Kambwili U-turns on Chinese investors

OUTSPOKEN PF Roan Member of Parliament (MP) Chishimba Kambwili, who was a vocal opponent of Chinese investors, has been awarded a contract to supply goods and install some equipment at the re-opened Chinese-owned Luanshya Copper Mines.

Mr Kambwili, who was opposed to having Chinese investors take over the then closed Luanshya Copper Mine, confirmed that his company had been awarded a contract by China Non Ferrous Mining Corporation (CLM) and he extolled the new owners for the massive investment.

The MP’s company, called Roan Bread, was among the 20 Luanshya-based companies awarded contracts to supply goods and services to the mining firm.
About 200 Copperbelt companies have benefited so far.

Mr Kambwili said in an interview that it would be unreasonable for him not to appreciate the huge investment the mining firm had made in Luanshya.

When asked why he was against the Chinese investors when the Government announced that the Chinese would take over the mining firm, Mr Kambwili responded: “I was doing my job to ensure that the Government brings in reputable investors.”[quote]

Mr Kambwili said he was overwhelmed by the huge investment CLM had brought into Luanshya even before beginning production of copper.

“It will be unreasonable for the area Member of Parliament to demonise the investments the Chinese have brought to Luanshya Copper Mines, I am impressed, I actually inspected rehabilitation works last week,” Mr Kambwili said.

He said apart from the huge investment, he was impressed with the salaries the miners were getting.

The lowest paid in G7, according to the CLM salary scale for the surface workers, is K1.2 million and K1.4 million for those working underground.

He said paying the workers such amounts before resuming production and the sale of any copper is testimony that CLM was in Zambia for a substantial period of time to enable the economy of the town and people to improve.

Mr Kambwili said the economy of Luanshya was destined for a boom because of the huge investment the mining firm had brought into the country.

On being awarded a contract, Mr Kambwili said it was awarded to his company.

“It is my company that has been given a contract not as Chishimba Kambwili MP, my company applied for the bid and it was picked like any other company that has been given contracts.

“You can even ask the Chinese, they also don’t even know that my company is one of those given contracts,” he said.

He said there was nothing sinister about being awarded a contract because he had been in that business since 1993 and had dealt with mining firms.

And sources at CLM said Mr Kambwili had been given a contract to supply Maheu drink, and he was also contracted to install some equipment at the concentrator where rehabilitations were still going on.

About US$90 million was earmarked for all the rehabilitation works and so far S$70 million had been spent.

CLM has also embarked on the rehabilitation of an eight-kilometre road leading to Muliashi Copper site at a cost of K9 billion and half of the road has since been tarred.

CLM vice-general manager Gao Xiang said 200 local companies had registered with the mining firm to supply various items.

He said he was impressed with the support CLM had received from the both central and local government levels, the community and the mining unions.

“We have received tremendous support from the people here and more especially the peace in the area is nice for business,” Mr Gao said.

Production is scheduled to start on December 15 after rehabilitation works on the concentrator are completed.

They berate the MMD but when he starts to benefit himself he suddenly thinks that the Chinese are his friends. What about principles? What about ideology? It is so sad that he can easily be bought. What if he is in government and we are talking about serious amounts of money? Will the whole PF suddenly fall in love with the Chinese? The Chinese know exactly what they are doing. This is their strategy should PF win in 2011. They will simply give contracts to their party members and all the noise they are making now about the Chinese will disappear. Is he now going to tell king floor polish that the Chinese are investors and not infestors?

  6. Before I also join in the criticism why and what exactly did he criticise about the chinese investment. Maybe they have performed beyond their known track record. Remember the Chinese only give the best when they are pushed around like in the USA otherwise they take advantage of you.

  8. #13 Kambwili was at the forefront criticising the govt when this deal was struck. He even went further and alluded that the govt was engaged in corruption as regards the deal. That is why people are criticising his behaviour. Furthermore, as an MP, shouldn’t his behaviour be governed by what is good for the people and not just his family? He is just easily bought and has no principles nor intelligence that is why he could not understand why Luvales did not like his disparaging remarks about a fellow MP.

  9. People of the CB also amaze me. The MPs from those ends all have similar characteristics – thuggery and lack of principles. One wonders whether this is representative of the population that hails from the CB or its just that people are manipulated and end up voting for people without a single element of principle. Where are the learnt and principled hailing from those ends? Lets be careful who we vote for as these people are seen as a reflection of the population they represent.   24. The MP has done a logical thing in accepting that the chinese have taken over the mines and are doing a good job of it so far. Most Zambians have been sceptical of Chinese investment due to their (the chinese) poor mining health and safety standards and hence Mr Kambwili’s resistance. Surely the MP cannot stop the chinese investor from paying the employees well and this might have calminated from his outspoken stance and resistance.
    And in the same vain, his company is entitled to benefit from this huge investment like any other registered Zambian company.
    Let logic prevail.

Actually Postie scepticism is Good as it allows for an opportunity for Scrutiny, Analysis and Organisation involved work hard to measure up to the expectation as expressed by the sceptics. The most important issue is that the mine will be up and running again.The Chinese need copper big time & they will invest massively.I don’t know if those salaries mean much by Zambian standards but at least the town is no longer a ghost town and hopefully some of those who lost their jobs in the old mine will get back in employment & feed their families as they became desperate.

LET US TRY TO PUT A MINIMUM WAGE AT $15 DOLLARS AN HOUR FOR UNDER GROUND MINING WORKERS. EVEN THE ECONOMY OF THE COUNTRY WILL BE STRONGER. AND THOSE IN OTHER SECTORS E.G MANUFACTURE, AGRIC, RETAIL AT $3/HOUR. BY DOING THIS TAX INCENTIVES SHOULD BE GIVEN TO THE COMPANIES THAT PAY AT THESE RATES.

  41. Bloggers, what the Honourable MP was against was a situation where credible investors were to run LCM and we end up with another closure. It is a well known fact that miners at NFCA Chambishi are paid slave wagesfar below what miners at LCM are getting. These salaries were left by the former owners and actually there was an attempt to lower them. Please let these issues be commented on by Luanshya people, we know what we have been going through. Kambwili has done a lot in his area as far as development is concerned. Please ask Mr Kapita from State House because he recently toured the constituency. Keep it up CK, we need you in Roan after 2011. As for business do not be distructed, you started it b4 you became MP.

Then when they come he is the first one to snap contracts. That is the issue, politicans putting personal gain at any cost before public service. Even whille the chinses are there he is camping outside thier gates licking his lips for more crumbs forgetting his other duties.

I live in Zambia and for one thing the Chineses are probably the best you can get a supply contract with as they pay for goods and services with no delay.   51. No matter what you say about Kambwili you will not make him be hated by Roan people. Kambwili has done alot for the people of Luanshya as an individual MP. Kambwili has donated hospital equipment worth billions to Roan General Hospital, Luanshya Hospital and Thomson Hospital. Roan hospital now has the diaeresis machine from the UK donated by Kambwili. All the school in Roan constituency has computers donated by Kambwili. All the Churches in Roan has computers donated my Kambwili. Most of the local people have benefited from Kambwili´s money which he realises from his business. This guy is loved in Roan more than tho who bunch of MMD thugs. This guy did not even campaign for his election but people loved him because he started doing that before he became MP.

  52. To be fair to the Hon MP , he has gone some way in explaining his ‘about turn’. He is quoted in the article saying he is happy with min salaries being paid by these ‘infestors’..(though i have no idea if K1.2million is adequate in relation to prices of basic commodities)…and also that he is happy with improvements being carried out to infrastructure. So obviously, his earlier fears which he was ‘ranting’ about, are generally being addressed. …Yes , it is good that he ranted and raved earlier because it appears that has made the ‘infestors’ tread cautiously in Luanshya.
    …No 34 Bashi Mutale mwansekeshya sana..,you are funny..!..and you certainly know quite a bit about the mines on the copperbelt..!
