PF retains Nchanga parliamentary seat

Share

The opposition Patriotic Front (PF) has retained the Nchanga parliamentary constituency seat in an election marred by apathy.

PF candidate Wylbur Simuusa polled 8,201 votes while his closest rival Charles
Chimumbwa of the ruling MMD got 2,139.

All People’s Congress (APC) candidate Christopher Mwape came third with 587 votes
followed by United Party for National Development (UPND) candidate Alvin Simwinga
who polled 532 votes.

Independent candidate Ginetone Kachamba polled 110 votes with Forum for Democracy
and Development (FDD)’s Stanley Simukoko getting 103 votes.

United National Independence Party (UNIP) candidate Plyson Gondwe polled 78 votes
while another independent candidate Lillian Kaoma came out last with 47 votes.

Announcing the results at Chingola Civic Centre, Returning Officer George Lupani
said 149 ballot papers were rejected while two were disputed.

There was jubilation, characterized by honking and display of fireworks, among PF
cadres who waited for the results that were only announced after mid-night.

MMD Campaign Manager Gabriel Namulambe said it was difficult for his party to
concede defeat as some PF cadres allegedly conducted campaigns at polling centres
during voting in violation of the electoral rules.

He said a recount was necessary for the MMD to verify the actual results of the polls.

Meanwhile, PF’s winning candidate, Mr Simuusa called for cooperation from all
Chingola residents, including the losing candidates, if economic development was to
be achieved.

Mr Simuusa said developmental programmes cannot only be implemented by a candidate
from the ruling party as the constituency had access to resources such as
Constituency Development Funds (CDF).

And Anti Voter Apathy Project (AVAP) Executive Director Bonny Tembo expressed
concern at the poor turn out of voters at most polling stations.

Mr Tembo said there was need to declare election days a public holiday to ensure
more people participate in choosing their leaders.

He was however impressed with the turn-out from the youths compared to the mining
fraternity who are the majority of the voters.

According to a ZANIS survey, less than half of the registered votes cast their votes
in most polling districts such as Kabompo where 255 had voted as opposed to the 668
registered voters.

At Twashuka polling district, 112 people voted against 257 registered voters while
at Twasekelela 280 voted against the registered 742 voters.

meanwhile, the MMD has won the Lumbe ward by-election in Senanga, Western province.

MMD’s Leonard Malala polled 265 votes against his only opponent Muzinga Muyambuta of
the United Liberal Party, ULP, who got 57 votes.

Returning Officer Cecilia Wamulume confirmed the results to ZANIS in Senanga.

She said eight votes were rejected.

The Lumbe ward in Senanga Central constituency, fell vacant after the death of MMD’s
Mashekwa Mubika.

  1. MMD were well and truly given a bloody nose in this bye-election. It is good for democracy, but PF needs to have a broad-based leadership to carry it forward. As long as they remain a one man party like UPND, MMD will continue to edge them at the national polls. Well done Simuusa.

  2. Chimumbwa waiposa panse! What a good lesson for opposition leaders! Nchanga people keep it up and show Chuchu the reality of Zed people. We are feed up with MMD. PF go go forward.

  3. Iam supprised the Post has not carried any story on the outcome of this by-election. Is this proof that they are MMD simpathisers? and that they are not happy with the fact that PF, the party they hate so much has retained the seat? Iam utterlly disapointed with the Post, Iam not even going to renew my subscription when the current expires.

  4. Am not MMD sympathiser but the fact is that newspapers finish their editions for the next day by 19hrs and the printing companies do their job till about 21hrs and distribution begins for every province. The election results were mentioned after midnight and by then distribution of newspapers has commenced.

  5. #5.
During elections time, the post updates its site twice even when Sata was going to Harvard, they updated the site twice the same day. This election was an important one going by what has sorounded it so´we would have expected the Post to do their proffesional job other than just continuing with the rubbish about Sata and his passport story.

  6. They cant fool nobody. Mmembe and his sycophants at the post are no longer impartial. In the past they’ve had ALL the time to update their sites to run mmd-friendly stories. Power belongs to the people, their days are numbered.

  7. We dont hate the post. POint is, in our immature democracy a strong INDEPENDENT newspaper is only recourse. So if they choose to join or help mmd is attacking and weakening the opposition, then we the people say to hell. This is the only source of concern for our democracy. Otherwise we will have teta, mabenga, mulongoti running the show like famr managers at teka.

  8. The Post has lost its direction, hence irrelevant to the current prevailing political trends in the country. What is more important … A lost passport or parliamentary results? If you guys remember during 2006 general elections. The post declared Dr Chuchu before the electoral commission declared the results. This is no conincidence. M’mebes hatrade for the Right Hounarable MC Sata has blinded him. He cant be objective besides he is not a journalist. So dont waste your money on subsriptions.

  9. mmd wants a recount, 6000 vote difference!!! my lord! chimumbwa should now start stacking up on prison currency – smokes. he has no family tree connections as far as i know, unless he divorces and marries one of LPM’s relatives.

  10. The Post could do with a rival paper. At the moment they are like a voice in the wilderness. They need a serious paper to keep them on their toes. Of course one cannot count The Times and The Daily Mail because they are just a joke – not a funny one at that.

What the MMD is trying do is save face and quickly get over such devastating nagative news cycle.I wouldn`t be surprised if they brought up some frivolous charges against SATA/PF as a way of distracting peoples conversation about this embarassing loss.
My friend SOCRATES always says that it`s absolutely difficult for any opposition party to win a BYE election bearing in mind how the state machinery operates. They must be a strong disatisfaction against gov in order to have a shot

  12. It is good that the MMD lost this important seat, Iam glad that PF has sent shock waves to Mwanawasa and his papperts. They need to learn that no matter what you say against Sata & PF people will make their own judgements. Thnaks to people of Nchanga for doing your best. We are pround of you as a nation. MMD has even corrupted some Pastors and church leaders to be their mouth piece instead of speaking for the voiceless the called ” Bishops” are a let down. I pray for our Nation Zambia.

  15. The Post grew big headed when Mutembo Nchito, KK and others put in some money. Until the third term debate, the post was the last newspaper selling on the street. Ask some newspaper vendors who may have been there long enough. And i think we had monitor and mirror running at that time. Look at their headlines today!

  16. The post is a crued paper runned by those with personal secrets that the Movement For Madarax Dealers (MMD)and it govt has and has threaten the Editor to shut up or release his sexual appetite towards amashinshi. If PF had lost the post would have been the first assassinate Hon MC Sata.By the way where is Dr chuchu? Teka farm or UK hospitalised becoz he canttake this defeat well.aaaaah

  17. Doing everything to maximise negativity around this election. So people can say it was all chaos. I never thought mmembe can get so shamelessly desperate.

  18. Well Chapi… It proves PF still has the message that people are looking for. I just hope they keep the momentum and broaden their influence to other provinces. More especially Eastern and Western. They have to start acting like a national party and not a regional party to win the big one.

  19. #21 SOCRATES
This simply tells us that 2011 elections will be a very wide open race. It`s very clear that the electorate aren`t happy with the way things are run in the country. All you need is to have a message that resonates well with the electorate and obviously a heart to serve the people. So MENDROPA,if you play your cards right in 2011 you`ll be called HONOURABLE.

  20. Kijo speaks like an illiterate par exellence. by now He must know the difference bwteen soft and hard copy. It doesn’t matter fool what time papers go to print but a wed based paper can update its edition God-knows-how-times in a day. Fact is Post weren’t happy PF carried the day. I serioulsy doubt if I will renew my subscription. Abash POST, PF Go, Go PF…..

  21. Its now time to talk about the Chinese investment and long term concetions given to them at the expense of my brothers and sisters of Zambia.
Congraturation Wilbur and Sata for keeping up the heat.

  22. Chimumbwa , tuposemo akalibwe mumunensu tatwakamumone.
Political prostitutions should and must be taught a lesson like Chitoli has been by the intelligent and well meanful democratic Nchanga pipo have done.He never meant to save the pipo but to enrich himself.By- elections are a waste of national scares resources that pipo at the grassroot need most in terms of improving hosp, schools , roads, agric.Yes if someone dies that is acceptable.Mmwembe is anti Sata and PF. He is crued and undemocratic

  23. He want to hind behind the so called the paper thats digs deeper where? Dr Chuchu is very much involved in dirty deals with a lot of foreigners/ companies. As the post declared a vedictive approach no.It is always Sata. Sata is king cobra and will continue to fight for every Zambian so that their aspirations and choices will be met.2011 will be the time when the likes of mupo,Impala, Teta,Kunda and Chuchu will dance to music especially on the constitution by wasting resources.Long live PF& Sata

  24. Theory of unintended consequences can explain all this. FTJ goes for 3rd Term & gets exposed, Wakes up Dr Chuchu from sleep to become protector/puppet president. FTJ tries to hold on to MMD Presidency. Dr Chuchu sees danger & lifts immunity & unleashes selective anti graft fight to save himself. Post, Nchito are caught up in the web. Post yields to the scheme of things. Each action has lead to
    • more problems
    • a negative effect, which is the opposite result of what was intended
    PIPO SUFFER

  25. Congrats nchanga residents for speaking up.congrats to Sata and PF. Shame to Post newspaper and Mmembe. Count me out for my next subscription.Chimumbwa I advised you not change parties. Lets see what next mandrax dealers will do for you.

  26. Nchito be careful. You may have been snared into schemes for which you not know and dont have the big picture. Learn from the way The Post got snared. Things do not always stay the same. Everything under the sun has got its time. Ecclesiastes 3:1

  27. The Nchanga election result shows crooks are still popular in our society. The question is what do the supporters see in PF and especially people like sata?

  28. I want to register my dissaponitment with our Vise president comments on investment in Chingola. Mr Banda that investment benefits you, Idians your gorvement top officils on the ordinaly Zambian citizen, They bank money in their county(India) is that they reinvest their profit in India is that investment a big man like you can shamelessly and publicly talk about. shame big man you should agently apologise to the people of chingola who seems to have more knowledge than you!

  29. #30 whatever you call yourself, you are a big ***** i have ever come across, PF won cos we trust them than your party Movement for Mad Dogs (MMD) which crooks are you talking about when its your party full of crooks and criminals like chimumbwe.Leave HON SATA alone just go visit chuchu wherever he’s admitted and from there maybe he can employ you as a farm a manager at teka farms. Pliz remind him that he should bring back the land he grabbed from UNZA,

  30. Gents and ladies pliz i want to know the truth about Moses Katumbi, sometime back we were told by task force that he has to come and ans some illegal dealings with chiluba which swindled us million of national resources. My question is who owed who?Does katumbi owe us something or its mmd who owe him something? it seems this case is dying a natural death but us citizens we must know cos there was alot of noise even from lupiya banda about katumbi.Pliz i need a clarification on this important issu

  31. Congrats PF. Lets show those crooks the way out. The Post have just lost the little confidence people had in them. They are so MMD. Shame on you POST.

  32. From reliable sources chimumbwa wants to apologise to Sata,PF and Nchanga pipo for his unpopular political prostitution move to Movement for Madarax Dealers.
Currently he has been moaning uncontrollably for his loss.Blaming Money Banda and especially chuchu for not campaigning for him.He has ben boxed by the heavyweight boxer(PF)and knocked down over the canivas
on the temple lossing memory and was guided by the wind of well meaniful democratic Nchanga pipo to coffin.Weldone Nchanga pipo.

  33. Those that will form next govt DONT waste time & money chasing former leaders,KK, FTJ & Dr Chuchu. Focus on delivering:
1.Good constitution (NCC doubtful,no consensus, driven by lust for NCC allowances)
    2.Tax relief to workers
3.Higher Mineral royalties & corporate tax
    4. Protection of local industries/manufacturing from cheap imports(Not by subsidising but by restriction of selected imports)
5.Rebuild collapsed education & health system.

Avoid falling in the unintended consequences trap.

    6.Planned housing & infrastructure devlpmt,not slums

  35. Mune PAFWENA MWINE i feel sorry for you, its not very enjoyable scratching there, especially not in the public. I will tell you what, fill a shomeka with warm Dettol water and then sit in there for the whole day, i guarantee you the hitching will stop, trust me. GOOD LUCK.

  36. Is it true Dr levy Patrick Mwanawasa has resigned as the President of the Republic of Zambia due to pressure that comes with Plot 1?

    Can somepne please confirm this?

  37. Thanks for the compliment #38 CK
The discipline to achieved set milestones will drive the country forward. Not political schemes to maintain power or refrain others from offering themselves for political office. The positive results will in turn favour the political fortunes.

  39. These are great eye openers for the politician, people have been exposed to so much pain and anguish, you sell the lifeline of the economy to thives because of ncekelako and then you dont provide social safety nets for your people, this summounts to murder and criminal.Dr Chuchu,Chrispin Musosha and RP must learn to be realistic, how do you cry to say 6000 votes were fictious and yet you print and bring in ballot papers from whoever where master dribbler VJ is hospitalised?

  40. This time he forgot and spinned in favour of PF?RP is the boat still empty? Shame on you old man, speak sensible things you are too old to behave like Shakafuswa. Now for you PF what we want is call for a convention so that you show how democratic your institution is, without a convention then you are also digging your own deeper graves

  41. Chimumbwa or Chimumbwe as Ba Joze puts it up he will die with his boots raised in the Air, he has a $35,000 court case pending which can see him receive a cool 5 years in jukes.Chimumbwa mwaice umukulu apusa akabwe not real issues, wamona nomba efyo ubucushi bwalakwikata? Landcruiser ya parliament, gratuity waloba ilya uma, depression ili pa door step.Life is not about fast track, speed kills, you were warned.MYSRIP

Iwe chikala Nemesis, shut up if you have nothing to contribute on this blog. Look around the MMD, you will that its filled with crooks; Katele, Mabenga, Jonas shakafuswa, Chimumbwa, Findley, the list is endless. Sata is being called names just because he speeks the truth. Please, people, letstry to learn from other people like Hugo Chaves who knows what citizens empowerment means.

  43. 37 that is possible in Zambia its only that the leaders have never been willing to set the ball rolling. Maybe such lessons like Nchanga election will ring the bell on the door of the other leaders and politicians. I have always said resposibility is responsibility regardless of at whar level. Warning for all prostitute politicians. These includes those ward councils who resigned from Choongwe or Mazabuka. The electrolate should teach them a lesson.

  44. At what stage in our current constitution can the PRESIDENT be declared medically unfit to run the nation?Where is the President and how is his current health? Is it still a state secret or are we the employers(electorate) entiled to know his wherabouts or his current health?
Why do we have the STATE HOUSE PR and Chief Gov SPOKESPERSON if they can`t inform the nation of the wherabouts of the PRESIDENT and his current state of health?

  45. The prezdo can only be declared medically unfit if
    1) the cabinet feels so and they let the chief justice know that.
    2) Chief Justice then sets qualified doctors to examine the prezdo and report to the chief.
    3) when the chief receives a report saying the prezdo is sick and UNFIT to run the country can he then take over and call for an election within 90 days.

In a country like Zed, that can never happen. Which cabinet can say the prezdo is sick and unfit to given them jobs? None

  46. How long can the VICE PRESIDENT who is just an appointee and not elected in his office serve as acting PRESIDENT?
The electorate seriously need answers to these important questions.

  47. A leson has been given to Chimumbwa and the MMD.They thot they were the best and could do any thing they wanted. I feel sorry for Chimumbwa in that what has happened is the begining of his down fall. He go blinded by the Post and their Editorial coments.I feel the post has indid lost it.Their hate for the Old Man MC Sata wil lead them to hell. They need to take great care.We know their schems of wanting to pull down Sata and the PF when ever there are elections. We hve not 4goten the 2006 election

  48. Contrary to some detractors’ views that we are against independent media that offers different points of view from ours, we are not. It is in my opinion that many concerned people on this blog appear to support and wish for the best for the Post Newspaper, if only they were impartial and objective in their reporting and editorial comments. An inflammatory and slanted stance for a newspaper that is expected to be impartial in a pluralistic environment is unacceptable.

  49. ctd. I laud Beenwell Mwale and Rose Nyondo for their advice that we could channel complaints to the Media Council of Zambia, (Mecoz) and submit any displeasure of substandard journalism that we observe. Although, it generally may be difficult to alter certain mindsets of individuals we certainly appreciate that a forum does exist where Zambians can rightfully channel their concerns, vis-à-vis substandard journalism.

  50. ctd. I thank all Zambians whose hearts are ever for our country so that our people that have known suffering for years can have the best from our leaders and from an impartial media.

  51. from reliable sources the Movement for Mad Dogs don’t intend to buy drugs in hospitals saying that China apart from pledging to build the stadium on the copperbelt, they have also pledged to donate drugs for our hospitals when the drugs will come no one knows apart from mulongoti, mpombo and teka farm workers meaning that in the meantime pipo will continue dying in UTH even if you have simple headche and flu cos they don’t care anymore because of the loss of nchanga elections

  52. God works in mysterious ways for sure.We all know chimumbwa was a political chancer totally unfit for public office.Instead of been gratefull he decides to punch way above his weight.Wylbur Simusa is the genuine article, suave, urbane, humble and educated.A wonderful addition to parliament. We should thank chimumbwa though,he saw was not up to the job and in a weird way decided to dismiss himself by joining the ruling party.true patriot.God bless you chimumbwa!

  53. CK, am not familiar with MECOZ but i cant imagine how they would be useful in this. Seems to me that consumers are simply voting with their wallets on the standard of the post newspaper. So once the post feels the impact they will have to up their standards or get busted out of it. I cant imagine there are guidelines on substandard journalism.

  54. Reading headlines in the post, its clear they are angry PF won. The editorial indicates they are frustrated the MMD ignored the post counsel on how to win elections. Its obvious someone is being paid. I have some real disagreement with this analysis. First of all, rural people are far worse off under the MMD than before, so their analysis is flat wrong. A major issue in Nchanga was the resentment of Chumumbwa for taking the electorate thru an unnecessary by election.

  55. #61 FRANCIS
I wish to agree with you on the point of simply not buying or reading the POST if one isn`t happy with their reporting.
As long as the POST enjoy this kind of monopoly in the print media, chances are so high that they`ll continue reporting whatever they fill will increase their sales. If people are so passionate against the POST`s standard of reporting, the best they can do is form an alternative NEWSPAPER to challenge them on that front.Otherwise, complaining won`t solve a thing.

  56. # 61Francis, my reference to Beenwell Mwale and Rose Nyondo on #57 is from their contribution on the story “Veep arrives on the CB to drum support for MMD candidate” # 58 posted by ID “Complaints against the Posts says,” and they had given this message below:

  57. “Those who feel that the Post are practising a new form of unacceptable journalism can complain to the Media Council of Zambia (Mecoz) for the Post to be chasticed. The contact person is Beenwell Mwale at [email protected]
or Rose Nyondo at [email protected]. Hope this helps.” November 7, 2007 @ 6:13 pm

  58. The Post and its owners who ever they are feel they are above all of us. They can say anything to any body.I agree, todays editorial is all about trying to be impartial when they have not been in the past. To crown it all they give a very wrong analysis of the issues why people voted the way they did in 2006. I believe it is easy to threaten one who is less educated and ill informed, than one who is well educated and informed. The MMD uses threats to win votes in the rural period.Dont cheat us.

  59. Good for PF. I hope people will be more careful and avoid switching parties. Chimumbwa could have performed better if he was expelled not after his arrogant resignation….he should have fought PF (Sata) from within the party.

  60. CK I heard you, I just wondered what action anyone would take. There’s no way to define standards in journalism. Basically M’membe and his colleagues can do as they wish their paper. Its up to the consumers to buy it or stay away. Bottom line is they are playing a dangerous game. I agree with CCK, just as Mugabe is in power because of rural votes, its debatable to say the mmd are that popular. Most rural voters are naive and ignorant, but politicians shouldnt take advantage of them.

  61. 39″ dont play wth my name. im the only man with this name.By the way do I need dettol to clean panga.Ask money Banda the fat poached retired politician. Is Dr Chuchu seriously ill?

  62. FACT Mwaiche wandi,
Tough luck on this embarassing loss in the Nchanga bye election but Mwaiche fisanga abaume, kukosa chabe.I know you didn`t see this coming, with the way you were passionately pointing to an outright MMD victory and PF`s total collapse after the election.
Where is your BOSS and how is his current state of health?

  63. …and now,we need to be extra vigilant on the drugs coming from china. The authority should start screening them. These Chinese might put something that will make lose our fabulous health so that they easily take over our land.VIVA PF, VIVA PROFFESOR SATA!!TWAMILANGA SHOW.

  64. The retaining of the Nchanga Parliamentary seat by PF in the recent bye election should not cause any excitement by any supporter of PF.C/BELT is PF stronghold and will remain so for many years to come.PF should do more in areas like Western, southern and N/W provinces where they do not have much support and i think that is were it is going to make a difference if PF has to win the nest elections

And please let us not involve ourselves in insults.

  65. # 72 Pliz define insults for me. I have had this time and again and just wonder what people mean by insults.

Is telling a fool that he is a fool insulting. Similarly is telling a corrupt leadership corrupt an insult? Is telling a sick president that he is sick insulting him?

Kutukwana in our local language is very clear, it is calling somebody things or names he is not. eg son of dog! But not son of Tonga when he is

  66. I dont support any political party. But if Sata or anyone else can do the following, then just as well I more than will ready to cast my vote in their favour:

1, Increase mineral royalt tax without any fear or favour (no wasting time to get suspicious deals)
2, Ensure equal pay for equal work in multinationals and other foreign companies (e.g in Mopani pays a local engineer about 4million kwacha per month but pays a boer (no xenophobia) engineer about $40,000 per month ( I am talking papers)

  67. Cont…
3, Commence a visible infrastructure development; roads, housing (low, medium and high cost areas)
4, Ensure work permits are issued only to people skills not available in the country,
5, Taxes for energy to the mines increased to bring them to regional levels ann in the process cushion the poor
6, Serious programme to re-invest in mining towns
7, Put up a revolving fund for young agricultural graduates borrow from to be commercial farmers ( to enhance NTEs etc

  68. How can you start a visible infrastructure development if you don’t have money? Municipal govts can start by generating funds from all buildings in their territory. For example, lusaka has approximately 2,500,000 buildings-dwellings and offices combined(this is an estimation). If the council can collect K200,000 or more per year for these buildings we are talking about K500,000,000,000.You create jobs for people collecting these levies while you are giving jobs to private copmanies that you use

  69. to help things like keeping streets lights on.Onother area you can create money is by having a traffic court where people can be paying for road infrigements. You can employ court clerks, cleaners, court justices etc.., How about Parking meters on our streets, tow zone areas. This can bring sanity as well as revenues for councils. these are just a few examples. keep up the good work #75 I feel .you have good intentions for my beloved Zed.

  70. I just saw a video clip on ukzambians.com about the Chinese investments in Zambia’s Chambishi mines, Iam left furious. The conditions under which young Zambians are forced to work under are just unacceptable. Imagine, people working with Acid without protective clothing, and yet the MMD govt. keeeps singing praises to the Chinese.

  71. Congratulations PF. The Zambians have spoken and they will continue to speak. This is why the Government doesn’t want people to work on the referendum because they know people are angry and will defeat the government.

Go people of Zambia. Soon it will be the downfall of Mulongoti and Shakafuswa.

  72. Chimumba pala noko pala Wiso ububi (Former PF MP) was bought by me and my party Mad Muwelewele Devils (MMD) hence the by-elections but he has lost thats why I have gone in comma.

  73. Its good results for PF keep it up But allow me to mention here that the current political situation in Zambia is not okey possibly because we have leaders that are after enriching themselves at the expense of a common suffering zambian. pls Zambians vote out unfaithful people. we need to see zambia to next level of economic progression. Are we going to contuine to be a third world country

  74. There seems to be a lot of partisan talk concerning the Nchanga bye-election. Anti-Post,Anti-MMD, Pro-PF, Pro-Post and all that. If what I am reading concerning the issues surrounding the Nchanga bye-election is any indication or is characteristic of the political discourse in our country, then we have a long way to go in terms of maturity. what is the problem? we are more concerned with ‘surface’ issues than dealing with the substance of our weaknesses or problems.

  75. What a beating! This is the best news for democracy in Zambia. Congrats not to the new MP but, the poeple of Nchanga – We have been taken for granted for so long by these good-for-nothing politicians who think Parliamentary seats are personal-to-holder. Lick your wounds Chimumbwa. Now wait for ZRA and the ACC to pounce – oh, what SUV did you buy with National Assembly funds? Hope you will still be able to maintain it.

  76. #84. a lot of partisan talk is good for democracy.choose what is sensible ,and forget the nonsense. The fact is, without Sata no one else has the voice to speak out at the moment. These other chaps are either getting some kickbacks or niba kuwe. Trust me, Zedians are more mature and educated. This is why they can even participate on this blog. VIVA PARTISAN POLITICS.
