Opposition Patriotic Front Leader Michael Sata has defended his request for Cabinet to establish a medical board that would be allowed to fly to Paris, France where President Levy Mwanawasa is hospitalised to monitor progress on his health.
Mr Sata maintained that his call was in good faith as it would dispel speculations about the President’s health.
The PF leader’s request has come under fire with some quarters of society describing it as insensitive.
Speaking during a Media briefing in Lusaka today,Mr Sata also said Zambia needs to unite now as opposed to bickering during this tough period when the Head of State was hospitalised in France.
Mr. Sata was reacting to United Party for National Development(UPND)President Hakainde Hichilema’s criticism over his request to Cabinet.
The PF Leader categorically slammed Mr Hichilema for allegedly spreading false rumours about the health of President Mwanawasa and Mr. Sata himself.
Mr Sata observed that what was at stake now was the nation and not an individual party adding that Mr. Hichilema should stop cheap politicking and instead address himself to national issues.
Mr. Sata who claimed that he was more close to the President than Mr. Hichilema said the UPND leader was creating unnecessary tension in the country.
Mr. Sata pledged his party’s commitment to helping Cabinet manage the affairs of the country in the absence of President Mwanawasa saying there was no need for squabbles.
And speaking earlier, PF Information and Publicity Chairman, Given Lubinda hailed Cabinet and Government for the sober manner in which they have handled the illness of the President.
However, Mr. Lubinda appealed to Cabinet to speedily do whatever was within their means to ensure that they curtailed the speculations surrounding the health of the President.
Like the PF leader, Mr. Lubinda is also for the idea of the establishment of a medical board to investigate the health of the President saying the process was not dependent on a politician or individual but Cabinet based on collective resolution as per Article 36(1) of the Constitution of Zambia.

The question is how long can somebody be absent from work without losing his job. And is his condition such that he will come back and work at full capacity. These are the questions the nation need to be informed and this is not a Sata issue. Leave the man alone

stable in the face of a clot in the brain is always a better prognostic indicator than stroke with hemorrhage (everything being equal)…….the speculation regarding the Prez is damaging the economy and breeding confusion.

If I was Chief Justice, I would ask KK, Sata, Kavindele, Ba Miyanda, and old man Munkombwe to go and visit Levy in hospital, before the needed Medical team is sent there. Those “elders” would come and inform the ok cabinet, what they should do. That HH we don’t need theory. We need WISDOM.
Wisdom isnt what your statement portrays – no doctor worth his salt in practice would allow any more than a team sanctioned by immediate family to see a patient in ICU especially if the patient is very ill.

In the absence of a particular clause for a timeframe in which cabinet must make a call, can the GENERAL ORDERS be used as a fall back position for guidance. Yes the president is a politician/chief Executive but to some extent he is govt worker. Does someone know what the general order say about extended period of illness. Is 30, 60 or 90 days? Can someone offer some guidance?

LPM has been sick for a few weeks only. anyone sensible will know LPM is unlikely to come back and lead, but he must be respected as our president; he deserves treatment time and cabinet should not publicly show impatience by declaring him unfit just after two weeks. the country has done incredibly well since the stroke, so let’s just calm down and mature. zambia has dirty politicians, but overall the country is maturing poilitically. the debate between sata and HH is a sign of a healthy political interaction.

Sata has just lost it on this one. It is not about who is close to who but about what is the correct thing. Strong and rational people are not swayed by the masses. What Sata is doing is just to say things to appease shallow minded people. For sure something will have to be done sooner or later. Even some malaria patients will take three or more weeks to fully recover. We need to use our heads to think and not emotions. What HH did was a very brave move to go against what the masses want to hear, he recognises that the majority are not always right. This is a precedent we are setting and we should understand that we are treading on delicate ground. A few more weeks will prove to all beyond..

as a lawyer, i would think reasonable time would not exceed two months. of course there are varying intepretations of reasonable time among lawyers themselves. but HH has been correctly advised about his ‘reasonable time’ comment.

People, let us unit and not to fall in the trap were we will have no Prez and the Vice.RB seems to be in the tight corner as he is not even the MMD member. SATA is right so we can know the way forward if our beloved prez is coming back on the throne or not. I think this is not the time to be centering issues just on what plans a person has. The most critical thing is whether or not what he suggests is alright. Are we saying that is it was suggested by RB, or Maureen Mwanawasa it was NOT going to be alright? What if you and I had the power to make such a suggestion, would it be worthwhile amidst what our country is going through? Remember, the entire Southern African region is volatile … from South Africa, through Zim and to Sweet ZED. Sata’s suggestion is RIGHT. It’s NOT a matter of basing it on what he’s done in the past. He may or may NOT be campaigning, but the most important thing is that he is saying what is right at the right time!
There is nothing wrong with what Cycle Mata said for sure it was in good faith. Every Zambian is entitled to know the truth about the health condition of LPM.Every zambian sata inclusive has a right to his own opinion over different matters including the issue at hand.The truth is we can not change anything by hidding.For example knowing your HIV staus is important so as to enable you take precautionary measures.As such as a reasonable and responsible fellow you can not label a person encouraging you to undergo an HIV test an energy.Far from it…far from it.. in fact that person is not against you and if that is the case, he is for you. in the same vain Sata is for Levy on this issue.

The ‘he may not’ issues surrounding LPM’s situation is what is making the whole country to be at a stand still. An issue of this magnitude cannot be decided upon using assumptions. The people that make deisions have to be absolutely certain of what LPM’s future looks like. This information can only come from the qualified doctors attending to LPM. Until that is done the GRZ will not proceed with anything anyone even Sata suggests. The issue of the board will only come in after the French docs have given up and then the GRZ will want to verify by invoking the relevant article of the constitution. There are no shortcuts to this even though most of us including myself are in a hurry.

To call for a medical board at this stage is a bit hasty. The Civil Service Standing Orders state “The criteria for medical retirement, that the breakdown in health is such that it prevents the person from carrying out his or her duties and that the ill-health is likely to be permanent”. Now the tricky part is that you will not know the extent of neurological deficit a stroke will bring about until all the cerebral oedema has cleared and spinal shock has cleared which can at times take more than a month. After that if LPM’s cognitive functions are still intact, he can continue work, even if he is not fully physically mobile. In short, we have to wait a bit longer even up to 4 mths – Bo Elder

If its true that The best Chituwo and Levy’s personal Dr are in Paris, then Ba Sata’s call is worthless. That is why it would be wise to send “country men”, some WISE and not just smart asses to go and visit Levy, let him tell them how he feels and what he wish to do. Even when the late Pope was dying the doctors didn’t just allow family members, but high profile church leaders were there, around him. At a level of president, king, chief or religious leader, family counts close to nothing. Its the subjects who are family. I pray he handover offices keys and laptop. It is fair to wait a month or two for the president to recover, on the same token the truth should be told for that to happen. There is no substance in Sata’s justification. No need to send a board of doctors because information is readily at hand with the French doctors. What is required is just to get that infor and give it the Zambian people. This information is common knowle that GRZ has it but they are just withholding it. LPM has done a commendable job in terms of instilling sanity in govt and made positive economic strides for our country.The question at hand isn`t about his performance but his current health status.In as much as we would like him to continue holding on to the instruments of power,it`s advisable that we face the reality of this unfortunate trepidation.

Cabinet should not only request the Chief Justice to appoint a medical board but should begin preparing the country for a fresh general election because all the evideence points to that. The cabinet should dissolve Parliament and allow a fresh general where we will have new MPS and President as yo may be aware that 2008 is a year of new beginning. When I use Tonga, which is my mother or is it father tongue, I do not do it to offend anyone but to communicate with Tonga readers and personal friends alike on LT.

No one is right and no one is wrong. Satas defence is simply a public expression of freedom of speech(political) as we know it. The president is ill.. with all the feed back available it is certainly probable for the general public to conclude that he would not be in a state to remain president of zambia should he return home. Let the professionals attend to him and let government do its job and that includes providing the public with information such as what the stipulated time frame is for a public servant to remain in office while ill.
