Mazabuka Town Clerk, Ekan Chingangu says he will not release a bicycle belonging to the Post Newspapers which was confiscated from a vendor who was caught urinating until a fine of K 450,000 is paid.
Mr Chingangu told ZANIS in Mazabuka today that the enforcement of the Nuisanace Act will be imposed on all people violating it with impunity.
He said the Council will not be lenient on those found wanting because they are frustrating efforts meant to Keep the Town clean.
Mr Chingangu said Council Police have been put on higher alert to ensure those who spit or urinate any how are dealt with in accordance with the law.
And Post news paper vendor, Palicha Mwaanga complained that his bicycle was impounded on Wednesday as he was reporting back for work after making collections for the day.
Mr Mwaanga said the uncompromising Council Police Officers seized the bicycle and immediately demanded for K 180,000 from him.
” I had to surrender the bicycle because I didn’t have the money they were demanding,” said Mwaanga.
But Mr Mwaanga challenged the Council to construct public toilets adding that he was forced to answer the call of nature in the bush because of lack of such facilities.

Well done, Mr Town Clerk. People must learn to appreciate the cleanliness of the environment.
Just bcoz the bike belons to the post
Well, in as far as we can congratulate the Town Clerk for this noble job he is doing to keep the town clean, let us also look back and see if the town has enough public toilets for people’s convinience. I noticed whilst in Lusaka that most of the so-called ‘public toilets’ actually charge for using them. My challenge to the city councils is; Provide enough public toilets and waste bins in town centers and then deal with culprits who are found not violating the public nuisance act.

You are a fool Town Clerk! Provide first facilities for people and if they don’t unitilise them then punish them serverly. Our city will be smart if you provide more facilities. Look at Kamwala market jst there (Flyover Bridge)and at the International Bus Station outside, You Town clerk can you say people have facilities where to answer the call of Nature there? Don’t show your libelius against Post. Give him the Buscyle, coution him and provide enough Facilities in our city otherwise we will doubt your intelligence. #1 Reflect before you appreciate the work of somebody.
