I will no longer keep quiet, says FJT

Former President Frederick Chiluba today declared that he would hit back at any attacks on his person, character and the way he ran government between 1991 and 2001.

Dr Chiluba says he has for a long time ignored attacks aimed at discrediting him and his administration, mainly from the Movement for Multiparty Democracy (MMD), the party which he led from 1990 to 2002.

He said he was tired of tolerating indifferences that were diverting his attention from real issues, but were instead creating an impression that he destroyed the nation during his one decade regime.

Dr Chiluba was speaking today at his residence in Lusaka during a press briefing tailored to reactions by President Mwanawasa, Minister of Information Mike Mulongoti and Deputy Minister of Finance, Jonas Shakafuswa on issues he raised on November 25th, this year at the Lusaka International Airport when he returning from his routine medical review in South Africa.

On his arrival at the Lusaka International Airport on November 25, this year, Dr. Chiluba asked for confirmation from government on rumours that ministries and government departments have transferred their bank accounts from the Zambia National Commercial Bank, a parastatal to Finance Bank, which is a private bank.

Dr. Chiluba also asked government to explain rumours that it directed biggest parastal companies namely Tazama, ZESCO and Indeni to close their insurance policies at Zambia State Insurance Corporation and move to Professional Insurance, a private company.

He also said the New Deal administration of President Mwanawasa was merely reaping the fruits of the economic policies which he initiated.

Dr Chiluba told journalists that he would now begin to respond to issues raised against him in order to establish the truth and clarity, adding that his continued silence in the face of incessant attacks on his person has been misconstrued.

“So the days of keeping quiet are over and anyone pointing a finger at my administration or me should expect a quick response,” he said.

“I have tried hard since 2002 when President Mwanawasa came to office to be quiet and allow the new deal government which I considered my own to operate with little or no distractions but all such efforts have only yielded mistrust”, he said.

Dr. Chiluba quoted from the Bible in the book of John 8:32 and Hosea 4:6 saying, “You shall know the truth and the truth shall set you free” and “My people perish for lack of knowledge” respectively.

The former president said it was now time to make ‘lively’ noise, quoting Proverbs 18:21, “It is Godly to speak wisely.”

He denied having neglected first President, Kenneth Kaunda’s family after they left office in 1991.

And Dr. Chiluba said Zambia could have significantly recorded development in some areas if the K88.2 billion reported in the Auditor General’s report to the Parliamentary Public Accounts Committee (PAC) as having been misappropriated between 2002 and 2005 was spent on developmental projects.

A total of K12.7 trillion was reported to have been registered as irregularities during the same period.

The former president also said there was much more corruption under the current administration that before, despite the current government being said to be operating on the principles of zero tolerance to corruption.

On the mining sector, Dr. Chiluba said the Anglo America corporation was intending to come back to Zambia because of high copper prices obtaining on the market and not because of good policies by the Mwanawasa administration.

Dr. Chiluba observed that although his administration had weaknesses, it also scored some successes which Zambians must recognise and appreciate.

He said some of the projects that were being undertaken and completed by the new deal administration were initiated by his administration.

“Let us appreciate each other’s contribution to the development of our country. We should not blame our failures on other,” he said.

    In comparison to any historic time, the prevalent environment in the country is uniquely conducive and allowing Chiluba to go through the due process of the law. No one is denying him justice. As regards proof, properties at ZK 65 Billion have been tracked and frozen while more are awaiting clearance of some international legal technicalities to be added to the collection account.As regards KK, the fact is that Chiluba did more documented evil and damage to homeland unless you’re new.

    Due to liberalised exchange control in Zambia most people are able to buy dollars from bureax use the money to pay for air tickets and use the forex to buy goods in places such as Dubai for sale in Zambia.
    Foreing airlines have taken advantage of this by increasing their flight to Lusaka.

The Airlines deposits a certain amount of money with the IATA clearing house (Bank) in order to service its obligations with other members.

  278. The IATA member airline’s operations are then governed by the five freedoms as follows:
    1.The freedom to pick up passengers and mail from own country and set them down in aforeign country.
    2.The freedom to pick passengars and mail from a foreign country and set them down in own country.
    3The freedom to overfly a foreign country while transporting passengars betweeb home country and foreing country.
    4. The freedom to have a technical stop e.g refueling in a third country.

  279. The last freedom known as the 5th freedom never granted
    5. The freedom by a foreign carrier to pick up mail and passengars from a foreign country and set them down in another foreign country.

    Now in order for an IATA airline to transport passengars beyond destinations to which it operates it signs bilateral or interline agreements with other IATA airlines which then accept IT’S passengars and tickets and foward them to a final destination.Thus passengars on brought into London by KQ

  280. BA can the accept these passengars with KQ tickets and trasport them to Newyork. The revenue is then shared by KQ and Ba using prorate ratios the airline withe the longest sector gets more. BA collects this money by present a bill throgh the claering house and KQ alson remitts the money throgh the same IATA Clearing house. So u can see that as long as you are current with your IATA membership and have interline agreements with other airlines your passengars can be trasported by another airline.

So ba King David if QZ was rescucited today, met all the safety requirents on aircraft, have licenced pilots, engeneers, and loadmasters and deposited sifficent funds with the IATA clearing bank and singned bilatelaral or interline agreements with other offline airlines it passengars would be trasported to forward destinations withot any problem.

  282. having a QZ is ideal but the biggest culprit (debtor) would be GRZ !!the thing about GRZ is that it is not that they will not pay….it is when they will pay!! GRZ has little appreciation of the time value of money hence the level of domestic debt is so horrific and debt collection from the Treasury is every businessmans nightmare!!(unless you grease a few palms!!)without a QZ, govt. travel is controlled and limited to when funds are available.

    QZ/GRZ still have a lot of unselttled moneis wih IATA clearing house you mentioned in 278. Therefore can not participate at the moment. It is a simple case of bad credit history. Even if it was paid of today the bad credit history will still haunt them and they may not be allowed to take part.

Ba King David(321), the rot is not only limited to GRZ/QZ.A survey of indigeneous travel firms will show the same pattern!!Zambians have just learnt how to work on borrowed capital but the culture of paying back or paying on time is taking TOO long to become the norm.We are not as good at business as we rate ourselves to be and that is a fact.A little introspection and self criticism would go along way in sustaining the indigenous business momentum the new deal govt. started.

  285. I agree with you on the culture of borrowing and not paying back. That was the norm in the parastatal economy, hence these companies run themselves indo debt and became cost centre. I do not see anything the new deal has started, but time will tell. Let us see.

    I agree with you here, but Kindly note that QZ/GRZ does not owe the IATA clearing house any money.The secured garantees which airlenes put up inorder to participate are what are used when airlines default.In the case of Zambia Airways IATA used their guarantee to settle the airline’s obligations.
    However because QZ defaulted it can not be permitted to rejoin unless it changes its share holding , designation and registration.
    I learnt a lot from your postings on this subject.

  288. pre 1991 parastatals had debt often guaranteed by GRZ.this gave the govt. the percieved right to abuse these firms contributing to their final insolvency.Govt. has no business doing business but must be seen as a facilitator of a conducive business environment.the liberalised economy was intended to achieve this goal.this was the “new deal” that govt. made with the people of zambia.Privatisation was part of the deal but we all know how our “saviours” looted the state instead!!

  290. Open letter to Sata. Please sit with your people and discuss these arising issues. Don`t bulldoze but first give them an open hearing then decide collectively which way to go. This should not be a one-man`s show. It involves Zed. And then become more transparent to your people involved. Obviously for your team to start behaving like this means there`s something wrong happening which the general populace does not see. To be in control you need to know why & how. Democracy is the key in your part.

Yes he helped the state by modernising the wheels that are used to run it but this man and his accomplices robed us of so much. Chiluba sold houses at a give away price,that alone was a sign that ine ndeiba naimwe ibeniko.Unfortunately he couldnt have given them away.Even in developed nations property does not depreciate it appreciates.I brokered a sale for one house that is very notable in lusaka.The grz price was about K9m but was sold for about K80m.By the way my mother is also a beneficiary of those houses in prime location of lusaka which she paid K8m but today is worth a good K800m.Inspite of my family benefiting from those houses,they should never have been sold in that way.
