PF lawmaker reprimanded for breaching parliamentary etiquette

Speaker of the National Assembly Amusa Mwanamwambwa today seriously reprimanded Nkana Patriotic Front  (PF) Member of Parliament Mwenya Musenge for breaching parliamentary etiquette and privileges through his unparliamentary behavior at the National Assembly Motel in January this year.

The Speaker has also severely warned Members of Parliament to desist from using
riddles, innuendoes and insinuations during debates in the house as they risk being
misunderstood.

Mr. Mwenya’s admonishment by the speaker follows a report by the committee on
privileges and absences for threatening violence on Namwala Member of Parliament
Robby Chizyuka on January 18, this year.

Mr. Mwenya allegedly physically assorted Major Chizyuka and poured a glass of
alcohol on him at the National Assembly Motel on the material day after accusing him
of calling Patriotic Front leader Micheal Sata a ‘Dog and that Mr. Sata was a ‘mad
person’.

In his ruling, Mr. Mwanawmwambwa said he had noted with dismay the unparlamentary
behaviour by some Members of Parliament of who willfully contravene rules during
debates in the house.

He said Mr. Mwenya’s conduct within parliamentary precinct falls far below the
minimum standard  of behavior of an elected Member of Parliament.

He said threatening violence on a fellow MP within the precincts of parliament is an
offence punishable by the House.

“Section 3 of the powers and privileges Act CAP 12 of the laws of Zambia states that
there shall be freedom of speech and that this shall not be liable to be questioned
outside the National Assemble,” he said.

The Speaker told the House that freedom of speech enables MPs to debate freely and
that no Member of Parliament is to question from outside parliament a fellow MP on
what transpired on the floor of the House.

He said therefore Mr. Mwenya, as a leader is expected to be tolerant and exercise
self control because his conduct when under provocation will not be easily
differentiated from an MP to that of an ordinary person.

He said he had decided to be lenient on the defaulting MP because of the
recommendation of the committee that he be admonished because at the time of the
parliamentary breach, the MP was new and had not fully acquainted himself to rules
of the House.

Mr. Mwanamwambwa however seriously warned the PF MP that a repeat of any
parliamentary breach will attract a severe penalty.

He said debates by MPs should  be issue-based instead of engaging personalities
outside parliament who cannot defend themselves.

He said during debates on the floor of the House, MPs should be factual, clear and
precise in order to avoid being misunderstood.

In his response to the exculpatory letter issued by the Clerk of the National
Assembly over his conduct, Mr. Mwenya admitted having breached parliamentary rules
by pouring a glass of wine on Major Chizyuka.

  1. So its true, icishinka cila fulwisha kumutima eeeh. How much brains does one need to figure out that Micheal Sata is a mad dog? If that man is a sane dog, then then it explains why even clearly senile people like Kayope and Chakomboka are considered leaders in some parts of this country.

  2. It is no surprise that Mwenya Musenge could behave like that. Most PF MP are rogues who have no intellect of ability to debate issues rationally.
    Like their boss they believe in using brutality and intimidation to get their points across.

  4. #2 Citizen,”Calling someone a dog & being mad” is hardly any display of intellect, nor is there any rationality about it – So your argument that PF MP’s lack the above, whilst the others do, sounds very hollow to me – so if that is the level of your intellect & rationality, then may God help us!!

    The same goes for #1, who shamelessly calls himself shaka, when he is such an opposite pole to the legend. Sane people, no matter how offended, do not resort to hurling insults, the challenge is to put your side of the argument across such as to shame your opponents argument – only those with shallow ideas, & lack of mental dexterity resort to insults when mentally challenged, as displayed above!!

    I could have corrected you yesterday,but I was busy replacing two rotor blades and external top housing.The housing registered an 0.03 inch hairpin fracture.The delay was in weighting and balancing the opposing blades to operate at maximum or reduced velocity.In our field we have to be precise and accurate, there is no room for a second or third opinion.

    Back to your post yesterday, nowhere in my contribution did mention or indeed call someone a mad dog.
    It is true both Nsanda and Musenge reactions to their fellow MP was brutish, irrational and devoid of intellect.
    I believe you a Medical Doctor and if this is how you manage your patients ailments, prescribing treatment based on wrong investigation and conclusions – then God help them.

  7. #4 & 5, Citizen, you see, I seriously think you need an urgent consultation – you are exhibiting tangential responses – no one asked you to give any explanation of you whereabouts, more so, even to the extent of giving all the details – symptomatic of “verbosity” or in simple terms verbal diarrhoea!

    Your verbosity was a desire to display your expertise, unfortunately you made a mess of it!!
    A Rotor blade is a specialised wing or aerofoil( designed to provide lift!) & is not a component of a jet engine, which has “Fan blades”( to blow air & not provide lift) & Turbine blades as parts of it. Their design is very simple compared to the design of a Rotor blade.

    So citizen, try not to dig a hole for yourself when it is uncalled for, coz you won’t find many conscientious people to help you out of the muck!!

Why can’t we learn from our friends in the USA. most of the people that run for public office have college education. we do not just go to school to learn geography! was it another PF MP who used the word “ama hule in parliament?” anyway they say ” a leader can asses his pontential from the caliber his followers”. “show me your friends and i shall sure tell you your character”. PF MP’s what a shame. bana ndoal proper ..kaponya, igoigo bakalamba!

    I belong to a repectable profession where we don’t believe in gilding our lillies.If I must let.. a typical rotor blade is what is found on a helicoptor to provide lift, but certain fighter jet aircraft have enhanced fan bladed called rotors which provide suction when normal and lift when engines are inverted.
    The new generation aircraft which carry Rolls Royce and/or General Electric Engines such as Being 737.400s/757/767/777/787 and Airbus AB380 have case hardened and elongated fan blades now called rotors.This design has validated engine performance at high altitude airports during take-off,ground starting and transient operations.The case hardened fan blades now called rotor accasion minium engine damage due to suction of foreign material such as birds or metal debris. Technology is dynamic.

    I still maintain that i did not call any one maddog in post.You Misquoted me and it wil not make yu a lesser man to admitt and apologise
