Opposition MPs threaten not to pass budget

Opposition members of parliament have threatened not to pass the budget if government fails to increase the Constituency Development Fund (CDF).

Roan Member of parliament Chishimba Kambwili said opposition Mps will walk out of parliament if the CDF is not increased.

He said it is prudent for government to increase the CDF from its current K400 million to K1 billion.

Amid cheers from other opposition MPs, Mr. Kambwili said CDF should be increased because this is the money that benefits the grass roots.

He said CDF is also used to improve among other things road infrastructure in constituencies.

Mr. Kambwili has since urged the Minister of Finance to make an amendment to effect the increase.

And Katombola MP Regina Musokotwane also emphasised the need to increase the CDF.

    they just want some.
    I would be happy if they walked out demanding accountability and transparency on how the money would be spent.

  3. Mr Kambwili, while we agree that the money be increased, It will be nice to know what you have done before in your constituency with these funds. Tell the nation also in a quantitative manner

  6. If they failed to work with the little they were given last time; why should the allocation be increased this time? There is no justification for that.

Lets face it MMD does not need the vote of those 18 PF MPs overrating their significacy in the chamber when they are good for nothing titular opposition without whom all bills can still pass.Their fantansy to leak Sata’s boots in hope of imaginary posts at the expense of national interest is out of unbriddled ignorance and mystical conscious of wishing the impossible for a nowhere Sata’s Presidency.MMD has 93 MPs,all moderate UPND MPs and all progressive now labed Rebel MPs like Dr.Machungwa voting MMD.Lubimba,Kambwili,Nsanda, Mwila,Mumbi,Kapata totalling 18 useless banch can go to hell with their immaterial boycott.

  10. To answer # 9 Kambwili has repaired the road from Roan to Mpatamatu and opened a nite club within Launshya mine am told he also donated a lot of goodies to the hospital and lastly stripped the rail line in Luanshya and sold as scrap metal :-?:-?:-?

  11. Now coming to the subject at hand, these funds should not solely in the hands of the MP, grassroots should be involved and hold him to check somehow, people like chiefs sholud also be involved somehow.

All Sata’s boot leaking MPs have nothing to point at as Development in their constituencies.I supported them but no more we need a progressive party not partisans.I have since realised that they more useless than any camp.Look at how Shikapwasha has turned his Kembe constituency with the same money.Then compare to PF’s Mumbi in Munali,Jane Kapata in Mandevu, talk time Given Lubinda in Kabwata, or Guy Scot in Lusaka central,Nsanda in Kitwe’s nada.All they are occupied with seizelessly peddle bathtubs in streets and market centers with unproductive cadres and insult in internet cafes and post newspaper with no impact to the vote or voters.This is why i quit blind support for useless Sata.

    Anyway,on CDF let them first show justifiable cause for the increase.Have they used the money alloted 2 them judiciously to help create development?Let them account 4 what they have done thus far then every1 wud agree that mo needs 2 b put in,Although of course,i support an increase in principle.But what is the MP’s motive?Already Xaviour Chishimba has not put that money to good use so what would be the rationale behind giving him more wen he’s clearly failed 2 utilise the available resources.

  21. Don’t give them any more allowances until they have accounted for their CDF allocations for the previous years. They want that money increased so that they can use it for campaigning for 2011. watch out RB don’t give them. They have to convince the MOF that they have accounted for every penny or else inform the constituents that their MP has failed to account.

  25. These oppostion MPs are jokers.CDF being increased from K400M to K1Billion per constituency and that will be K150Billion. There will be no accountability for these funds. All that want is to chew that money through fake projects. Iwe Dr. Situmbuli dont allow such wild suggestions. Let them threaten in fact they are not in majority. You gave yourselves irresponsibility allowances and other perks and yet you are satisfied. The cancer with our MPs when it comes to CDF its taken for granted as IMPREST from the Treasury. Mama Anelia Chakungula kip a watchful eye on these greedy men and women they want plunder through your nose. Napapata carry out routine spot checks and audits before their term.

    Accountability on cdf is p1 before they ask for another allocation. Some food for thot: why not ask every constituency to make project proposals, approve them and then allocate according to need and benefit??

  31. the logical thing to do is give a budget and we need that money to be accoouted for. so previous cash spent should be accounted for and used to project how much is actually needed, where and how did this man get 1 billion figure from?

  37. To hell with them, let them walk out after all they are just a useless bunch. Why didn’t they walk out when the issue of high cost of passports was discussed? Where will money come from to increase the CDF after increasing the allowances of MPs et al by a huge margin? The government should not worry about these mere paper-tigers.

    The Zambian MPs are like the scarescrows mentioned in the Bible,they are just there doing neither good nor harm. What a lot!
