Salary increments okay if it is just 15 percent-ZCTU

The proposed salary and allowance increments for ministers and constitutional office holders is in line with public service workers collective bargaining.

The Zambia Congress of Trade Unions (ZCTU) says when public service workers get a salary increment, ministers and constitutional office holders also benefit.

ZCTU president Leonard Hikaumba told ZNBC news that this practice is old.

He said there is no problem if ministers and constitutional office holders are awarded a 15 percent increment, as this is what public service workers got this year.

However Mr. Hikaumba said people should only worry if what ministers and constitutional office holders got, is more than 15 percent.

And the Anti Voter Apathy (AVAP) has strongly condemned Cabinet’s approval of salary and allowance increments for constitutional office holders.

AVAP Executive Director Bonnie Tembo said that it was sad that cabinet took advantage of President Mwanawasa’s absence who was strongly opposed to the increment.

He urged the ministers to focus on praying for president Mwanawasa’s speedy recovery and studying the national economy rather than awarding themselves hefty salaries at the expense of national development.

Mr. Tembo said the ministers should also consider the high poverty levels in the country before awarding themselves more money which should be channeled to addressing poverty.

Mr. Tembo has since called on the Vice President, Rupiah Banda, to reconsider and withdraw the cabinet’s approval of salary and allowance increment.

“We condemn cabinet for awarding itself the increments especially that we should not be celebrating over the wealth which has come before us but it’s the time that we should be praying and fasting for the recovery of the President who was instrumental to the creation of this wealth,” Mr. Tembo said.

He said that if there were extra funds government needed to first consider increasing salaries for civil servants or take it to poverty reduction initiatives to improve the general welfare of the people.

Mr. Tembo said this during the AVAP Advocacy Session on Constituency Development Funds (ASCDF) in Mansa yesterday.

Even Shamenda was agressive in promoting workers ‘s rights and fighting for the common workers rather ministers in Cabinet because they have alot of allowances on GRZ expense.eg Fuel, hotels, Entertainment, medical. sending kids abroad for education.etc. This is not justfied and I hope Levy will fire some of this opportunistic leaders soon.

  5. Constitutional officers are entitled to increments also. Is it 15% Ok, As mentioned by a blogger yesterday, Our minister also need to earn incomes commensurate to their positions, Why should a Minister honestly earn less than a mid manager in a government company ie ZESCO, ZAMTEL Currently ministers earn less than Task force lawyers, High ranking military officers, doctors etc.

  23. From what I understand, the salary increment will be from something like K8 million to K25 million. This is an increase of USD$7530.12 (At the current exchange rate). Now though this wil provide short run benefits for the ministers, in the long run it’ll be detrimental to the economy because at the moment, govt needs all the money it can get for national development and infrastructure development.

    Instead of increasing salaries, govt can carry out a rural poverty reduction project like the electrification of rural areas through solar panels.

    Now solar panels range from prices of about USD$500.00 to USD1,200.00 depending on the watts they give. Now the most expensive I have seen costs about USD$1081.00 and provides about 224 watts. Now I am no physics student nor am I an engineer but I will use my perception and assume that is enough to power one hut. This will provide a hut with a renewable energy source which they can use for light during the night and they can use a 2 plate cooker to prepare there meals and cam have small geezers for hot water.     improved by a small percentage. What can also happen is they can be night school in which parents or people who never had the chance to get an education can have a chance to empower themselves through education.

    Others can also start some businesses that rely on electricity like having a chicken run or something. All this can be done by just a few investments of a couple of thousands of dollars to get solar panels for villages (which will count as infrastructure development).

    So for salary increments, i’ll say let us develop the nation first, then we’ll talk about the increments.

    I also don’t agree with you when you say big brains will opt for govt if govt workers got good pay,i would say their will be productivity & levels of corruption would come down,eg in UK,it’s almost impssible to bribe a Policeman,council worker etc coz they get paid even better than most office workers in private sector so the zed situation is just bad that the Ministers too get the same increase irrespective of the inbalance between perks between them as seniors & the rest of juniors.

Public service workers deserve a payrise just like any workers out there but this should be done in such a way as to encourage private initiative otherwise man being an animal will opt for the easier option of being in GRZ. The issue of bribing in the UK is all related to how the salaries of public workers have been structured to be above the risk free salary (Salary were you do nothing) and secondary the environment in terms of job prospects and reference checks prevailing in the UK which is not the case in ZED.

Mu Zambian,i really cannot comprehend what you’re trying to put across.The comparison between the UK & Zambia was an example due to what u said initially,i deduced you said having the Zambian civil service earning good money will reduce productivity in private sector coz everyone will want to work for the govt but i don’t see any logic as that will in effect reduce corruption as the civil servants who are known to be the most corrupt will stick to doing their jobs effectively & efficiently eg Passport Officers will issue ppts on time instead of soliciting for bribes by using delaying issuance deliberately,the Police will not mount fake road blocks etc

Hikaumba has done nothing wrong & i don’t see why he is being criticised,ZCTU & other workers welfare unions are in the forefront to make sure workers get a decent wage so they should be pleased that at least the ordinary civil servants have got a decent increase although still not enough as ordinary civil servants receive almost nothing at the end of the month and have no special allowances so the only inbalance is that Ministers receive allowances on top of that and it has been the case for a long time,Ministers shouldn’t automatically get an increment when other civil servants get an increase that’s what sucks coz their pay is way too much above what ordinary civil servants get.

  77. Corruption cannot be reduced by the mere increase in salaries but a change in the attitudes and values that prevainling in Zambia. The whole point is that public service which is for everyone should not exceed that which is paid in the private sector as the whole process will result or reduce private sector initiative. Salaries alone have never been associated with reduced corruption but a whole broad spectrum of issues such as reference checks for employees fired due to corruption, levels of check by independent bodies for officers in public office, corrective measures taken, levels of institutional controls, social sercurity in the environment in which workers operate etc

Back in the days when Hikaumba was a loud mouthed critic of the government & leader of the Civil Servants and Allied Workers Union of Zambia (CSAWUZ,we called him a hero today he’s insulted by some of us calling him a puppet of the government without proper justification,the world is not a fair place to live in eh.Last year we were complaining of civil servants getting peanuts,the unions affiliated to Hikaumba’s led ZCTU fight for an increment today the increment is in effect just because it also affects Ministers it becomes bad,blame the laws & not Union leaders.Hikaumba cannot change laws,it’s the people.

  109. It is interesting to see how people can easily get confused with a simple statement. I know that God did not evenly distribute the gift of intelligence. Further, we learnt the Queen’s language at different schools.

    The statement I gave was just in answer to one question posed by a ZNBC reporter. He wanted to know WHETHER THE INCREMENT WAS DONE IN A NORMAL MANNER.

    My answer was just to indicate what the practice has been in the past. I did not give an opinion whether the increment was okay or not. I would have given an opinion had I already seen the Bill that seeks to revise the emoluments in question.
