Mugabe’s confrontation with Mwanawasa comes to light

ZIMBABWEAN President Robert Mugabe stormed out of the recent Southern African Development Community (SADC) summit after an explosive clash with Zambian President Levy Mwanawasa during a closed session, it has emerged.

Mugabe’s confrontation with Mwanawasa and his subsequent indignant departure from the meeting raised fears that the already divided regional bloc could be further weakened by further infighting and divisions.

The SADC is riddled with geo-political and personal rivalries among leaders which threaten to make it difficult to deal with internal conflicts and rein in rogue states. Mugabe’s fracas with Mwanawasa was reminiscent of his row with former South African president Nelson Mandela during a SADC meeting in Angola in 1997.

Diplomatic sources who attended the summit revealed this week that Mugabe walked out of the meeting after a row with Mwanawasa over Zimbabwe’s political and economic crisis.

The sources said Mugabe went off in a huff after the unprecedented confrontation. Mwanawasa was chairing the meeting, which ended on a sour note.

The wrangle was caused by an attempt by Mwanawasa to table Zimbabwe for discussion, a move which enraged Mugabe.

Mugabe arrived home early looking glum after hurriedly leaving the summit. Upon his return, he said the meeting went well but made it clear his regime would continue with its own programmes, regardless of what the SADC leaders were saying.

The SADC said it was preparing an economic recovery package for Zimbabwe, but Mugabe’s spokesman, George Charamba, said in his anonymous column in the government-controlled daily Herald that Zimbabwe did not need help from the region because “no aid cent will come from SADC countries”, reflecting Mugabe’s attitude after the summit.

This was contrary to President Thabo Mbeki’s claims that there were no divisions over Zimbabwe at the summit and that the SADC was committed to helping Zimbabwe out of its crisis. He had described reports of division as “fictional” and said SADC leaders were not at odds over Zimbabwe.

But information gleaned from senior SADC diplomats indicates there were not just divisions, but a fierce clash between Mugabe and Mwanawasa that left the regional leaders shocked. They say the trouble started after Mbeki del-ivered his report on talks between the Zimbabwean ruling party Zanu (PF) and the opposition Movement for Democratic Change (MDC).

Mbeki had earlier given the report to Tanzanian President Jakaya Kikwete, the chairman of the SADC organ on politics, defence and security. Mbeki briefed the summit on Zimbabwe in his capacity as an SADC -appointed mediator .

Mbeki said in his briefing there was progress in the talks, although parties needed to intensify negotiations.

“After Mbeki delivered his report to the summit, Mwanawasa, as the chair of the meeting, said there was an urgent need to discuss Zimbabwe because the situation there had become ‘unacceptable’. Kikwete said there was no need to discuss it because talks were in progress and Mbeki concurred,” a senior diplomat said. “Kikwete then suggested Mugabe should be asked what he thought about Mwanawasa’s proposal. When Mugabe was given the platform to speak he launched an angry tirade, attacking Mwanawasa left, right and centre before walking out in protest.”

The diplomat said Mugabe angrily asked: “Who are you, Mwanawasa? Who are you? Who do you think you are?”

“Mugabe also said he was aware of Mwanawasa’s recent meetings with western intelligence agencies on Zimbabwe. He said he would ‘not allow Mwanawasa to sell out Zimbabwe as he has done to Zambia’,” the diplomat said.

“During the process Mwana-wasa was shaken and he kept on saying: ‘Mr President I didn’t mean to say that; you misunderstood me. No, Mr President, that was not my intention’ .”

Sources said Mugabe, after blasting Mwanawasa, walked out and did not return.

Efforts by colleagues — including Kikwete and Mbeki — to persuade him to return to the meeting failed.

  1. Gee..I don’t like LPM, but am deeply upset and offended by this. You don’t talk to my president like that. How can you ask the President of the Great Republic of Zambia a question like ” Who are you..?”. This is nonsense and total disrespect by this little spoilt tyrant from the stone age of politics.

    We should just close that border and stop sending our maize there. After all no Zambians drive through that country. Who wants to be stuck in fuel queues in a foreign country. Silly old man, maybe his mind is failing him.

  6. What kind of behaviour is this from African leaders? Such an important meeting goes horribly wrong because of one insensitive politician from Jurasic park, and they conclude it all went well! The Zambian president should be given merit for been the first and only African leader to recognise that the led in Zimbabwe have suffered enough. Like the American declaration of indepedence says, a leader with every characteristic of a tyrant is not fit to rule a free people.

  7. LPM is wrong to try to destabilise zim by working with the CIA. Like mugabe said, who does lpm think he is. LPM has soldout zed to foreigners i.e. in mining, tourism, agriculture and now even gov’t itself is up for grabs. Zed is not developing bcoz we still have 75% unemployment which is just the same as the unemployment rate in zim so what is ba LPM calling ‘unacceptable’? If the situation in zed remains the same and the situation in zim remains the same as well all the way through to 2011 when ba lpm steps down from the prez office, we will find that 3/4 of zim will be in the hands of black zimbabweans while in zed over 3/4 of the ecomony and politics will be controlled by foreigners. So I ask who is doing the right thing here between lpm and mugabe?

  8. The problem is LPM has no clue with the men he is dealing with in Zimbabwe. Firstly Mugabe has 17 degrees, 10 of which he studied and earned them. LPM has only one average law degree. Zimbabwe was born out of the barrel of the gun(Chimurenga) where Comrade Mugabe was basically a guerrilla leader somewhere in the bushes of Mozambique. I have no pity on LPM, he has sold the sovereignty of Zambia and thinks he can the same to Zimbabwe and other African states. He needs to trade carefully with land issues in Zimbabwe; he grabbed from UNZA and so far no one has harassed him yet.

As a post liberation struggle president, I don’t think Mwanawasa will be clouded by sentiments or associations from that era in addressing the Zimbabwe issue. For once he can put his arrogance to good use. Mugabe should be called to account. Zimbabwe is decaying, and not just because of foreign influence. Start with the man in the mirror!

  13. I don’t understand why LPM should connive with foreign intelligence agencies to destabilise Zimbabwe? Has he got nothing else to do? Does he understand the implications of Zimbabwe going to war as a consequence of his actions? LPM must concentrate on Zambia where only 10% of the population control the total wealth of Zambia, and he has failed lamentably to empower fellow Zambians. The little empowerment Zambians are enjoying was brought by FTJ that he desperately tries to destroy every day.

The mere fact that Mugabe dared the Presidency on our land, we should not even celebrate his antiques.Wether Mugabe was right or wrong , the bottom line is he dared us on our soil and we find time to support him.   20. Both LPM and Mugabe are a danger to their respective countries as can be seen from their lack of diplamacy in resolving pertinant issues.

    Mwanawasa should have approached Mugabe in person to ask him on the need to discuss the affairs of Zim not to embarass him in front of other leaders. Mugabe is solely responsible of the economic woes Zim is going through but still he is the prez and must be accorded diplomatic respect. On the other hand Mugabe was disrespectful to Prez and ridiculed him in front of other leaders. This behaviour by Mugabe is uncalled for a prez no wonder zim is going through all these troubles.Mugabe should have called for the postpondment of the meeting so that he could meet LPM to discuss their differnces instead of behaving like a money the has stepped on a sharp pin.

  24. State pays Donegal International $10.5m

    GOVERNMENT has paid US$10.5 million of the US$15.4 million its owes a London debt buyout firm, Donegal International.

    The London firm won the case against the Zambian Government in the infamous Vulture Fund suit of US$55 million. The United Kingdom’s Royal Court of Justice ordered the Zambian Government to pay the money after reducing it significantly.

    In an interview in Lusaka yesterday, Minister of Finance and National Planning, Ng’andu Magande, confirmed the payment.

    “We are almost finishing paying Donegal International.

    We have paid more than 50 per cent,” Mr Magande said.

    Government would pay the full amount as soon as possible to avoid a seizure of its properties in London.

    According to payment schedules obtained by the Daily Mail Government made the first payment of 575,000 Pounds in legal costs to Donegal, and followed it up with US$10 million soon after the order.

    A total of US$5 million was the amount remaining to be paid in order to clear the debt.

    Government was committed to paying the full amount to avoid seizure of its properties in London by Donegal International.

    In April this year, the London court ruled that Zambia should pay US$15.4 million to Donegal International following the Vulture Fund suit.

    In 1979, the Romanian Government lent Zambia money to buy Romanian tractors.

    The Zambian Government was unable to keep up the payments and in 1999, Romania and Zambia negotiated to liquidate the debt for US$3 million, but before the debt could be finalised, Donegal International, which is partly owned by US-based Advisory International, stepped in and bought the debt from Romania for US$3 million.

    The debt originally had a face value of US$15 million, but Donegal International claimed unpaid interest and other charges, raising the amount to US$55 million.

    Zambia had paid back US$2 million, but Donegal International successfully sued the Zambian government on February 15, 2007, in the UK court.

    1.Introducing price controls
    2.Free wages
    3.Print more money
    4.Give land & industries to war veterans for nothing in exchange except political support
    5.Have exchange control that only the elite have access to and so exploit the masses

    Am sure others can add to this list. This is not a case of the West. There is an elite group that is benefiting in this situation. These guys are becoming millionaires in dollar terms by just doing currency trade in ZIM. Also the agric sector collapsed and ZIM only grows 10% of what it used to. Is that because of the West? Come on you don’t give things for free to people and expect them to be productive. Amin did this in the 70s..nice case study for Mugabe and it never worked. He should have known better

  28. Bob had been dying to talk to LPM the way he did ever since the statement “the situation in one of the SADC states is like the sinking of the TITANIC’ from LPM. Zim is sinking like the Titanic and this is unacceptable.

    KK refused to greet Amin at an OAU meeting as a protest to the tyrant when every other African leader was josling in line to meet the Ugandan. This was way before Tanzania found a reason to topple big fat former boxer. I guess LPM’s actions are inline with KK’s stance on dictators dispite having been one himself.

  32. LPM stands out from the rest. I have never regretted voting for him in the 2005 elections. My only regret is I did not vote for him in the 2000 elections. What a man. It takes integrity and courage to do what LPM did in that summit. We will surely miss him after 2011. A lot of you will disagree with me now and I wont be surprised but am a patient and accommodating person. I will wait for that time when you will be telling me that I was right. I did this when Mugabe was giving his war veterans land and many people said this will have no negative effect on the economy of Zimbabwe. But here I am. I’ve been vindicated. In separating men from boys, there was only one man in the just ended SADC summit, one very stupid boy and the rest were coward boys.

I pay my maid peanuts because they are in abundance and if she turns down my peanuts, I can easily find another one and that is what keeps the cost of a maid down. There are many of them around. I pay my dentist a high premium because they are not too many of them around and that is what keeps the price high for them and encourages people to take up dentist and in the long term bring down the cost of dentist. You don’t ask the system to produce dentist only to pay them peanuts. You need the incentive of profits to create wealth.

    Having subsidies in the west doesnt not make them right either. Infact, there is a lot of pressure to do away with them and I can guarantee they will be out in less than 10 yrs time.

    By the way NO one is advocating that we go to war with ZIM. We are just asking for the show of some respect for our president from old Bob. Is that a sin??

  42. we are all sadnened by what is happening in Zimbabwe. Levy as chairman should have first met with Mugabe privately to talk to him. He should also have talked to Mbeki & hear how far he had gone in his diplomacy with Mugabe. After all, Levy went to meet some other leaders before the summit. While the situation in Zim is ‘unacceptable’, Levy should have not used such a word. He should have known that no progresss was going to be made by discussing the zim issue publicly. You don’t help a person like Mugabe by discussing his problems in a public summit. The summit only needed to hear a report from Mbeki (& maybe from Mugabe himself). Levy should have suggested for few leaders to discuss the matter privately & then come up with some possible steps to take after the summit. Levy should not have met with Western intelligence over Zim. MDC’s leader made a similar mistake & made comments of plans to assasinate Mugabe without knowing that he was being taped. I saw the interview on SBS.

  43. Yesterday, Bush met privately to talk to the Australian opposition leader, Kevin Rudd who had called him as the most incopentent leader the world has ever known. Rudd made such a comment at the start of the Iraq war- before he became the opposition leader last year. Rudd might become Australia’s next prime minister before this year ends. And though Bush publicly supports John Howard for supporting him in the Iraq war, courtessy called for Bush to meet with Rudd privately & iron out their differencies over the Iraq issue at the on going APEC summit in Sydney. This is how you resolve issues with other leaders whom you don’t agree with on critical issues. Truth has to be shared with grace.

  68. The issue here is that Mugabe was castrated by the British Gov’t so it’s a personal issue for Mugabe. It is better for Prez Mwanawasa to stayout of this issue before he brings war to Zambia. Zim’s military is far better than zed’s military plus zim’s army has too much experience in warfare. Examples of this include the guerrilla warfare against the white gov’t in zim, the civil war and of course the intervention in Congo DR. Like someone had posted earlier, Zim was born out of the burrow of a gun. The British are a serious problem, look at how they have been defeated in Basra, just one province of Iraq but the still insist that the ‘pullout’ of central Basra was not a sign of defeat when we know that they have once again been defeated just like they have been defeated in Zimbabwe.     Four children died instantly, Wednesday when a wall fell on them after a stampede that ensued
    during the distribution of free mosquitoe nets in the Northern Province district of Mpika.

    Both Mpika Central Member of parliament, Mwansa Kapeya and District Health Centre Specialist, Dr. Isaac Mulenga have confirmed the incident which happened at in Chitulika Village.

    Mr. Kapeya said the four children were crashed to death after those who registered and others
    who did not jostled to be given the free mosquitoe nets.

    He said six elderly women suffered multiple injuries in the stampede.

    The six are admitted to Mpika Health Centre.

    Mr. Kapeya said police are investigating the cause of the accident.

Don’t forget that in the days leading up to the SADC summit, a very senior and highly trained zim police officer was found dead with gunshots in a hotel room in Lusaka. When the chief inspector of Zambian police, a Mr. Mateyo gave a public statement, he said the super zim cop died of natural causes. The Post news paper turned around and gave another story which suggested that the supper zim cop was actually killed by a prostitute using the zim cop’s gun after he refused to pay her for her sexual services to him. Obviously everyone knew that both stories were false and it could only mean one thing, western intelligence trying to make an attempt on Mugabe on Zambian soil with the collaboration of no other than LPM.

  73. LPM needs to understand that Chimurenga war for the independence of Southern Rhodesian began in 1964 to 1979. The Republic of Zimbabwe was born officially in April 1980. This was 15 years of struggle that LPM and the Mundia Sikatana are trying to cheapen.

    Some of the luminaries and leaders of ZANU of the struggle were Herbert Chitepo, Josiah Tongogara and Joshua Nkomo who founded ZAPU. These men are dead but their dream of Zimbabwe still goes on. If KK heard that LPM is betraying fellow African leaders, he would hang his head in shame.

  77. OIL, GAS DISCOVERED IN ZAMBIA, MINING MINISTER MWANSA ANNOUNCES
    Oil and gas had been discovered in Zambia and tenders were being prepared for further exploration, the Zambian Mines Minister Kalombo Mwansa announced in Perth on Friday.

    Mwansa told the Africa Downunder conference that initial exploration undertaken by Zambia’s mining ministry in the North Western province had revealed the presence of oil and gas.

    The samples extracted had been found to contain oil and gas and these had then been sent to Germany for confirmation using special technology.

    “I can inform the audience that this particular technology has confirmed our initial finding of oil and gas in the country,” Mwansa said.

    “At the moment, we are doing the right things first before we can start exploiting this resource. What we are doing first is to look at legislation that is available in terms of this resource and updating this legislation,” he said.

    Thereafter, the country would also examine the legal and institutional mechanism and base it on international practices and experience.

    “But I am happy to say that tender documents are being prepared and we hope that we will be able to invite applications for companies to do further exploration work to determine the depth of the material and the size of the wells,” he said.

    Mwansa said that there was room for greater minerals discovery in Zambia because only 55% of the country had been geologically mapped and 45% of the country had still to be surveyed.

    The ministry was carrying out further exploration in areas of further potential where there was potential for large-scale mining based on the initial finding reported.

    ‘My ministry has also despatched a team to the western and eastern parts of Zambia to assess the presence of oil and gas in those two areas,” he said.

    A new computerised cadaster was also being established and would be operational at the start of 2008.

  78. ZAMBIA FINALISES POLICY TO ENCOURAGE LOCAL OWNERSHIP
    Zambia has finalised the drafting of a new mining policy that will empower Zambians to own shares in mining firms.

    This was announced by Mines Minister Kalombo Mwansa during a consultative workshop on the revision of the Mines and Minerals Act.

    The policy will empower many Zambians to have stakes in large-scale mining operations.
    It calls for the private sector, through public–private partnership, to play a bigger role in contributing to the country’s gross domestic product.
    Mwansa also called for the estab- lishment of an appeals tribunal to facilitate the resolution of disputes that may arise over mining rights.
    The final draft of the revised mineral resources development policy is ready for Cabinet approval.

  79. ZAMBIA MAY SEEK TO ALIGN ROYALTY TO COPPER PRICES
    The Zambian government is looking for experts to advise it on the modalities of renegotiating agreements reached with mining companies, in order to gain more revenues from the booming mining sector.

    Mines Minister Kalombo Mwansa says the discussions should start in October.

    He says government has already met all the CEOs of the mining companies to make them aware of this development.
    Trade unions, the business sector and donor organisations like the World Bank have been calling on government to renegotiate the deals. Against this background, government is confident that the process will not erode investor confidence.
    And Mopani Copper Mines CEO Tim Henderson says most mining companies are willing to renegotiate the agreements, but prefer to deal with the same government advisers they dealt with when the Zambian mining sector was privatised.
    According to Zambian press reports, he urges government to link any changes in mineral royalties to copper prices on the inter- national market because mining firms make less money when copper prices decline. However, he urges government to exercise caution during the process, as Zambia is not the only country competing for investors.

  80. ZAMBIAN PRESIDENT TO NEGOTIATE PROPOSED MINE TAX INCREASES
    Zambian President Levy Mwanawasa will personally negotiate proposed tax increases in mineral royalty and corporate taxes with foreign copper mining firms, reports news agency Reuters.

    Mwanawasa said he would meet CEOs of key foreign copper and cobalt mining firms to discuss the proposed hike of the mineral royalty to 3% from 0,6% and corporate tax to 30% from 25%.

    The Zambia News and Information Services (Zanis) said Mwanawasa had invited the mine managers to his official residence to discuss the tax increments, but did not indicate when this meeting would take place.

    Zanis said that the mining firms already pay value added tax, personal income tax for workers, and land tax to municipal councils.

    “Mr Mwanawasa said so far, the mining firms had in principle agreed with the government’s intention to increase mining royalties,” Zanis said.

    In a separate statement Finance Minister Ng’andu Magande said the mining firms had declared an aggregate profit of $397,3-million in the 2005/06 financial year, after making losses of $43,2-million in the 2002/03 financial year.

    Analysts attribute the jumps to rising international metal prices and a more than doubling in Zambia’s output of copper, the country’s main export, over the same period.

    Magande said the government would audit earnings of the mining firms to determine tax requirements.

    “It is important to note that there is a process in place that is diligently observed to ensure that tax audits are conducted to verify the profits declared by mining companies, Magande said.

    Some of the key foreign investors in Zambia’s mining sector include Canada’s First Quantum Minerals, Australia’s Equinox Minerals, London listed Vedanta Resources, and Swiss firm Glencore International AG.

    Copper mining earns Zambia the bulk of foreign exchange, but analysts say the country does not reap enough benefits because foreign companies own the mines.

    The proposed increase of the mineral royalty tax came almost six months after an International Monetary Fund (IMF) report urged the Zambian government to review concession agreements and tax holiday arrangements signed with some mining firms, in order to generate more resources for development.

    Earlier in the year IMF country representative to Zambia Birgir Aranson said that the concessions mining investors enjoyed were not helping the country to generate resources for development. He also said there was a need for government to broaden the tax base in order for the country to have enough resources to channel its social programmes.

    The Zambian government has been in support of proposals to revise concessions currently enjoyed by mining companies.

    In December 2006 speculation had started about the minerals tax increase, Mines and Mineral Development Minster Kalambo Mwansa said that a new minerals royalty tax to be introduced in the Southern African country was expected to be pegged at 2,5% up from the current 0,6%.

    Mwansa went on to add that the current royalty was unrealistic, considering that 3% was the average royalty paid worldwide and the big profits made by mining companies.

    However, there was some caution from certain sectors of the government regarding the increase.

    In an earlier statement, the Zambian chamber of mines GM Fredrick Bantubonse said, “the government should take into account the taxes the mining companies are paying and the profits they are making because some have not even started reaping from their investments.” He added that caution needed to be exercised because, if investors lost confidence in the Zambian mining industry, it will be difficult to woo them back.

    In a recent report done by the IMF, an overview of how certain policies would affect the Zambian economy was given.

    In October and November 2006, an IMF mission led by Mr Francesco Caramazza visited Zambia for discussions on the fifth review of the country’s three year economic growth programme supported by the IMF’s Poverty Reduction and Growth Facility. The mission reviewed economic and financial developments for the remainder of the 2006 year and the beginning of the 2007 year. The mission also met with representatives of the private sector, civil society, and Zambia’s cooperating partners.

    The IMF reports that the Zambian economy continues to perform well.

    Strengthened macro economic policies and a favourable external environment have been major factors behind the improved performance of the economy in recent years. Annual real gross domestic product (GDP) growth exceeded 5% for the third consecutive year in 2005 and was expected to increase to 6% in 2006, IMF reports that the expectation was led by solid expansions in the mining and construction sectors and a strong recovery in agriculture.

    Inflation was at around 8% it’s lowest in three decades. The renaissance of the copper sector and extensive debt relief have markedly strengthened the economy’s prospects, both of which contributed to a substantial appreciation for the Kwacha.

    According to the IMF the stance of fiscal policy has remained appropriately prudent, but budget execution needs to be further strengthened. In particular to minimise the carryover of unspent balances from one year to the next. Monetary expansion has been faster than programmed in recent months and corrective action was taken to meet end year targets. In 2007, and in subsequent years, tax revenue is expected to be boosted so as to contain government’s domestic borrowing while providing scope for interested spending on infrastructure and social programmes to meet the national development goals. The authorities already initiated a comprehensive review of the tax system with the aim of broadening the tax base, improving the efficiency and equity of the tax system, and improving compliance and effectiveness of tax administration.

    The IMF adds that looking ahead, economic prospects are favourable. Bolstered by sizable investments, particularly in mining and manufacturing, and by residential construction, real GDP is projected to grow at about 6% a year over the medium term. Depending on the quality and the extent of the implementation of the Fifth National Development Plan, economic growth could strengthen further and subsequintly raise living standards at a quicker pace. Sustaining robust growth, making more effective use of public resources, undertaking the improvements in infrastructure, and the financial private sector reforms which are essential to enhance productivity and competitiveness.

  81. KCM TO AWARD CONTRACTS FOR SMELTER EXPANSION
    ambia’s largest mining and metals company Konkola Copper Mines (KCM), a subsidiary of Vedanta Resources, over the weekend called for expressions of interest for the construction of slag granulation, coal distribution and concentrate injection systems at its smelter, located at Nkana, Zambia.
    KCM is undertaking significant expansion in its mining, smelting and refining capacity, in line with Vedanta’s vision of becoming a global leader in nonferrous metals business.
    Vedanta Resources has interests in copper, aluminum, zinc, silver and lead, with operations in India, Australia and Zambia.
    KCM has two underground mines, one openpit mine, one tailing leach plant and one smelter/acid plant complex. The smelter, located at Nkana, has a capacity to produce 150 000 t/y of copper.
    The company called for expressions of interest in various projects at the Nkana smelter, including the design, engineering, fabrication, supply, installation and commissioning of the slag granulation system to granulate 1 200 t/d of slag.
    The granulated slag would be skimmed from a reverberatory furnace, granulated, dewatered and loaded into storage bins for transport to the slag dump.
    In addition to the pulverised coal distribution system for feeding 300 t/d of coal to various furnaces, expressions of interest were also called for for a dense phase concentrate injection system into the Teniente reactor, to increase the concentrate feed system from 800 t/d to 1 400 t/d.

    Zimbabwe has devalued its currency by 11,900 per cent with immediate effect.

    Finance minister Dr Samuel Mumbengegwi announced the devaluation on Thursday afternoon while presenting the mid-term fiscal policy review and supplementary budget that is six times more than the entire 2007 national budget.

    The major focus of the supplementary budget which maps out the survival strategies for the depressed economy for the remainder of the year, is increasing revenue generation and support to economic and social sectors as well as attempting to reduce inflation and avail foreign currency.

    The new move has seen the abandonment of the largely unrealistic two-tier official exchange rates of US $250 and US $15,000 per US dollar, replacing them with the exchange rate of US $30,000.

    Despite efforts by South Africa’s President Thabo Mbeki to gag SADC leaders
    and Zimbabwe’s negotiating political parties, more information has been
    revealed about what really transpired at the SADC summit that took place in
    Lusaka last month. The heads of state were all smiles when they took a group
    photo on the last day, but Robert Mugabe had allegedly stormed out of a
    closed session earlier after a heated exchange with Zambian President Levy
    Mwanawasa.

    The revelations are significant because they show that there are divisions
    within SADC, contrary to assertions by Mbeki and other heads of state.
    Mbeki’s behaviour is also shown to be supportive of Mugabe, giving credence
    to reports that he is not suitable as a mediator on the Zimbabwe crisis.

    Reports say Mwanawasa had suggested the Zimbabwe crisis be discussed as the
    situation was “unacceptable”. Tanzanian President Jakaya Kikwete responded
    by saying there was no need to deal with the Zimbabwe issue while the SADC
    initiated talks were still in progress. Mbeki is reported to have agreed
    with this, effectively siding with Mugabe. Kikwete then made the mistake of
    suggesting that Mugabe be given an opportunity to comment on Mwanawasa’s
    suggestion.

    The story goes that Mugabe launched into an angry tirade at Mwanawasa,
    saying he was aware the Zambian leader had held recent meetings with
    ‘western intelligence agencies’ about Zimbabwe. He also accused Mwanawasa of
    selling out his country. He said he would not allow Mwanawasa to sell out
    Zimbabwe the way he had sold off Zambian assets. Mugabe was so angry that at
    one point he is quoted as saying: “Who are you Mwanawasa? Who are you? Who
    do you think you are?” before storming out and leaving.

    Journalists who attended the SADC meeting say they heard that Mwanawasa had
    apologized and kept pleading with Mugabe to understand that he had not meant
    anything negative. He is quoted as saying: “Mr President I didn’t mean to
    say that, you misunderstood me. Mr President that was not my intention.”

    Journalist Valentine Maponga was at the final press conference when the
    Zambian leader, who is the new SADC chairman, was asked why Mugabe had left
    early. Maponga said Mwanawasa joked that Mugabe needed to rest since he was
    older. But information about Mugabe’s tirade was already making the rounds.

    A 23-year old woman of Kabanga village in Samfya has confessed to having attempted to sell her two-year-old son for K3 million to a businessman because of poverty.

    Marjorie Nkandu said she decided to sell her two-year-old son because she was failing to provide for him and his other two siblings.

    She said she started having problems to support her children after divorcing, her husband early this year.

    The single mother said does not receive any support from her former husband or family.

    Village headwoman Kabanga has also confirmed the incident.

    GOVERNMENT has launched the Irrigation Development Fund (IDF), with an initial injection of K37 billion, which is expected to revolutionise agriculture in the country.
    Agricultural and Cooperatives Minister, Ben Kapita, who launched the Fund yesterday, said the long-awaited programme was targeted at putting 70,000 hectares of land countrywide under irrigation and noted that the sector would never remain the same.

    Speaking during the launch of the IDF at farm number SD 51 of 28a Lusaka West, Mr Kapita said 75 per cent of the Fund had been set aside for small-scale and emergent farmers while the commercial farmers would get 16 per cent and nine per cent would go towards the equipment manufacturing and development.He was flanked by his deputy, Albert Mulonga, Permanent Secretary, Richard Chizyuka, Zambia National Farmer Union (ZNFU) president, Guy Robinson, and several other dignitaries.
    Mr Kapita said Government had deliberately put the initial interest rate for farmers who would access the loan under the Fund at nine per cent to make it affordable even to all farmers.

    He warned farmers against defaulting saying that anyone who would fail to pay back would incur an extra five per cent compound interest as a deterrent.Under the Fund, eligible farmers would borrow capital for acquisition of irrigation equipment and other requirements.

    Finance Bank would be the main administrator of the whole Fund but other banks would access it for onward disbursement to the farmers.“Since the launch in Lusaka of the pilot peri-urban irrigation development component of the IDF in September 2006, over 60 hectares of irrigated land has been recorded.“This response has made my ministry to seek ways of expanding the peri-urban irrigation initiative to cover other parts of the country,” he said adding that the programme would be extended to other towns.

    Transforming agriculture in Zambia called for broadening of innovations to cater for the entire sector and the IDF was one such innovation, he said.Mr Kapita said Government would not allow the Fund to go under like many had done in the sector and warned that all farmers found wanting would forfeit their assets, like cattle and tractors, to Government.

    He said the ZNFU was in the forefront advocating the establishment of the Fund and paid tribute to the officials for the persistence.He told the gathering that crop production should not be confined to the rain season alone, considering that Zambia accounted for 40 per cent of water resources in the region.

    He said irrigation development support was a top priority under the Fifth National Development Plan and it would be propelled by the IDF.Currently, irrigatable land was estimated at 425,000 hectares countrywide, out of which only 125,000 hectares or 25 per cent was under irrigation.

    Earlier, Mr Robinson welcomed the launch of the Fund and challenged all farmers, small and large, to take advantage of Government’s commitment to the sector.
    He said that irrigation was not only for commercial farmers and therefore small scale and emergent ones should engage themselves in the practice.Mr Chizyuka said the Fund was one of the long-awaited projects in the ministry and was happy that it had finally come to fruition.He called on farmers to take advantage of the situation and access the loans.

    In 1996 Nelson Madiba Mandela was lambasted and vilified by Mugabe at the Luanda, Angola meeting before he abandoned the conference all for asking him to take an inclusive approach. I was in the advance party for Chiluba then who had an active hand in preparations for the Presidents’ summit. I challenge you to look at the minutes of that closed door SADC security meeting if you have to build credibility to speak on this issue.
    For your information LPM as SADC Chairman wasn’t wrong to table the Zimbabwean situation before the heads of states. VP Rupia Banda a veteran career Diplomat and long time Foreign affairs minister with strong ties to Mugabe has been frequenting the Harare state house.
    Prior to the SADC summit the VP was in Harare as LPM’s special envoy. When Mugabe got to Lusaka, LPM and Mugabe had a one to one frank closed door meeting with him on clear cut issues. Thus I don’t know what you are talking about on this blog. On advisors again it is clear that you write from a point of absolute ignorance and inexperience of how Governments approach issues.
    Look through the President’s advisors on Foreign Policy and international relations, Politics, Economics and security. If anything besides many experts, a highly smart and seasoned Director General called Mr Phiri is heavily consulted on many issues.
    Learn to research things to avoid self embarrassments. Where you are stuck, ask without ceasing atleast one knowledgeable Zambian active or in retirement could take interest to put you in the right perspective. I personally admire your passion to speak on national issues though always speaking from a point of absolute ignorance I have noticed. Keep trying and asking one day you could become credible only heavens know.

  113. #145 Veteran You are back.The point here is not wether LPM has good and qualified advisors or not. HE DOESNT KNOW WHEN AND HOW TO PRESENT ISSUES. He has also set himself on high plains where people cant give him objective advise. Like i said earlier i know he means well but let him use people who know how to talk like VJ or FTJ. SADC is a club that doesnt have any powers on individual sovereign states. LPM went to pamodzi hotel to meet the then SADC chairman why???? . Why didnt he invite the chairman to Plot 1. All these are political blunders that can be avoided. But since you have blind loyalty i will let you keep ranting. RB may have been shunting to and from Harare. But Can he tell LPM the truth? KK went through this phase towards the end of his era where everybody was lying to him because they feared him. Veteran leadership is partnership.

    Persevere, Zambians told
    PRESIDENNT Mwanawasa has called on Zambians to persevere and endure some of the current hardships as the country recovers economically. Speaking during a church service at Lima Hall in Itezhi-tezhi yesterday, Mr Mwanawasa said it was important for Zambians to persevere hardships before the country could become developed. Mr Mwanawasa also advised the people of Itezhi-tezhi to look to God in times of need. “As children of God, we should not hate perseverance because even the Bible teaches us to persevere. Some of us easily give up our faith when things get tough,” he said. Mr Mwanawasa observed that much economic progress had been made since the New Deal Government came into power six years ago, and that only through perseverance and cooperation between the Government and the public can the country develop economically. Mr Mwanawasa who dubbed his message as ‘Run The Race With Perseverance’ quoted Bible verses from the books of Hebrews 12:1-3 , Exodus 17:1-8 and Exodus 32:1-8.
    And in a vote of thanks, Southern Province Minister, Joseph Mulyata thanked President Mwanawasa for having taken time to worship God with the people of Itezhi-tezhi.Mr Mulyata said he would also encourage the people of Southern Province to take the message of perseverance seriously if they were to develop economically. The church service, which was held at the Baptist Church, was attended by Mr Mulyata, Itezhi-tezhi member of Parliament, Godfrey Beene, District Commissioner, Leonard Shampile and several heads of Government departments in the district.- ZANIS

  117. Diplomacy (145), Thank you for sharing that ‘LPM and Mugabe had a one to one frank closed door meeting with him on clear cut issues’. I find it strange that such a leaders who met Mugabe face to face in a closed meeting would use the word ‘unnaceptable’ while tabling the Zim issue. Having met Mugabe, he should have known the best way to handle the Zim issue. He should have also known how Mugabe reated to Mandela (based of what you have written). He should have also listened to the advise from Mbeki & the Tanzanian leader. It is clear to me that Levy lacked wisdom on how to hadle the issue he was presenting just as he later lacked wisdom in shunning the Taiwanese stand in Swazi. I agree with SAGE (146) that Levy does mean well, but he needs to use wise diplomats when dealing with Mugabe.

SADC has failed zim pipo period.We condone bob has much as we like, but the reality is on the ground.You do not starve pipo then give then maize to vote for u.This oldie has run out of ideas, a new generation leader is needed.Not a unionist (Tshangirai) e.g FTJ, they need an economist, and they (zims) should realise it now, not that brain washing about Bush & Blair going on, otherwise they will not have a country to visit on holidays soon.They are all comfortable in SA, Britain, etc but the rosting will come home.

I have time and again advised blogers about the media, for them bad news sells better. Your point of advice for bloggers to do research before they comment is cardinal one. Many are in diaspora and they hav lost touch with home. All they get is reading the media news like the post. This could be misleading.

  122. The market place at Kamwala is not the right place for true foreign investors.That is selling zambia and one day, we will say that Mugabe was right on this point. Some of us who are in diaspora have not lost touch with what is happening in mother Zambia & we don’t only get information from newspapers. We are also doing things which are bringing progress to our nation. sometimes you need to go out of your house and compare what is happening in other houses in order to know what is wrong in your own house. Lack of exposure for our civic leaders to the outside world has resulted politicising civic activities. As a result, our leaders don’t know what is acceptable in city and town planning & what kind of businesses are supposed to be done by foreign investors.
