude has been supplied. The companies that supply crude have no problem halting delivery. With the low import reserve at BOZ we are forced to keep borrowing to fund all the imports. The other problem is that we are a country that imports everything. From candles and T shirts to agricultural inputs and equipment to the necessary capital investment goods and equipment. Now the well from which we borrow is running out especially after our outlook was down graded. Next month our credit rating will take a hit. The devaluation of the kwacha is making this even more complicated. The only way out is for petroleum products to be priced using a current dollar index. That way fuel suppliers are not caught in a value lug

    • Imagine buying stock, which you pay for I dollars. The exchange rate is $1 to K6 when you place your order. Then working through delivery logistics and marketing it takes you 2 weeks to get you product and another week to sell. By. The time its time to make the next order the kwacha has lost 5% and you have a 4% Mark up. In dollar terms you just lost 1% and its time to make your next oder. Howlong will you stay in business?

  3. Yaluma lied in parliament last week that there was enough stock of fuel in the reserve tanks in Lusaka. Its now shocking and surprising to be informed that these oil tankers are on the way now to bring fuel. what a shame a minister lying both in parliament and to zambians. He deserves a sucking this useles minister.

Fi fuel fwani pa globe and we speak the price per barrel has fallen again, has Chikwanda released money to build strategic reserves to last a year for our country?

    • This useless Yaluma should be fired. Mwanawasa fired a useless minister Mpombo over a fuel shortage. His explanations did not make sense. Yaluma needs to go because he is either lying about the fuel shortage or he has no clue how fuel is bought and what is happens in his ministry. Being a minister is not just about being driven in a posh vehicle, wearing suits and being arrogant.

The only way to prevent this is to charge real costs of commodities. This mess was created over many years and anyone who thinks can solve them without biting the bullet is wasting his time.

    now there some scrupulous individuals we call middle men who are holding on to the commodity for their financial and political gains. Therefore, the probe is to get rid of there quacks so that fuel ca be coming direct into the country.

    People like Mushota who say they are in diaspora when they looking for money to get back home. The government has told them to wait to be put on the next repatriation schedule now they think enough is enough hence resorting to oppose any how.

    That is why countries like Egypt have taken the opportunity to invest and tap in 12 Billion United states dollars at the international investments conference as it tackles its worst energy crisis better than Zambia in decades

    Like many opportunities marshalled by other countries ,this covers a West Nile Delta project, exploration and resource appraisal activities, East Nile Delta operations and operations in the Gulf of Suez.

    Its about investing and taking the opportunity like its being done here for those who follow energy and commodities

Once these hands are made visible don t hesitate Mr President, Criminal Prosecution for Economic Sabotage. These scoundrels have taken us for granted. Have a look at the Fuel Contracts, Trace the share holders of these companies no matter how complex the matrix is, and you will get the People who are playing around with the Zambian economy .And in the new Spirit of Transparency your Government has shown so far , tell the nation and strip naked the ANGELS who we know are devils wanting to destroy Zambia.

And why must we vote for you again in 2016, if your health is such a dice? That is the probe you should have ordered first. Fuel is drying-up at the filling stations just because the president collapsed. That should be a no brainer!

      No qualms with that. Yes, it’s your choice. You are constitutionally entitled to it. Frankly, president Lungu deserves at least one full-term in office – possibly two and half! Like the late Sata, however, his health could stand in his way, with or without your vote. He is his own biggest threat to his presidency. Otherwise, seriously minded Zambian will not want to see a continuation of PF’s hide and seek type of tactics.

Guys, Presidency in Zambia is annointed from God. That is why there is no explanation some people to have become Presidents even when the odds were against them.
