Parliament resumes its sittings Tuesday after having adjourned sine die on March 20th.Before the start of business, Speaker Amusaa Mwanamwambwa is expected to call for a moment of silence.

This will be in honour of the late Kanchibiya Patriotic Front Member of Parliament Albert Kanyanyamina who died on July 18, after an illness.

Newly elected MilanziI Member of Parliament, Reuben Banda is expected to take up his seat, replacing UNIP’s Chosani Njovu who died on March 19, in Slovenia.

In the previous sitting, the House approved this year’s K13.7 Trillion National budget and also passed several Bills and motions.

Notable among them was the Income Tax Amendment Bill which introduced and graduated Windfall Tax on base metals and precious metals.

The Road Traffic amendment Bill Act of 2002 was considered to revise the taxes payable per annum in respect of motor vehicles and trailer licenses.

  1. This rubber stamp parliament. Don’t bank on it my dear. I know how the svript will play out. PF will bring up the motion and the Speaker will shoot it down. It survives past the speaker the MMD thieves will vote it down with the help of HH boys, since HH is on record of saying lets give this whole thing more time.

  4. It is certain that we will have to get used to LPM being away. Maureen says thankyou to all the prayers(see the post online), but nothing much on the details about the president’s current condition. On the other hand,things are running normally which is great although i think its a bit oppotunistic for cabinet to award themselves those pay rises when the president is away.

  7. Just knowing that LPM is ill in Hospital is not enough. You have a right to know whether the person leading you is capable or not. Why do you want to confuse being passive with being cowards? You deserve to know better that ‘steady progress’ for 4 weeks.

  11. the current cabinet hath no balance to articulate issues of national interest. what do u expect frm a minister like Vera Tembo. i think his HE LPM came back to politics to do some sought of revenge againist his enemies. LPM is the most educated president in the history of zambia but with a bunch of unfruitful ministers eg vera, but also remember kazala. honestly, can anything good come out of mgoti, namulambe….

    Mwanawasa is sick and I do not know what update people want on a daily basisi coz stroke is not like Malaria where by after taking the 4 tablets you expect a massive change.
    Lets us continue praying for thi big guy and suerely God’s will shall prevail entually.
    Waiting time is very difficult but let us exercise patience.

  14. The Minister of Health needs to be compelled to issue a comprehensive ministerial statement in Parliament regarding the true state of the President’s health.

Just as the President is ill and the updates are not coming on a daily basis for the members to know, may be Parliament will find a lasting solution to this problem according to the Constitution. For how should the office of the President remain vacant and what steps should be taken in case if incapability. Much as the prayers are being offered on a daily basis the public is also counting on the number of days the office has been vacant.

What will parliament say coz its now a rubber stamp!we have no opposition…most of them are plunderers and have compromised their morals if they ever have any!!the only opposition we have is Magande for real!!he would differ with his colleagues and when he syas he can’t release the cash he means well….

  17. The pay rise is okay save it has come at a wrong time, as in LPM is ill. We have a lot of money as a nation except many a time it is poorly allocated. The cabinet knows this very well and that is why they have given themselves such high raises. They know there is enough money to pay the UNZA and CBU dons but because they are greedy they will pay them but very little and little it shall be indeed.OnLPM’s issue coming up in Parliament, i have my doubts, these guys all want the money and they are taking it as a way of paying themselves better before LPM comes back if he does and a better gratuity as some of them will not be able to continue after 2011. Therefore, a gratuity raise is good.

  18. 22 Kindly note that you cannot compel the minister of health to issue a comprihensive report at this time without following laid down procedures as per constitution. Like it or not nothing is going to be done about this issue until it is proved beyond any resoanable doubt that LPM cannot lead this if he remains in hospital for as long as forever.

  19. #13 LPM is the most “Educated President” Zambia has ever had so far,but he has had the most number of uneducated fools in cabinet,Chulumanda,Vera,Mulongoti just to name a few.I think the issue is not education,its performance!A degree is only a piece of paper unless you can use it.Many people in Zambia with Degrees are so stupid,they have tins in their heads and degrees in their hands and they can’t think at all!I’ll not vote for someone just because they have a degree or they are some Professor,I’ll vote for someone who can deliver.VJ was Zambia’s ambassador to UN he had no degree,neither does Joseph Kabila or Kagame!

  20. #28 LPM is the one responsible for these Mulongoti’s and friends,he is the one who thinks they do a good job.so before we praise him,let us remember that he is the one who has elevated them to what they are today.For this reason we cannot let him heal in peace because he is the one who has left us with them.He is to blame period!!
