Levy appoints Chingaipe as acting DEC commissioner

President Mwanawasa has with immediate effect appointed Deputy Commissioner of Police Peter Chingaipe as Acting Commissioner of the Drug Enforcement Commssion (DEC).

Mr. Chingaipe’s appointment follows the suspension of incumbent DEC commissioner Ryan Chitoba, who was arrested by the Anti Corruption Commission (ACC) yesterday on charges of theft of public funds.

Dr. Mwanawasa urged Mr. Chingaipe to polish up the commission, which, he said, has been in a state of confusion over the period since the issues which led to the suspension of Mr. Chitoba.

Meanwhile, President Levy Mwanawasa has said provision of good education to children saves them from poverty and equips them for national tasks.

Dr Mwanawasa said this when he officiated at a live play performance dubbed the home coming by Nkhwazi primary school pupils in Lusaka tonight.

The President, whose daughter Ntembe is a pupil at the school, said acting and other extra curricula activities are important in a school programme as they provides a platform for children to enjoy themselves.

He added that happiness is good for the learning environment.

Dr. Mwanawasa said Nkhwazi primary school is a good example of the public-private sector partnership because it relieves government of the duty to support every child with education as the children whose parents can afford to pay are enabled access to education.

He commended Nkhwazi school management for the various extra curricula activities it has initiated for the children.

And speaking at the same occasion Education Minister Professor Geofrey Lungwagwa said the performance by the pupils is an indication of the changing landscape of Zambia’s education system.

Prof Lungwangwa reiterated that the collaboration between the private sector and government in the education sector has recorded positive results.

  1. I think Chingaipe is from Eastern Province, he has been in the system for a longtime so there is a likelyhood he may deliver as a stand in chief

When you were transfered from your appointment as Deputy State House Police commissioner back force Headquarters, some people thought it was over yet. A Mass Communication Degree from UNZA and a Master in International criminal Justice from Edith Cowen University, Perth Australia will certainly add value to Motherland.You at DEC and madam at the UN, Thanks Edith Cowen University & your resolve.

  3. Let’s make Zambia proud again we need to present the best national tier at that level as we stay determined to clean up the mess. With more compatriots perfectly lined up for the pending overhaul fill up, our home coming in weeks and months should ultimately bear the fruits.   4. Security and law enforcement agencies require unfettered powers in order to deliver. As long as there are sacred cows and interference from state house, there will be no progress. These agencies should only be answerable to parliament and not serve at the pleasure of the incumbent government. There are too many people in the system who should have lost their jobs but are shielded by the president. Then there are a few who have been made examples of. NOT satisfactory!

I have no reason to doubt the integrity and professionalism of Mr. Chingaipe but as long as he has no security of tenure, he will always be looking over his shoulder and the temptation to secure his financial position before he is fired will always be there. Recently, we’ve seen the attempt by some politicians and newspapers in England to unseat the chief of the Metropolitan Police fail. In a democracy, law enforcement agencies must be free of political interference.

    Uli chinangwa (a certified *****).If you detest the truth Citizen has brought up about those Luapulan criminals abusing our good will, that is your own problems. Since the Luapulan gangs entered power to sabotage our country, they rain away from their languages Ushi, Ng’umbo and such. Started denting our enduring Bemba culture, language, and image while disguising as Bembas. Yet in real terms they strategically marginalized us in their criminal/plunder GRZ.

  8. We the Bembas like Easterners throughout the Luapulan criminals’ tenure were victims of hatred and unwarranted persecution for having KK as leader. They said with Easterners we benefited more and in defacto ruled this country without them but using Alex Shapi UNIP as a rubber stamp in cover up. I will challenge you to examine the thugs administration power distribution and criminality now in plunder cases before the courts.

  9. Luapulans should never ever be given a chance to rule. 1991 was the biggest blunder we overzealously allowed them in the corridors of power. Had we hid KK and late Shapi’s sincere caution, all the national portfolio of 275 parastals could have been here with us. ZIMCO, FNDECO, MINDECO,MEMACO and such could have been wisely privatized.Alas,criminals came and heartlessly sabotaged our heritage within 10 years.Indeed keep making election cartels never to let their descendants ever rule with us

Such a blunder would ruin Zambia.Puta now in the Grave must be pointing his finger on us while ba Joseph Mutale like KK is saying we have been vindicated.So bane stop banding Bembas with those criminals who belong to the waters in Luapula.Indeed intermarriage with them is at owners’ risk they love too much money and shortcuts

  12. I would like to congratulate Lusaka Times for the step they have taken in trying to make this blog more civil. I personally do not like the insults and bad mouthing being exhibited by certain characters on this blog. Continue banning bad eggs from posting comments. We would like to discuss issues in a more civilized and intelligent manner….not insulting.

  13. The suspension of DEC commissioner should serve as warning to public office holders.Always remember that you are in those beautiful offices to serve the intrest of the poor zambians and not to enrich your selves.By the way what were the former commisioner’s qualifications.

  14. Congratulations to Mr Chingaipe. He really deserves this promotion and this respite. He and his wife have had a very torrid year due to his step son a police officer being charged with the murder of a british lady.

  15. We wish mr Chingaipe success in his job and I have great respect for him since i came to know him as a police officer at HQ. He has broad experience and dedicated in providing quality services to zeds as a police spokesman even when he was under immense pressure from Former IG njobvu.The wife is very a cop.

  16. A DEC boss must have an impeccable reputation,above average investigative skills and an appreciation of the law.A forensic accounting specialist or an experienced auditor could do just as well.Sometimes a square peg in a round hole is what is needed for some of these jobs !!!

  17. Bashi Santiwe, congratulations and the sky is the limit. With your status and that of your wife as master degree holders we expect you to do the job professionally. Forget what your step son chiku has done and let the law apply it’s course though it’s painful as a couple. I knew chiku when he was young very quite and reserved yet he was thinking bad things. Shame. Forge ahead as the nation still needs you. You could be from ndola rural whatever but do the job first.

  18. His step son was indicted by the courts of for murder of a british citizen. His son is to hang by the neck at Mukobeko maximum prison until pronounced dead by a qualified medical practioner. I hope these new rules on this blog will not stifle legitimate debate.

    I am sorry you find it necessary to resort to bad mouthing me. My words are meant for those that are intellectually mature. Perhaps you should find a blog that is to your level. It is alright to just ignore my postings. I do not abuse others because they have a right to an opinion, just as I am. If you are unable to decipher my words, just move on to somebody else’s posting. Hopefully the steps that LT are taking will help elevate this blog to a more mature level.

I’m just glad the Dr opted to pick a man of very high integrity Mr Chingaipe.You people who are just starting to follow politics now can’t know him he is the right stand in for the job he is very much able and has vast experience in the field of handling security wings of Government.Lets support him.

  21. In a way it is good for the country that corruption at the top is being exposed and prosecuted. Imagine if only the small fish were being prosecuted, and the big fish were protected for whatever reason,this country would be run by a mafia gang.Low level corruption ( at road blocks,passport offices, award of contracts,recruitment offices etc ) should also be hammered with equal zeal so that we don’t grow plunders as we get rid of those who have already made it to the top.

  22. Banee, let’s wait to see what Chingaipe can do instead of showering him with praise even before he starts his job. I do not care whether he has two or a million degrees, all I want is he cleans house at DEC.kATELE HAS MANY DEGREES, including a PHd one but he is a stinking thief

  23. Ba Fred(28), i think our fellow contributors are praising the potential Chingaipe represents. Only after a while will we feel any impact of his appointment.I just hope he is not tempted to carry out wholesale arrests of suspected criminals only to enter nolle after nolle !!!Sometimes these arrests are just window dressing without proper and exhaustive investigations.
