Levy’s disapproval of new salaries should not cause uproar-Mulongoti

The law does not bar an acting President from approving salary increments to ministers and holders of constitutional offices.

Chief government spokesperson Mike Mulongoti said this is why there should be no uproar, just because President Mwanawasa did not approve the salary increment for ministers.

He told ZNBC news that the approval of the 15 percent pay rise corresponds with the percentage that has been offered to civil servants.

Meanwhile MMD National Secretary Katele Kalumba believes the recently reported pay rise has come after a long process of consultations.

Dr. Kalumba urged government and the treasury to collectively explain to the people details culminating into the reported pay rise

Now that this Mulongoti somehow confirms that Levy,who is constitutionally still the President was trully was against salary increments then why the hell go ahead to table the same contraversial recommendations to parliament for ratification when the especially now that he is not ill & incapable of making decisions,i think this is where a line has to be drawn,these people are hell bent on amassing a good amount of wealth as the probability of Levy coming back to lead keep on getting smaller.

    I wish the people especially civil servants could stage a go slow & ask that salaries in the service be aligned before any increments could be made.The salary structure is not balanced,there are big gaps between what the seniors get & what the juniors get so even the 15 percent increase will be a drop in the ocean for junior servants.
    I also wish the govt had another spokesperson,Mulongoti is way too arrogant,i wonder what his cv is like,where did he come from does anyone know?

    We must throw these thieves out from public office. Let them aspire to be millionaires by getting real jobs in industry instead of stealing from the treasury.

    RB has really let us down. He is pandering to the whims of these thieves because they sense that he is a weak leader – both politically and financially. This means that at the end of the day, we have plunderers in Cabinet with the VP ready to appease these thieves.

    There’s nothing wrong with an increment conducted in a civilised manner. When suggested to commence the processing of choosing a successor they all rose against him, because they knew. They needed time to scheme.

  32. Do we have a leadership and constitutional crises? it is clear what happens if the president is legally declared incapacitated by the supreme court but It is not clear what happens before that. Suppose no cabinet minister moves a motion to request for a medical inquiry, does it mean the president continues ruling in absentia until his term ends. It is true that LPM is recovering. But it might be possible that the process of recovery can take two years. If this get to be the case the ministers from the family tree might oppose any move to initiate a process that can lead to declaring the president incapacitated. Is our constitution clear on time limits a president can be on sick leave.

  33. We should take a leaf from Levy’s wife, Maureen, who appears to be preparing for life without or after Levy by stating that she is finding time to continue studying for her MBA while in France and her kids have returned home to school.

Hola,although the report on cleanliness of UK hospital shows that 70% of UK hospitals are a little bit on the bad side most of them have good standards,i worked in about 3 major hospitals in London & standards were quite high by the contractor medirest who also do high class catering for the hospital but it is true some hospitals(minority)have poor standards.When i was a student,at times i raised fees by working as a Health Care Assistant in the NHS and at times went to the mortuary,you cannot tell where you are until you open a cooler unit & see bodies that you realise where you are,most hospitals i have been to are clean!

From what I see, HH is quite big, MMD is difficult to read, as for PF, I think they lost the momentum they had after the 2011 election and quite honestly I doubt people are willing to give Mr Sata another chance, he blew it up in 2006 after messing up from covering the whole country which UPND is doing. MMD being the Power in Government, it might be quite difficult to dislodge them especially that this is Africa where people declared themselves winnere even when there was no opponent (Zimbabwe). But if HH plays it well, he will be a force to reckon with come 2011. This is how I read the situation, someone else might be reading it differently.

    President Mwanawasa suffered a stroke on June 29 in Sharm-el-Sheik, Egypt where he was attending the African Union (AU) summit. He was admitted at Sharm-el-Sheik International Hospital and later was evacuated on July 1 to Percy Military Hospital in Paris, France where he is still admitted.

Mwiinga,i now understand what the issue is,The Post can be so biased sometimes but that’s what all tabloids do,it was worse when M’membe was in the driving seat full time as he rode the way he liked especially being proprietor,he became Chiluba’s number one enemy,someone told me the grudge against Chiluba regarded a promised position in govt when MMD took over but he Chiluba did not honour his promise just like he did with Mahtani & the rest who helped the MMD come into power so the best way HH can do is play cool but it’s good he brought it out in the open so that The Post now know he knows what they play at,it’s evident they’ve not ”endorsed” HH,wonder if they prefer Sata.

  76. Zeddy #93, my gut tells me if they had a way they would prefer their lawyer Sakwiba Sikota but unfortunately the gentleman does not appeal to the general public and is a difficult sale. You Sakwiba suffers the same problem as Mbeki, he does not connect with the common man which is important in politics. His accent is not Lozi, so how do people connect and he rarely speaks any other zambian language in public, which HH has learnt quickly, you see in politics you just have to somehow establish contact with the people (even if its fake like Chiluba did) which Sakwiba has failed terribly. Sata and Chiluba according to the post are one and the same.

  164. 15% pay rise should not be an issue especially that it is the same with the civil service % pay rise and also because it is just 2-3% above the inflation rate. It is a reasonable pay rise and everyone should support it. It shows the government is considerate. I support government for this considered pay rise.
    We are tired of people just condeming for the sake of condeming. Gone are the days where pay rise is a guess work, follow world standards/considerations.

  165. This is the problem with zambian MPs and the so called ministers, all they are interested in is to insure they reap the tax payers, money even when they are not doing a good job. You people you want a pay rise, can you tell the nation what you have done for this country to deserve a pay rise. What the nation needs to do is to cut some of your benefits instead. Parliamentarians should be forcusing on the developmental debates and not salary increments coz these chaps already live in luxury. Please MPs concentrate on finding developmental programmes.

  166. Zeddy I concur with with. Mulongoti came from being a shelf packer in ZCBC – so his c.v. has “merchandize packer” on it, so what can you expect from such caliber. What is is really going on in Zambia is “sangwapo” and it is a shame. Some of us want to come back home and contribute, but when you think of all that is going on, we are so discouraged. We want to hear of positive things.

  167. This man is chief bootlicker. At one time before he become cabinet Minister, i was so broke that, his Lodge in Kabulanga was grabbed by the pipo he owed money. Most of the time the man used to be found at Cummies drinking cheap spirits. What do you expect from such a person. He is so drunk with power that he has fogotten what befail him. As long as we have such leaders, the country can not move forward.

The comparison between Zambia and other countries in the region eg South Africa, Namibia,Botswana etc which are economically performing well as a justification for salary increase by our ministers, mps and constitutional office holders by Mulongoti is childish. And in any case managers in the corporate get more money than the State president. In USA Bill Gates, Donald Trump, name them make more money than their president. Mulongoti do not create skeletons that will haunt you after public office
