Zambia: Banda is driving Zambia into dictatorship- Fr Bwalya

Change Life Zambia Executive Director Fr Frank Bwalya says republican president Rupiah Banda is slowly driving the country into dictatorship.

Fr Bwalya says president Banda’s continued protection of alleged corrupt people in his government is clear a sign that the country is being driven into dictatorship.

He charged that the current government has failed to provide leadership and has continued to plunge the country into further disaster.

He stated that his organization would not rest until the country has a change of government in 2011.

Speaking last night on Muvi TV’s the Matter at Hand, Fr Bwalya alleged that the current government is corrupt and does not deserve to lead the country.

#10, Please understand that a failure to adhere to each and every guideline in the procerement process does not amount to theft of taxpayers money. Every Report of the Auditor-General will contain some exceptions. It does not always mean theft. For example if an Embassy raises some money from visa fees but does not send the money back to Lusaka but instead uses the money to pay rentals in order to avoid embarassement for the country, the action will raise an audit querry but does not in fact amount to theft. Do not jump to conclusions just because the Auditor General has raised a querry. Wait for the explanation from the spending agency which usually explains why they considered it expedient to break a particular financial regulation.

#15 Are you saying the Auditor General issues an audit report without discussing it with the Auditee? That would be so flawed in the audit process. All audit findings must be discussed during the exit conference. If the Internal controls for that institution specify that visa fees collected should not be redirected, then paying rentals without proper authorization is a major breach and I would highlight it in my report. It’s as good as theft because that’s a serious override of controls. From rentals, tomorrow it will be purchase of personal items.
