Movement for Multi-party Democracy (MMD) President Dr Nevers Mumba has said that the method selected by the Patriotic Front government for the constitution making process is the most realistic and cost-effective, bearing in mind the amount of time available before the 2016 Tripartite Elections.
Dr. Mumba declared that the selected process is the official MMD position and presented by himself during the Presidential Debates held at the Mulungushi Conference Center in the run-up to the January 2015 Presidential By-Election.
He said the reality, which some sections of society are not fully cognizant of, is that there is not enough time to fully prepare for a Referendum before the 2016 Elections. This would require a national population census and a time-consuming mass sensitization programme in all 150 Constituencies with complex logistics. A Referendum is necessary to enact the current draft constitution because of amendments contained in the Bill of Rights.
Dr Mumba further said that government is currently running a budget deficit and is unlikely to be able to fund a Referendum as desired by certain quarters. He said sourcing funding from donors is also going to be a challenge as the biggest donor, the United States government, has already ruled themselves out. Other donors may be more inclined to fund more important developmental projects.
Well said Dr Mumba, thats why you have that PhD, its not for nothing, you are a politician of modern times, you are fit to be in the Obama team…..

The next stop for Dr Mumba going by the vibes of his oratory will be to ABANDON his flock. This guy never ceases to amaze me. And he calls himself a pastor? The rest of us should be saints then! Watch this space the man will abandon ‘his’ MMD for a job or agree to have his MMD faction to be absorbed into a party the will offer him prospects or personal benefits. The guy just makes me sick to my stomach. Why should such treacherous people even be listened to? Given Lubinda (bless him, now MoAgric), accused of being treacherous is a man of very high moral standards compared to this ‘man of God’, actually Man of GOLD. Go away!

The guy can actually attempted to se MMD to Akashambatwa Mbukusita Lewanika (one of the founding people or even to Chiluba all out of desperation. If I compare the maturity of Nevers and the HH, Nevers id far above the under five! He says things that are realistic. True of the matter is that we don’t have time do a referendum all because of Ukwa’s attitude when he become the President! He spat in the face of the people who supported him including NGOs. Had Ukwa been serious about the constitution Zambia would have had a new people driven constitution by now! if anyone thinks we absolutely need a new constitution before the next general elections, then let us be ready not to hold them in 2016 may be move them to 2018 and make sure the new constitution is in place!!!

MONEY OR FUNDS IS A NON ISSUE IN COMPARISON WITH THE MAGNITUDE OF THE ENACTMENT OF A PEOPLE DRIVEN CONSTITUTION.
