Abuse of Public Funds by Govt has Continued, Auditor General’s Report

THE Office of the Auditor General has released the Audit report for the financial year ended December 31, 2006.

Public Relations Officer in the Office of the Auditor General Ellen Chikale confirmed in a statement made available to ZANIS today that the report, which was tabled before parliament on February 5, 2008, was submitted to the President on December 31, last year as per the constitutional requirement.

Ms Chikale said this years report has revealed that irregularities in the management of public funds has continued, with the worst being that of the misapplication of funds to the tune of K42, 885,707,241, which was followed by unaccounted for funds amounting to K22,053,976,602.

She also said other irregularities included unretired imprest-K18,585,086,881, unaccounted for stores-K14,992,700,535, unsupported payments-K12,647,491,376, delayed banking-K3,976,260,363, over payments-K1,756,258,571 and misappropriation revenue amounting to K85,714,710.

Ms Chikale further said the report also revealed unconstitutional expenditure amounting to K8,642,049,204 in respect of 23 heads of expenditure, which will require approval by parliament as provided for under article 1179(5) of the Republican Constitution.

She said the revenue component of the financial year under review revealed that there was a net deficit of K1,210,536,386,541 in the actual revenue collected at K6,990,018,969,806 against the estimated amount of K8,200,555,356,347.

Ms Chikale said the revenue collection comprised tax revenue and non tax revenue of which tax revenue is revenue from taxes such as income tax, mineral royalty tax, customs and exercise, Value Added Tax, among others, and non tax revenue is revenue from fees and fines such as traffic collections and ground rent.

She further said some irregularities in the collection and accounting of revenue in the audit report included tax arrears of K2,909 billion, tax refer-to drawer cheques K2.5 billion and unaccounted for non tax revenue of K4.5 billion.

Ms Chikale also said out of the tax arrears of K2, 909 billion, a sample of K1, 702 billion was picked for circularistion and 97 percent of this amount was disputed by institutions that owed the Zambia Revenue Authority (ZRA).

  1. I wonder when someone is actually going to do something about the recommendations contained in these reports? We hear these glaring irregularities yr after yr but ba Chuchu would have us believe that Kafupi is the only thief? They might as well stop auditing coz it’s all in vain, Chuchu’s boys also have sticky fingers. Fighting corruption requires real guts, not rhetoric and blaming it all on the midget, LPM a.k.a Chuchu – u need to be accountable for your own mess this time around, 6 yrs in office and you’re still blaming others for your failure to implement stringent controls in GRZ?

I really don’t care who’s abusing who or what in the above report, all I want now is to see all those dumb people running these under-performing state owned firms like ZNBC, CelZ, ZESCO etc. to hang themselves immediatly. I don’t understand how businesses that have been around long before can be still straggling financially…

  5. The quality of assessments at zra leave much to be desired.How can you have over 90%of your debt stock under dispute. And at the same time action on straight forward cases take forever to be acted on.A simple approval case or refund of tax will take over a year to be dealt with.

    This speaks volumes about the calibre of officers……

  7. who ever is in this messy should be punish cause works in Zambia get low salaries yet they keep on missuing funds. The President to play justice on this issue. This is were the pipo judget the kind of government we have. we would like to see change and let justice take place when there are issues of this nature. I cant blame Mwanawasa yet I urge the President and the people of Zambia to work together and bring up peace and Justice. Let the law take its place.

  9. #8,the situation in Kenya should NEVER be an option.It solves very little especially when at the same time we are hoping for our country to be a preferred investment destination.lets be encouraged by the release of such information and begin pressuring the govt and our MP’s to do sumthin’ about it.

  10. There is money in Zambia,we are not a poor nation at all,just see how much money is being misappropriated.bamambala nabena,inkoko ni everyday junky foods ni pamushi,mailo ati nababatwala ku london for a medical jog,at the expense of my hard earned tax.

    I cant wait for the Task force on the New Dealers, Movement for Multiplying Disasters MMD.

  11. Common men and women in this country can’t be heard regardless of how huge the voice is and Zambia is.nt as poor as we think. People with voices (in power) are the ones who are poor in their heads. All there are managing to do is blaming the people and the passed. 6 years in power and you are still complaining about others. Kuti mulekelefye bambi nabo ba tekeko.

  12. Kulefilyafye, after 5 years pazabwela bena nabeva baza dyelapo. Even all you condeming if you had the opportunity I wonder if you would practice what you are preaching to us. What more Rev. Gladys Nyirongo made use of the time she was on top. Her grandchildren must have stopped crying to candy and chocolate, it was ‘granny I want an Opel Corsa when you come back from work’.

    I find it so easy to condemn when its not about me, especially when it concerns money. How about you?

  13. Firstly, all the money that has been misappropriated is tax money, money from our own pockets.
    BILLIONS of Kwacha, and you say you’re a poor nation? BILLIONS, not millions. The problem is that very few of these crooks ever get to pay for the consequencies of their actions. Most of them are well protected by Chu-Chu himself.
    I’ll be glad when Chu-Chu’s (LPM) term is over. He’s going to prison like all 3rd world presidents do.

    Secondly, you must be a tribalistic fool to be inspired by the type of violence in Kenya. The 3rd world will always be what it is because of people like you. Face it, it will never change. Realistically speaking, the 3rd world will NEVER change.
