Am Coping Well with National Duties-VP

Vice President Rupiah Banda says he is coping well with national duties despite the absence of President Mwanawasa who is currently hospitalized in a military hospital in France.

Mr. Banda told journalists in an interview in Lusaka today that cabinet ministers and other government officials have been very supportive adding work has been moving on smoothly.

He said Dr Mwanawasa is stable and has continued to respond positively to treatment adding that the nation will be kept informed on the President’s condition.

Mr. Banda has called on all Zambians to continue praying for the quick recovery of President Levy Mwanawasa.

President Mwanawasa was admitted to Sharm-el-sherik international hospital in the resort city of sharm-el-sheik in Egypt after he suffered a stroke on June, 29th, 2008, where he had gone to attend an African Union (AU) heads of state summit.

He was later evacuated to Percy military hospital on 1st July, 2008, where he is currently admitted.

Meanwhile, Vice President Rupiah Banda says Zambia has continued to benefit immensely from Saudi Arabia.

Mr. Banda said Saudi Arabia which is one of the leading oil producing nations (OPEC) has continued to use its oil wealth to the betterment of mankind to which Zambia draws finances to fund many projects.

The Vice President said this in Lusaka today when he received tents and assorted food staffs from the Saudi Arabian Royal Embassy and government at the Disaster Management and Mitigation Unit (DMMU) offices.

The Royal Embassy Saudi Arabia donated 400 tones of assorted food stuffs that included rice, flour, macaroni salt and beans, among others, and 2,000 tents while the Saudi Arabia government donated 12,762 cartons of assorted foodstuffs and 2,000 tents.

Mr. Banda noted that the kingdom of Saudi Arabia has consistently assisted the underprivileged in Africa and Zambia is not an exception.

He observed that the donations represent the strong bondage of friendship that exists between Zambia and Saudi Arabia.

“Early this year, the royal kingdom of Saudi Arabia donated a large consignment of dates to the victims of floods that wrecked havoc in Zambia. Relations between the two countries have a long history and we recognize and respect Saudi Arabia as home of Islam, one of the world’s two largest religious,” Mr. Banda.

Speaking earlier, a representative of the ministry of finance of the kingdom of Saudi Arabia, Saad Abdulaziz Alsineadi said his government is a pioneer in extending relief assistance to all Arab, Islamic and other friendly countries like Zambia when faced with natural disasters and calamities.

Mr. Alsineadi was optimistic that the donation will mitigate and cushion the effects of the floods and the rising cost of food in the region.

And Charge’d’ Affaires at the Royal Embassy of Saudi Arabia, Naseh Al-Nefaie said the kingdom of Saudi Arabia appreciates the efforts being taken by DMMU in alleviating the sufferings of the flood victims.

Mr. Al-Nefaie said his government decided to make the donation after learning that thousands of Zambians were left homeless and infrastructure damaged.

  5. I am happy to know that the VP is coping and I hope other Patriotic Zambians are happy as well. What I do hope, though, is that these so called senior officials have learn’t from what happened in Israel with regards Sharon and start preparing themselves for any eventualities in terms of finding a successor without fear of being labled an Anti-Mwanawasa. I am talking about continuity without confusion as Gvt has to continue operating with or without specific indivduals. I am at the same time wishing our president a quick recovery. But I am just saying there should be smooth operations of gvt beyond this sad development.

  25. What is the difference between the roles of a Vice President in the absence of the President and the Position of Acting President in the absence of the President. The two positions are officially different because the later is officially handed over a letter of appointment to Act while the other just maintains the usual position. But can a lawyer or a HR person advise for us to understand the current roles of the VP.

  28. The truth of the matter is that Levy will unfortunately never come back to the throne again. He suffered a brain hemorrhage (aka ruptured brain vessel in the brain); according to statistics, recovery is a long journey involving physiotherapy, including speech therapy and learning the use of bodily functions all over again. The damaged brain cells never recover; hence the patient is never able to utilize that part of the brain for the rest of their life. The 35% of the patients who pull through this unfortunate condition at best never regain full control of their functions. At worst they end up in a vegetative state. 10% fully recover but that is after many years of rehabilitation.

  43. RB must have been asked how he is coping. i doubt he just stood up and said he is coping. if he was asked, there is abolutely nothing wrong with answering the way he did. Article 36 of the Constitution requires Cabinet majority to resolve that the president in incapable of leading the country. Then the chief justice should appoint a board of three physicians to investigate the cabinet resolution. if the board is satisfied the president cannot perform his functions, the vice president is supposed to act until an election is held. the constitution mentions nothing about whether the VP is elected or appointed. it will be silly for cabinet to publicise this process.

  56. This is going to drag out like the Anderson Mazoka affair. There are no tried and tested ways of challenging leaders in Zambia. The country will continue to run on auto-pilot. Ministers, who normally wait for presidential directives to do their work, are now lost and are just sitting on their hands. There is total impotence in Zed. The opposition is too weak to force any movement. Everyone is too scared to be labeled as unfeeling. If RB is acting president then presumably we only have three months to organise a presidential election. Another point to make is that Sata cannot be allowed to stand on grounds of health. In fact Mwanawasa should have been disqualified in the first place!

  57. In democratic countries, the opposition leaders would be briefed fully of the president’s condition (in complete confidence of course). The government, opposition and chief justice would agree when to declare the president incapacitated, install the VP and call for fresh elections. In our country HH and Sata each live on their own planets and lack credibility. I bet no one in government even considers HH a leader of the opposition!

The other important task to systematically move on as a country is what the judiciary announced in previous plunder case hearings.The judiciary must stick to their August judgments calender and make painful verdicts. Where conviction holds, lets put plunders where they belong and move on with a clean and accountable slate in public office. We don’t do the Chinese or Saudi Arabian way of summary execution on plunders in purging the litter in society but count on the judiciary to set precedence though we can independently take them off one at a time in silence.The eyes of Zambians and the international community whose taxes were plundered with impunity are inching for justice.

    You`ve raised very good points about how Zambians tend to demonise past presidents.We received free education during the Kaunda era that must be appreciated.
    Any economic gains we`re currently seeing has alot to do with Chiluba`s reign in terms of the policies that were implemented such as SAP.If there wasn`t any SAP there could not have been any debt forgiveness which allowed the govt to implement alot of developmental projects.
    Despite LPM`s nepotism,he`s also performed so well as evidenced by the economic gains and investor confidence in our growing economy.
    We`ve got to learn from our past president`s mistakes but appreciate the good things they initiated.

He might not be in the best functional condition, but by Heavenly Grace as a miracle man who has seen many such painful and stunning times in life yet Greater Grace has manifested for him, he will be very much with us in his gradual recovery condition.It is pathetic and beyond human dignity to even hear this so called Chapi say “insansa kuchinjanya”.Such kids We have no doubt they grew up in broken homes and missed both parental love and early childhood prosperity hence too callous on those who have made a difference in public life.Their dreams for the office are unattainable illusions.

    Levy Mwanawasa renovated the office of the president into a sick bed many years ago so the question of his fitness is like asking a chicken if those are feathers that cover it’s body.

    The group of poverty stricken and spineless people Mwanawasa has surrounded himself with do not have the moral courage and enough financial independence to tell him to his face that he is medically not fit for office. And we the people have been rather reserved in telling this truth. The current situation is a crisis waiting to happen.

    Those who can see that Zambia is bigger than one stubborn fool how ignored medical advice have nothing to weep about and nothing to pray about.
